Mean time between failures (MTBF) is the average interval between successive failures of a repairable item. The number is an average, not a guarantee that one device will run that long. Its meaning also depends on whether the interval measures elapsed calendar time or operating time, and whether downtime is included.
What does MTBF mean?
MTBF describes the expected interval between successive failures when an item can be repaired or restored and returned to service. For example, a quoted MTBF of a number of operating hours describes an average exposure interval under the stated conditions; it does not predict the exact failure time of an individual unit.
Terminology varies between standards. IEC 61703:2016 calls the expected elapsed time between failures METBF, reserving MTBF or MOTBF for mean operating time between failures. ISO/TR 12489, by contrast, defines MTBF as the expected time between successive failures of a repairable item and notes that usage of the abbreviation differs across documents. When reading a specification, confirm the author’s definition rather than assuming the acronym settles the time basis.
Elapsed time and operating time are different
Elapsed time can include time when equipment is switched off, waiting for service, or being repaired. Operating time counts only the period in which the item is in operation, according to the measurement convention being used. Some specifications may use other exposure measures, such as cycles; those should be labeled explicitly.

Ask whether an MTBF figure includes detection delays, waiting for repair, repair itself, and the time needed to return the item to operation. ISO/TR 12489 distinguishes MTBF, mean time to failure (MTTF), and restoration time in its terminology, but relationships among them apply only under the report’s stated cases and definitions.

ISO/TR 12489 gives relationships such as MTBF = MTTF + MTTRes for specified cases, and MTBF = MUT + MDT in its broader framework. These equations are not universal conversions: the time basis and definitions must match the particular standard or dataset.

How to calculate an observed MTBF
For a set of consistently measured intervals between successive failures, calculate the arithmetic mean:
Observed MTBF = sum of the measured intervals ÷ number of intervals

State the unit and basis with the result—for example, elapsed hours or powered-on hours—and specify how failures and downtime were counted. This is an observed average for the data used, not automatically a prediction of future reliability. The cited standards distinguish time conventions but do not prescribe one universal field-data estimator for every application.
When an MTBF number can be used as a failure-rate estimate
Under an appropriate constant-failure-rate model, a mean-time quantity and failure rate can be related by reciprocals. A constant-rate model can also be used to estimate survival probability over a specified interval. These interpretations require the model assumptions to fit the item and period being analyzed; a supplier’s single MTBF figure alone does not establish that they do.

The FDA’s technical guide describes a common reliability pattern: early failures may start at a high rate and decline, the useful-life rate may be relatively constant, and failures can rise later as wear-out occurs. It explains MTBF as the average time a product will operate before failure, while cautioning that MTBF does not represent wear-out behavior. An MTBF value is a statistical average over defined exposure and conditions, not a forecast that each unit will last that interval or a stated useful life for the product. It also does not, by itself, show how failure risk changes over the full service life. In particular, an estimate appropriate to a relatively constant-rate useful-life period should not be read as a description of early-life or wear-out failures.

What to check before comparing MTBF figures
Two figures are comparable only when their definitions and contexts align. Check:
- Item and repairability: Is the value for a component, system, or whole product, and is it repairable between counted failures?
- Time basis: Is it elapsed time, operating time, or another exposure measure?
- Failure rules: What counts as a failure, and are intermittent faults or partial failures included?
- Downtime treatment: Are detection, waiting, repair, and restoration intervals counted?
- Operating conditions: What load, temperature, environment, and duty cycle apply?
- Evidence and model: Is the estimate based on field observations, a reliability model, or a parts-count prediction, and what assumptions does that method make?
For the standard’s publication details, IEC lists IEC 61703:2016, Mathematical expressions for reliability, availability, maintainability and maintenance support terms as its second edition, published on 12 August 2016, replacing the 2001 edition. IEC lists a stability date of 2028.
