The patch is proposed—not a SteamOS feature you can enable today—and its design was under discussion at Linux Plumbers Conference in October 2026.
What AMD P-State and EPP do
AMD P-State is a Linux CPU frequency-scaling driver: it helps coordinate how the processor responds to workload demands. Energy Performance Preference, or EPP, is a hint that expresses the desired balance between energy efficiency and performance. A performance-oriented EPP request can encourage the processor to respond more aggressively, but it does not lock the CPU to a particular frequency.
Vernet’s July 28, 2026 RFC proposes an optional feature called epp_boost for the Linux amd-pstate driver. It is aimed at a specific pattern: a game thread does a short burst of work, pauses briefly—often waiting on a futex or GPU fence—and then needs to run again. The RFC argues that the pause can allow the hardware performance signal to drop, making the next burst slower to ramp up.
As Vernet puts it, “A workload dominated by one mostly-busy thread that takes frequent short sleeps (common in gaming workloads, for example) can fare poorly under this strategy.” The proposal tries to address that behavior without setting every CPU core to a performance-oriented policy.

How the proposed per-core boost works
In the RFC’s design, a scheduler update-util hook checks a core’s busy time and temporarily changes that core’s EPP request. The mechanism is opt-in and has stated operating conditions: the RFC describes active EPP mode on systems using the MSR-based CPPC interface.
- The hook samples a core’s utilization at most once every 10 milliseconds.
- If the sample meets the 50% busy threshold, the driver temporarily requests performance EPP for that core.
- If no later busy sample renews the boost, the driver restores the policy’s EPP value after 300 milliseconds.
This is a proposed driver behavior, not a setting that can be inferred from the Steam Deck’s hardware or from choosing a performance mode elsewhere. The July RFC’s details also should not be assumed to describe the design currently under discussion: later reporting said reviewers recommended moving the mechanism toward a governor-level design.

What the Civilization VI Steam Deck benchmark found
The RFC tested Civilization VI on a Steam Deck with a Van Gogh APU and EPP set to balance_performance. With epp_boost enabled, the busy core’s median frequency was 3.5 GHz. David Vernet’s 2026 RFC benchmark reported these changes:

The reported deltas came from six interleaved A/B test iterations, with Welch’s t-test used to calculate them. They describe this game, device, configuration and benchmark; they do not establish a typical gain across games, Steam Deck units, or other AMD handhelds.

Per-core boosting versus global performance EPP
The RFC also compared the proposed targeted approach with setting global EPP to performance. In that Civilization VI test, global performance EPP raised the busy core’s median frequency to 3.5 GHz and improved 1%-low FPS by about 16%. Unlike the proposed per-core trigger, however, the global setting affects every core and workload.

Those figures are specific to the RFC’s benchmark and are not a general head-to-head forecast for other games or systems. The RFC also reported that a variant raising the busy core’s minimum performance to nominal regressed p999 frame time by 13–21%, illustrating why a higher minimum performance setting is not automatically better at every frame-time percentile.

What changed after the July RFC
On October 5, 2026, David Vernet of Meta presented “EPP-boost: Per-core util-based performance boosting in AMD p-state driver” at Linux Plumbers Conference in Prague. The official conference listing describes discussion of the RFC and frequency-scaling gaps for gaming. Phoronix reported on October 6 that review of the summer patch series had prompted design changes, including a shift toward a governor-level approach. It also discussed the possibility of thread hints from Wine or Proton.
The July benchmarked RFC and the later governor-level design direction are not interchangeable. The available October reporting establishes that the proposal was being discussed and redesigned; it does not establish that the change merged into Linux or reached SteamOS. Buying a Steam Deck does not install this proposed kernel feature or guarantee the RFC’s benchmark result.

Can you enable the patch on a Steam Deck now?
The sources available through October 2026 do not establish an upstream merge or SteamOS release containing the change, so there is no supported Steam Deck installation path to give. Do not treat a performance-mode or governor setting as equivalent to this opt-in, per-core driver proposal. To determine whether a later release includes it, check the relevant Linux kernel and SteamOS release notes for the specific version you use.
