MinWin was an internal Windows engineering effort to isolate a small, separately buildable and testable core from the rest of Windows. It included more than the NT kernel, and it was not a standalone desktop operating system or a retail Windows edition.
What is MinWin?
MinWin was the name used for a deliberately small slice of Windows, separated from higher-level components by analyzing and reducing dependencies. The goal was to make the core independently buildable, bootable and testable, while allowing the rest of Windows to be componentized and changed with less risk of breaking the core.
In a 2008 report, Softpedia quoted Microsoft Technical Fellow Mark Russinovich describing MinWin as work to “analyze the dependencies and carve out the lowest, smallest, core component of Windows.” He also called it “a standalone, testable, slice of Windows.” The word “standalone” here describes its engineering isolation, not a consumer-ready operating system. Is MinWin just the Windows kernel?
No. Describing MinWin as only the kernel is too narrow. Contemporary coverage of Russinovich’s explanation characterized it as the NT kernel plus adjacent system-level components, including the executive subsystem, memory manager, networking, and file-system drivers. The point was to isolate a working core from dependencies on higher-level Windows components, not to rename the kernel.

How did MinWin relate to Windows layers and APIs?
BetaNews’s account of Russinovich’s presentation at PDC 2009 described an effort to separate API sets from the logical DLL files that implement them. In the reported design, virtual DLL names could map to logical DLL implementations, allowing implementation details to be composed behind an API boundary. How small was MinWin?
Published size estimates refer to different reports and moments, so they should not be treated as one exact specification.

These are historical figures reported by contemporary coverage, not current Windows specifications or independently verified measurements. The different figures belong to separate reports and should retain their approximate wording and dates. BetaNews’s 2009 report and Softpedia’s 2008 report
Was MinWin a standalone version of Windows?
No. The reported demonstration included the kernel, basic system services and TCP/IP, but did not provide its own command prompt. MinWin was a limited engineering core, not a usable desktop environment or a separately marketed Windows edition. Contemporary coverage described it as an internal project rather than a product in its then-current form.

Russinovich’s reported rationale was that Windows changes could break versions that had been sliced and diced from larger configurations. He explained the need for more rigorous dependency management: “We want to get more rigorous about this, because every time we evolve Windows, we end up breaking those versions that we’ve sliced-and-diced.” BetaNews’s account of the PDC discussion
How MinWin differs from a reduced Windows installation
MinWin and a reduced Windows configuration answer different questions. MinWin concerns isolating the operating system’s underlying components for engineering and testing; a reduced installation is intended to remain a deployable environment for a particular use, such as server administration.
