For most applications, start with a provider’s managed WAF rules for broad baseline coverage, then add custom rules for specific policies those rules do not address. Managed rules reduce the burden of writing common detections; custom rules let you enforce requirements unique to your routes and traffic. Many deployments use both, but coverage, rule order, available actions, and plan limits vary by product.
What is the difference between managed and custom WAF rules?
A web application firewall (WAF) checks web requests against rules and takes actions such as allowing, blocking, logging, or challenging them. The key difference is who defines and maintains the detection logic.
- Managed rules are predefined rule collections maintained by a provider, service, or—in some products—a Marketplace publisher. They are intended to cover common attack patterns, but similarly named rule sets do not guarantee identical coverage.
- Custom rules are conditions and actions your team defines for its own application or traffic policy. They can address needs such as restricting a sensitive endpoint or blocking a known source, but your team owns their testing and upkeep.
For example, Azure documents platform-managed protection for common attacks alongside customer-authored rules, while AWS WAF offers groups maintained by AWS, Marketplace providers, customers, or other AWS services. Check the rule set, version, and configuration for the WAF you actually use: Azure Front Door WAF policy settings, Azure Application Gateway custom rules, and AWS WAF rule groups.

Choose managed rules for a maintained starting point
Managed rules are a practical baseline when you need coverage for common threats without writing and maintaining every detection yourself. They are not a substitute for checking whether the selected set, version, and configuration fit your application and WAF tier. Tuning may still be necessary, including when a rule incorrectly matches legitimate requests or when a rule-set version changes.

Choose custom rules for a clear, application-specific policy
Custom rules fit requirements that can be expressed as a concrete match condition and action—for example, a restriction on a particular route or traffic characteristic. Before adding one, be able to explain what it matches, what it should do, and how you will tell whether it is affecting legitimate traffic. Bespoke logic creates ongoing work: someone must validate it, monitor its impact, and maintain it as the application changes.
Use both when the needs are different
A common policy combines managed rules for broad baseline detection with narrowly scoped custom rules for application-specific controls. The combination only works as intended if you understand evaluation order and whether an action ends further checks. There is no single WAF-wide execution model: Azure Front Door processes custom rules before managed rules, while Cloudflare evaluates custom rules in order and some actions stop later evaluation. These are operational trade-offs, not a universal cost ranking. The documented capabilities differ by service, and they do not establish a general price winner. Compare the specific product’s coverage, tier limits, available actions, tuning effort, and total service cost before deciding.
How to roll out WAF rules safely
- Map the deployment. Identify the WAF product and where it sits in your architecture, the routes it protects, and the application’s legitimate traffic patterns.
- Inspect the managed baseline. Review the provider’s rule coverage, available versions, configuration options, and any tier requirements. Do not assume that similarly named rule sets detect the same things.
- Observe before enforcing, where supported. For Azure, Microsoft recommends starting managed rules in Detection mode, reviewing logs, tuning narrowly scoped exclusions or overrides, and then moving to Prevention mode. This lets teams examine matches before choosing to block them. See Microsoft’s Azure WAF best practices.
- Add custom rules only for stated gaps. Record the condition, action, owner, expected effect, test cases, and rollback path for each rule. Keep exclusions narrow rather than disabling more protection than the issue requires.
- Check priority and termination. Determine which rules run first and whether an allow, block, skip, or other action prevents later rules from evaluating the request. Confirm the behavior in the documentation for your exact WAF.
- Test and monitor enforcement. Exercise representative legitimate and malicious requests, check logs after rollout, and revisit rule-set versions and provider changes. AWS advises testing and tuning protection changes before production; its guidance is at Testing and tuning AWS WAF protections.

Azure Front Door and Application Gateway
Azure Front Door policies can combine customer-authored custom rules with provider-maintained managed rule sets. Custom rules are processed first, and whether evaluation continues depends on the action. Azure Application Gateway WAF v2 offers a platform-managed set for common attacks; its custom rules can allow, block, or log matching traffic and have higher priority than managed sets. Allow and block outcomes stop further rule evaluation. These are product-specific behaviors, not a general rule for every WAF. See Front Door policy settings and Application Gateway custom rules.

AWS WAF
AWS WAF supports customer-created rule groups, AWS Managed Rules groups, Marketplace-managed groups, and groups managed by other AWS services. Depending on the group, configuration can include version selection, rule-action overrides, and scope-down statements. Test and tune changes before deploying protection to production. Cloudflare
Cloudflare custom rules use request expressions and actions such as Block or Managed Challenge. They run in order, and some actions can stop subsequent rules. Available rule counts, actions, and regular-expression support depend on plan, so check current entitlements for the account and deployment rather than assuming a feature is available. Common mistakes to avoid
- Treating “managed” as universal coverage. Rule groups, ownership, versions, and configuration differ by service.
- Blocking on first sight of a match. A detection can also match legitimate application traffic. Review logs and tune before enforcement where the product supports a detection or monitoring mode.
- Using broad exclusions to silence a false positive. Prefer a narrowly scoped override or exception so that unrelated requests retain protection.
- Assuming rule order is portable. Priority, action semantics, and whether evaluation stops vary by product and policy.
- Adding custom rules without an owner or rollback plan. Application routes and traffic change; an unmaintained rule can create false positives or fail to enforce the intended policy.
- Comparing services on rules alone. Consider the product tier, available actions, limits, tuning burden, and overall cost for the deployment.
