If your farm or ranch needs capital, you may not have to rely on a single source of financing. The USDA Farm Service Agency (FSA) makes direct loans and can guarantee eligible loans made by commercial lenders. For some farm purchases, an FSA beginning-farmer down-payment loan can also be combined with financing from a lender, cooperative, or seller. Which route fits depends on what you plan to finance, your eligibility, and the terms available to you.
Start with what the money will pay for
Farm loan programs are organized around the purpose of the borrowing. Before contacting a lender or FSA, identify the expense, when you need the funds, and how the farm expects to repay them. A land purchase and a seasonal input bill are different financing needs, even if both are essential to the operation.
Farm ownership loans
Ownership financing can support eligible farmland purchases, farm buildings, improvements, and certain refinancing. Specific permitted uses depend on the loan program and its rules. If you are buying property, be ready to explain the purchase, the farm’s plans for the land, and the financing needed to complete the transaction.

Operating financing can cover eligible production and day-to-day costs, including livestock, equipment, feed, seed, fuel, and supplies. FSA’s operating-loan guidance calls for detailed financial and production information and a comprehensive farm business plan. Make clear which costs are immediate, which recur during the production cycle, and what income or other repayment source will cover the debt.

Choose between an FSA direct loan and an FSA-guaranteed loan
The central distinction is who makes and services the loan. With a direct loan, FSA provides and services the credit. With a guaranteed loan, a conventional lender makes and services the loan, and FSA guarantees a portion of the lender’s eligible risk under program rules.

A guarantee is not debt forgiveness or a promise that an application will be approved. You remain responsible for repaying the loan. Because the lender sets the terms it offers on a guaranteed loan, compare the rate, fees, repayment schedule, security, and other conditions rather than assuming that every guaranteed loan will look alike.

When a streamlined guaranteed application may fit
FSA describes an EZ Guarantee for eligible operating or ownership applications up to $100,000. It offers a simplified application process, but the ordinary eligibility and loan-purpose rules still apply. Confirm with a participating lender whether your request qualifies and what it needs from you.

For a farm purchase, ask about beginning-farmer financing
FSA has direct and guaranteed loan options for beginning farmers, and it targets a portion of its lending to beginning farmers. Its down-payment program is specifically a farm-purchase structure: FSA financing can be combined with outside funds for the remaining purchase price. FSA identifies a commercial lender, private lender, cooperative, or seller as possible sources for that balance.

This is a potential way to assemble a purchase package, not a guarantee that every buyer or property qualifies. Ask FSA and the proposed source of the remaining funds how their requirements, timing, collateral, and repayment terms fit together before committing to a purchase.
Prepare a clear application package
Organized records help you explain the request and let the lender or local FSA office tell you what else is needed. Exact forms and documentation vary by program, so confirm them with the office or lender handling your application.

- Define the request: State the amount, intended use, and timing of the funds. Separate a one-time purchase or improvement from recurring operating costs.
- Summarize finances: Assemble current balance-sheet and cash-flow information, along with relevant debt and payment obligations.
- Explain production and revenue: Provide production details and assumptions that support your expected income and repayment plan.
- Build the business plan: For an operating-loan application, FSA calls for a comprehensive farm business plan as well as detailed financial and production information.
- Ask about security and terms: Find out what collateral may be required, how repayment is scheduled, and what rates and fees apply to the particular offer.
A ledger or other recordkeeping system can help you organize figures, but FSA does not require a particular book or format. The lender or FSA office can identify the records and forms required for your chosen application.

Compare actual terms and check dated availability
Rates, loan limits, procedures, and available funding can change. Request current terms from FSA or the participating lender, and compare the full offer: rate, fees, repayment schedule, collateral or security, applicable guarantee, and whether funds are available for your purpose.
As dated context, FSA’s July 2026 notice set direct farm operating loans at 5.125% and direct farm ownership loans at 6.000%, effective July 1, 2026. Those are historical figures, not October 2026 quotes; guaranteed-loan rates are set by participating lenders. Likewise, FSA’s FY2026 funding page reported, as of August 5, 2026, $1.633 billion in direct operating-loan available funds, of which $983,743,008 had been used, and $2.000 billion in guaranteed operating-loan available funds, of which $851,815,558 had been used. Those figures are a dated snapshot, not a statement of funds currently remaining.
Know what faster processing figures do—and do not—promise
In a September 3, 2026 announcement, USDA said the Application Fast Track pilot began in 2023 and had become permanent for qualifying low-risk direct-loan applicants. USDA reported that an average of 23% of direct-loan customers qualified during the pilot and that processing time was about eight calendar days shorter on average. These are agency-reported pilot results, not a prediction or guaranteed reduction for an individual application.
