But the announcement describes an effort in development, not a published or deployed protocol. Sierra co-founder Bret Taylor called the current situation “kind of chaos until such a standard exists,” as reported by LinkedIn News on October 6, 2026.
What is the Personal Agent Protocol?
The Personal Agent Protocol is an industry effort to establish shared rules for how a person’s AI agent interacts with a business. Meta and Sierra are developing it with Genesys, Instinct, Rocket, Shopify, Stripe, and Walmart. The partners describe it as an open standard that others can implement, according to LinkedIn News.
The idea addresses a practical coordination problem: a customer may ask an assistant to act on their behalf, while the business needs to understand the request and handle it through its own services. A common approach could make those interactions less dependent on bespoke connections between each assistant and each company. The public announcement, however, does not explain the protocol’s technical design or how an agent would prove who it represents or what it is authorized to do.
What business tasks could personal agents handle?
Stripe’s partner statement gives examples of the intended interactions: booking an appointment, changing an order, and working through a warranty claim. These illustrate the kinds of tasks the initiative is meant to address; they do not establish that the protocol already supports live transactions or that any partner has deployed those workflows using it. Stripe’s examples were reported by LinkedIn News.

These tasks go beyond finding a product or answering a question. They involve taking action within a business relationship, where the company may need to confirm details, apply its own rules, or involve a person. The announcement does not specify how the protocol would handle those steps, permissions, identity checks, or disputes.
How does this relate to Meta’s existing business AI?
Meta already offers Business Agent, a separate AI service for businesses interacting with customers on Meta messaging services. Meta says it can answer questions about a business, recommend products from its catalog, book appointments, qualify incoming leads, route a conversation to a human, and close sales. Meta also described a Business Agent Platform for building and deploying agents at scale, with connections to services including Shopify, Zendesk, and Shopee. These are Meta product claims, not evidence of Personal Agent Protocol adoption. Meta announced Business Agent in June 2026.

In an update dated June 3, 2026, Meta said more than one million businesses were using Business Agents on WhatsApp and Messenger, and that its services handled more than one billion active business threads per day across WhatsApp, Messenger, and Instagram. Those figures are reported by Meta about its own services; they do not measure use of the new protocol.
Meta separately announced Meta Enterprise Platform on September 28, 2026, describing it as a business-facing platform for its AI technology stack, including Muse, Meta Business Agent, Muse API, and Muse Code. The announcement does not establish that the Personal Agent Protocol is part of that platform or shares its deployment plan. How does it compare with Google’s Universal Commerce Protocol?
Google announced the Universal Commerce Protocol (UCP) in January 2026 as an open standard for agentic commerce across discovery, purchasing, and post-purchase support. Google said UCP was co-developed with Shopify, Etsy, Wayfair, Target, and Walmart, with more than 20 other companies endorsing it. Google’s January 11, 2026 announcement describes that initiative.

The initiatives have overlapping participants—Shopify and Walmart appear in both announcements—but the overlap does not show that the standards are technically compatible or direct competitors. The available announcements also do not provide enough detail to compare their identity, permission, or transaction mechanisms, governance, conformance testing, or deployment results.

What is still unknown?
The public statements establish the participants and broad intent, but leave key implementation questions open. They do not establish:
- A published technical specification or a release schedule.
- How agents, customers, and businesses would be identified, authenticated, or authorized.
- Security guarantees, conformance tests, or a process for handling failures and disputes.
- A governance model, commercial terms, or how proposed changes would be managed.
- Live deployments, adoption results, or whether the named partners have implemented the protocol.
Until those details and deployment evidence appear, the Personal Agent Protocol is best understood as an announced standards effort. Taylor’s “chaos” line is his characterization of the problem, not an independent technical assessment or proof that a particular solution is ready.
