PowerPoint does not have a command that fuses two ordinary JPG or PNG files into one picture. The Merge Shapes command works with PowerPoint shapes. For pictures, the right method depends on the result you need: crop one picture into a shape, fill a shape with a picture, group several objects so they move together, or export a finished shape as a new image file.

The steps below apply to current desktop versions of PowerPoint for Microsoft 365, PowerPoint 2024, PowerPoint 2021, PowerPoint 2019, and PowerPoint 2016 on Windows. PowerPoint for Microsoft 365, 2024, 2021, and 2019 are also listed for Mac; ribbon labels can vary slightly.

Choose the right way to merge pictures

Method 1: Merge overlapping shapes

Use this method when your “pictures” are actually PowerPoint shapes, such as circles, rectangles, arrows, and custom shapes. It is useful for logos, diagrams, cut-out designs, and custom icons.

On Windows

  1. Select the first shape.
  2. Hold Ctrl and select each additional shape. The shapes must overlap if you want an overlapping result.
  3. Open the Shape Format tab.
  4. In the Insert Shapes group, select Merge Shapes.
  5. Choose Union, Combine, Fragment, Intersect, or Subtract.

On Mac

  1. Select one shape, then hold Shift while selecting the other shapes.
  2. Open Shape Format.
  3. Select Merge Shapes.
  4. Choose the required merge operation.

What each Merge Shapes option does

Option Result
Union Creates one complete shape without an inner border separating the original shapes.
Combine Creates one shape with a gap where the selected shapes overlapped.
Fragment Breaks the overlapping areas into separate regions while retaining the internal boundaries.
Intersect Keeps only the area shared by all selected shapes.
Subtract Removes the overlapping area from the first selected shape.

Important: selection order matters, particularly with Subtract. If the wrong portion disappears, deselect the shapes, select them again in the opposite order, and repeat the command.

Method 2: Put a picture inside a shape

This method creates a shape whose fill is a photo. It is usually the simplest approach for placing an image inside a circle, rounded rectangle, star, heart, arrow, or custom frame.

  1. Select Insert > Shapes.
  2. Choose a shape and draw it on the slide.
  3. Select the shape.
  4. Open Shape Format > Shape Fill > Picture.
  5. Choose the image source, select the picture, and select Insert.

The photo now appears inside the shape rather than as a separate rectangular picture. You can change the outline under Shape Format > Shape Outline and adjust the shape’s size using its handles.

Fill the frame or show the complete picture

PowerPoint may crop part of the photo to fill the shape. To control the result:

  1. Select the picture-filled shape.
  2. Open Picture Format. In some versions, this tab is labeled Picture.
  3. Select the arrow beneath Crop.
  4. Choose Crop > Fill to cover the entire shape. This can cut off some outer content.
  5. Choose Crop > Fit to show the entire picture. This can leave empty space inside the shape.
  6. Drag the picture to reposition the subject.
  7. Drag the black crop handles to change which part is visible.
  8. Select Crop or press Esc when finished.

If you need to change the outline itself, select Shape Format > Edit Shape > Edit Points. Drag the black vertex points to reshape the frame. The normal cropping controls change the picture’s visible area; they do not edit the shape geometry.

Method 3: Crop a picture into a shape

Use Crop to Shape when you already have a picture on the slide and want to turn its rectangular frame into a predefined shape.

  1. Select Insert > Pictures and insert the image.
  2. Select the image so the Picture Format tab appears. Some interfaces call it Picture.
  3. Select the arrow next to Crop.
  4. Select Crop to Shape.
  5. Select a shape from the gallery.
  6. Adjust the crop handles and reposition the image if necessary.
  7. Select Crop or press Esc.

PowerPoint keeps the result as a picture with a shaped crop. If you need the same original photo in several shapes, duplicate it first with Ctrl+D on Windows or Command+D on Mac. Cropping each copy protects the uncropped source.

Method 4: Combine pictures and shapes into one movable object

Grouping is the correct choice when you want several pictures, shapes, captions, or icons to move, resize, rotate, or flip together. It is not a permanent merge and does not create one flattened image.

Windows

  1. Hold Ctrl and select the pictures and shapes.
  2. Open Picture Format or Shape Format.
  3. Select Group > Group.
  4. If Group is not shown on the simplified ribbon, select Arrange first, then choose Group.

Mac

  1. Hold Command while selecting the objects.
  2. Open Picture Format or Shape Format.
  3. Select Group > Group. Select Arrange first if needed.

After grouping, click the group to work with it as a unit. To edit one item inside it, select the group and then select the individual item. To separate the objects, select the group and choose Group > Ungroup. To restore a previous grouping, select a former member and choose Group > Regroup.

Why Merge Shapes or Group is unavailable

Merge Shapes is grayed out

Merge Shapes requires selected shapes. It will not directly merge inserted JPG, JPEG, PNG, or GIF picture files. Select two or more PowerPoint shapes and check the Shape Format tab.

Group is unavailable

Check these common causes:

  • Only one object is selected. Grouping requires at least two groupable objects.
  • The selection includes a table or worksheet.
  • The selection includes a GIF image.
  • An SVG icon is selected but has not been converted to a shape.
  • The selection includes title-placeholder text such as Click to add title or content-placeholder text such as Click to add text.
  • A picture or shape overlaps a placeholder that is included in the selection.
  • The simplified ribbon hides the command under Arrange.

To fix a placeholder-related problem, move the picture or shape outside the placeholder area, remove the placeholder from the selection, or use a blank slide layout. If an SVG needs to be grouped as editable shapes, select it and use the available Convert to Shape command before grouping.

Save the result as one picture file

Grouping leaves the original objects separate. If you need a single flattened image to upload, email, or insert into another application, export the finished design:

  1. For a merged shape, right-click the shape.
  2. Select Save As Picture.
  3. Choose a file name, folder, and image format.
  4. Select Save.

To use the exported image elsewhere, select Insert > Pictures, locate the saved file, and select Insert. Save the PowerPoint file as well if you may need to edit the individual objects later.

Common mistakes to avoid

  • Trying to merge two JPGs with Merge Shapes: use grouping, a picture-filled shape, or an external image editor instead.
  • Assuming grouping flattens objects: it only creates a convenient container; the objects remain individually selectable.
  • Confusing Union and Combine: Union produces a continuous shape, while Combine leaves a hole at the overlap.
  • Using Subtract without checking selection order: the first selected shape is significant.
  • Editing the only copy of a photo: duplicate it before applying different crops.

For a collage that only needs to move together, use Group. For a photo inside a geometric frame, use Shape Fill > Picture or Crop to Shape. For a final single image file, finish the layout first and use Save As Picture.

FAQ

Can I merge two JPG or PNG pictures directly in PowerPoint?

No. PowerPoint’s Merge Shapes command is for PowerPoint shapes, not ordinary picture files. You can group the pictures, place a picture inside a shape, crop a picture to a shape, or export a completed design with Save As Picture.

Does grouping pictures create one image?

No. Grouping makes several objects behave like one when moved, resized, rotated, or flipped, but the objects remain separate and editable. Use Save As Picture when you need one flattened image file.

What is the difference between Crop to Shape and Shape Fill > Picture?

Crop to Shape starts with an inserted picture and changes its visible outline to a selected shape. Shape Fill > Picture starts with a shape and places the picture inside it. Both can produce a shaped photo, but the editing workflow is different.

Why is Merge Shapes disabled in PowerPoint?

No eligible shapes are selected, or the selected objects are pictures rather than shapes. Select at least two PowerPoint shapes and open Shape Format. Picture files cannot be merged directly with Merge Shapes.

Why can’t I group objects in PowerPoint?

Grouping can fail when only one object is selected, or when the selection includes a table, worksheet, GIF, title or content placeholder, or an unconverted SVG icon. On the simplified ribbon, look under Arrange for Group.

The Bottom Line

Bottom line: PowerPoint does not directly merge picture files with Merge Shapes. Use Group for a movable collage, Shape Fill > Picture or Crop to Shape for shaped photos, and Save As Picture when the finished design must become one image file.
