Kubernetes marks it for deletion, keeps it in a Terminating state, and waits for the controller responsible for each finalizer to finish its cleanup and remove its key. A finalizer is a cleanup signal—not the cleanup code itself.
What a Kubernetes finalizer does
A finalizer is a key in an object’s metadata.finalizers list. It tells Kubernetes to wait for a condition to be met before removing an object that has been marked for deletion. As the Kubernetes documentation explains, finalizers are namespaced keys; custom finalizer names should be publicly qualified, such as example.com/finalizer-name.
The key does not run cleanup by itself. A controller watches for the object, recognizes its finalizer, performs the associated work, and removes the key when that work is complete. Kubernetes includes some built-in finalizers, and controllers or users can define custom ones.
What happens when you delete an object
Deletion has two distinct stages: finalization and removal. If an object has finalizers when Kubernetes receives a DELETE request, the API sets metadata.deletionTimestamp and returns HTTP 202 Accepted. The object remains available while its finalizer work is pending. After the responsible controllers remove all finalizer keys, Kubernetes can remove the object from the registry.

- Deletion is requested: Kubernetes records the deletion timestamp for an object with finalizers and begins the deletion process.
- Cleanup is handled: Controllers associated with the finalizers perform their required work. The object remains in a deleting state during this period.
- Finalizers are cleared: Controllers remove their own keys once their conditions are satisfied.
- The object is removed: Once the finalizer list is empty, Kubernetes completes deletion.
That is why a successful delete command does not always mean the object has disappeared. The request can be accepted while cleanup is still underway. The Kubernetes API concepts documentation also notes that, after deletion starts, existing finalizers may be removed, but new ones cannot be added and the deletion timestamp cannot be changed.
Why multiple finalizers do not run in a fixed order
Kubernetes does not guarantee that multiple finalizers will be processed in the order they appear in the list. Their controllers may start cleanup at different times and proceed in any order. Enforcing a sequence could create deadlocks—for example, if one controller waits for another finalizer’s work while that controller is itself waiting for a signal from the first.

Controllers should therefore be designed so their cleanup does not depend on list position. The API concepts documentation warns that enforcing order would increase the risk of objects becoming stuck with finalizers.
Example: a PersistentVolume in use
The built-in kubernetes.io/pv-protection finalizer helps prevent a PersistentVolume from being deleted while a Pod is using it. If deletion is requested while the volume is still in use, the volume remains in Terminating until it is no longer in use and the protection finalizer can be cleared. Kubernetes storage documentation also identifies external-provisioner.volume.kubernetes.io/finalizer, which allows a provisioner to participate in PersistentVolume lifecycle cleanup.

Finalizers, owner references, and garbage collection
Owner references and finalizers are related to deletion, but they serve different purposes. An owner reference tells Kubernetes about an ownership or dependency relationship. A finalizer tells Kubernetes that specified cleanup must finish before an object is fully removed. Labels, by contrast, are used for grouping and selection; they do not establish ownership.
Kubernetes garbage collection uses owner references to manage dependent objects. The deletion propagation policy affects what happens to dependents:

- Foreground cascading deletion: The owner remains visible while eligible dependents are deleted. Kubernetes uses the
foregroundDeletionfinalizer during this process. - Background cascading deletion: The owner is deleted first, and cleanup of dependents continues in the background.
These mechanisms may interact, but an owner reference is not itself a finalizer. The owner relationship, deletion policy, and behavior of relevant controllers determine which related objects are cleaned up and when.

Start by identifying the finalizer keys and the controllers responsible for them. Then determine whether the expected cleanup is still pending or the controller is unable to complete it.

- Inspect the object: Run
kubectl get <resource> <name> -o yamland checkmetadata.deletionTimestampandmetadata.finalizers. Replace<resource>and<name>with the resource type and object name. - Review events: Use
kubectl describe <resource> <name>to look for events that may explain why cleanup is blocked. - Identify the controller: Determine which controller recognizes each finalizer key. Check that controller’s health and logs for failures or pending work.
- Check what cleanup is waiting on: Verify whether dependent Kubernetes objects or external infrastructure still need to be removed or released.
- Resolve the underlying issue: Restore the responsible controller or complete the required cleanup through the controller’s supported process, then allow it to remove its finalizer.
Why manually removing a finalizer is risky
Kubernetes allows an existing finalizer to be removed after deletion has started, but removing a key does not perform the cleanup that key represented. If you force the list empty without understanding the finalizer, the object can disappear while dependent API objects or external infrastructure are left behind. The Kubernetes finalizers documentation cautions against removing finalizers just to force deletion.
Before considering manual removal, identify what the key protects and complete that cleanup another way. Treat removal as an intervention that may bypass a controller’s safeguards, not as a routine fix for a Terminating object.
Specialized force deletion is not ordinary finalizer handling
The API concepts documentation describes a separate force-delete option for malformed or corrupt objects, marked Beta since Kubernetes v1.37 and enabled by default according to that documentation. It is a specialized path, not a general solution for resources held by finalizers, and carries a warning that workloads relying on normal deletion can be broken. Use it only when the documented conditions apply and you understand the consequences.
