The right Linux image build tool depends first on what you need to boot: choose Buildroot for a focused embedded-system build, Yocto/OpenEmbedded for a customizable Linux distribution maintained across products or machines, and a VM-image tool such as Packer, virt-builder, diskimage-builder, or image-bootstrap for cloud and virtual-machine images. These tools solve related but different problems, so there is no useful universal “best” or fastest choice.
What Linux image build tools do
These tools assemble the software and filesystem needed to run Linux on a target. Depending on the tool and configuration, the output may include a root filesystem, kernel, bootloader, complete distribution image, or a virtual disk intended for a hypervisor or cloud platform.
Buildroot describes itself as a tool for simplifying and automating the build of a complete Linux system for embedded use through cross-compilation. Its outputs can include a cross-compilation toolchain, root filesystem, Linux kernel image, and bootloader. The Yocto Project build process creates a Linux distribution from source; its build outputs include images and kernels under tmp/deploy/images. VM-image tools, by contrast, focus on producing disk images and related artifacts for virtualized environments.
How to choose between the main options

When Buildroot is the better fit
Choose Buildroot when the deliverable is an embedded Linux system for a known product or board and you want a relatively direct, configuration-led way to assemble its required components. It can build more than a filesystem: the manual describes generation of a cross-compilation toolchain, root filesystem, kernel image, and bootloader.

Before choosing it, define which components your product needs and how you will maintain the build as software changes. The key question is whether your product’s scope fits a focused system build or calls for reusable distribution metadata, package feeds, multiple machine configurations, or a generated SDK—the needs that point more strongly toward Yocto/OpenEmbedded.
When Yocto/OpenEmbedded is the better fit
Choose Yocto/OpenEmbedded when you need to shape a Linux distribution from source and maintain custom recipes or layers across products, machines, or teams. The Yocto Project’s tooling is based on OpenEmbedded and BitBake: BitBake executes recipe tasks, OpenEmbedded provides shared metadata and layers, and Poky serves as a reference build host.

This structure is useful when build definitions need to be extended or reused, and when a project needs capabilities such as package feeds, multiple machine targets, or a generated SDK. It also means the team must be prepared to manage the metadata and build configuration rather than treating image creation as a single small configuration task.
How a Yocto build starts
The basic workflow is to initialize a build environment, configure the build for the intended machine or distribution, and run BitBake with an image target. The Yocto quick-build documentation describes initialization with init-build-env; a representative build command is bitbake core-image-minimal. Built images and kernels are placed in tmp/deploy/images.

- Initialize: use the project’s
init-build-envscript to establish the build environment. - Configure: set the build for the machine and distribution you intend to target.
- Build: invoke BitBake for the chosen image target, for example
bitbake core-image-minimal. - Locate outputs: inspect
tmp/deploy/imagesfor the generated image and kernel artifacts.
The quick-build documentation also notes that an OCI container can be used when the build host is not a native Linux system. That can help address host-environment constraints, but it does not remove the need to configure and maintain the build itself.
When to use a VM or cloud image tool
If the output must boot as a virtual machine or be imported into a cloud platform, start with the image and platform requirements rather than selecting an embedded-system builder by default. The OpenStack Image Guide lists Packer, virt-builder, diskimage-builder, and image-bootstrap as image-production approaches.

Before settling on one, establish the required disk-image format, destination platform or cloud integration, and provisioning method. Those requirements determine whether a candidate fits; the tool names alone do not establish that every option supports every destination or workflow.

A straightforward embedded image for a defined target favors Buildroot’s configuration-driven approach. If you need reusable recipes and layers, distribution-level customization, multiple machines, package feeds, or an SDK, Yocto/OpenEmbedded provides a model built around those needs.

Reproducibility and dependency control
For any of these approaches, reproducibility depends on how the project defines and controls its inputs and build environment. In a Yocto workflow, recipes and layers are central parts of that definition; for VM-image workflows, provisioning and destination-specific configuration also need to be controlled. Choose a process your team can document, review, and maintain rather than assuming a tool name guarantees identical outputs.
Build time and host resources
There is no cross-tool performance figure here that supports a general speed ranking. Build duration and resource needs depend on the selected configuration and build environment, so assess them with a representative build on the infrastructure you expect to use. Do not choose between Buildroot and Yocto on an assumed universal speed advantage.
Team capacity
A tool is only a sustainable choice if the team can maintain its configuration, dependencies, and target-specific changes over the product’s life. Favor the approach whose build model matches both the product’s requirements and the team’s ability to keep its outputs and build definitions current.
