KMS activation errors usually come down to four things: the wrong license channel, an unreachable KMS host, broken DNS discovery, or a host that cannot yet or cannot legally activate that client. Start by identifying which condition you have instead of repeatedly running slmgr.vbs /ato.
These checks assume you are using a properly licensed volume-activation environment and have administrator access to the Windows client and, where necessary, the KMS host.
1. Confirm the Windows edition and installed license channel
Open Command Prompt or Windows PowerShell as administrator and run:
slmgr.vbs /dlv
Check these fields in the result:

If Description shows MAK, retail, or another channel, running /ato will not turn that installation into a KMS client. Install the valid GVLK for the edition already installed:

cscript.exe slmgr.vbs /ipk <KMS_Key>
Replace <KMS_Key> with the authorized 5×5 KMS client key for that Windows edition. An incompatible key produces an error. Installing a new key replaces the currently installed key.
Then retry activation:
cscript.exe slmgr.vbs /ato
/ipk changes the installed key; /ato only attempts activation with the key that is already installed. They are not interchangeable.
To inspect every installed Windows product and obtain its activation ID, use:
slmgr.vbs /dlv all
You can target a specific product by supplying its activation ID to /dlv or /ato.

Error 0xC004F074 means that the client could not contact a KMS. Likely causes include a stopped Software Protection Platform Service on the host, a blocked port, or an incorrect or obsolete KMS host DNS record.
Check the KMS host service
On the KMS host, open services.msc, locate Software Protection (the sppsvc service), and verify that it is running. Start the service if it is stopped.
Test TCP port 1688
KMS uses TCP port 1688 by default. From the Windows client, run PowerShell:
Test-NetConnection -ComputerName <KMS Host Server> -Port 1688
A successful test reports TcpTestSucceeded : True. If it reports False, check both firewalls, network ACLs, routing, and the host name. A KMS host may use another port; allow the configured port through the network path. The host communicates its configured port to clients, and a manually configured client port can be overwritten when the client contacts the host.
Synchronize time for time-related errors
For error 0xC004F06C, compare the client and KMS host clocks. KMS compares Coordinated Universal Time (UTC), not merely the displayed local time zone. A difference of more than four hours can prevent activation.

w32tm /resync
Run the command on the affected computer after confirming that it is using the correct time source.
3. Repair DNS discovery or specify the KMS host directly
KMS clients normally discover a host through the DNS SRV record _vlmcs._tcp. A missing, stale, or incorrect record can send clients to the wrong server.
Test the record from the client:
nslookup -type=all _vlmcs._tcp>kms.txt
Open kms.txt and verify the returned host name, domain, and port. A normal result includes port 1688.

Check the record in DNS Manager
- Open DNS Manager.
- Expand the domain-name folder.
- Select the _tcp folder.
- Locate the _VLMCS SRV record.
- Confirm that it names the current KMS host.
- In the domain-name folder, verify that the KMS host’s Host (A) record points to the correct IP address.
If the host does not publish the record automatically, check the KMS host registry setting at:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SoftwareProtectionPlatform
The DisableDnsPublishing value should be 0 or undefined. A value of 1 disables automatic SRV registration. A KMS host normally republishes its SRV record every 24 hours.
Bypass DNS discovery as a diagnostic
Assign the KMS host by fully qualified domain name (FQDN):
cscript \windows\system32\slmgr.vbs -skms <KMS_FQDN>:1688
cscript \windows\system32\slmgr.vbs -ato

If this works, the likely problem is the _vlmcs._tcp record rather than basic network connectivity. To separate DNS name resolution from connectivity, try the host’s IPv4 address:
cscript \windows\system32\slmgr.vbs -skms <IP Address>:1688
cscript \windows\system32\slmgr.vbs -ato
If the IP address works but the FQDN does not, investigate DNS resolution and suffix configuration.
After testing, return the client to automatic discovery:
cscript \windows\system32\slmgr.vbs -ckms
If you need to create the record manually in Microsoft DNS, choose Other New Records in the domain’s forward lookup zone, select Service Location (SRV), and enter:
- Service: _VLMCS
- Protocol: _TCP
- Port: 1688
- Host offering the service: the KMS host FQDN
4. Verify host compatibility, KMS counts, and special environments
Check host compatibility
The KMS host must support the client’s operating-system version and edition. For example, a Windows 7 KMS client cannot activate against a KMS host activated with a Windows Vista KMS key.
On the KMS host, run:
slmgr.vbs /dlv
Review Version Information, Name, Description, License Status, and Current Count. The host should show License Status: Licensed, and its version and installed KMS key must support the clients it serves.
Do not mistake a low client count for a network failure
Windows client KMS activation is not processed until the host has seen at least 25 computers. A test client can therefore reach a healthy KMS host and still receive a low-count error. The Windows-client count is capped at 50; in an environment containing only Windows Server KMS clients, the maximum displayed count is 10.
Office volume activation uses a different threshold: at least 5 Office clients are required, and the maximum Office count is 10. Office KMS requests can be reviewed under Applications and Services Logs; event ID 12290 records KMS client activation requests.

Account for Active Directory-based activation
A domain-joined computer may try Active Directory-based activation before KMS. To test KMS independently, Microsoft recommends using a workgroup computer that is not joined to the domain.

Check Azure-specific connectivity
Azure Windows VMs use a separate activation path. Forced tunneling, a network virtual appliance, or an internal load balancer can prevent access to the Azure KMS endpoint. With custom DNS, the DNS server must resolve azkms.core.windows.net.
For Azure public-cloud VMs, the endpoint uses TCP 1688. National-cloud endpoints differ:

Do not use /stao as a modern activation-control fix. It has been deprecated since Windows 8 and Windows Server 2012; use /act-type where that configuration is required.
FAQ
Why does slmgr.vbs /ato fail even though Windows has a valid key?
The key may be a retail or MAK key rather than a KMS client key, or the KMS host may be unreachable. Run slmgr.vbs /dlv and check whether Description is VOLUME_KMSCLIENT. Then test TCP 1688 and DNS discovery.

The Windows client could not contact a KMS. Check that the host’s sppsvc service is running, TCP port 1688 is allowed, and DNS does not point to an obsolete or incorrect KMS host.
Does finding _vlmcs._tcp with nslookup prove that KMS DNS works?
No. The record can be present while the Windows DNS client fails because of an incorrect primary DNS suffix or suffix-search list. Assign the KMS host by FQDN or IP with -skms to isolate the problem.
Why does a KMS client report that the count is too low?
Windows client activation requires the KMS host to have at least 25 valid client computers in its rolling count. A low-count response does not necessarily indicate a DNS, firewall, or service failure.
How do I undo a manually assigned KMS host?
Run cscript \windows\system32\slmgr.vbs -ckms. The client will return to automatic KMS discovery through DNS.

Use slmgr.vbs /dlv first: it tells you whether the installation is actually a KMS client and which edition is installed. Then work outward—verify sppsvc, TCP 1688, time synchronization, and the _vlmcs._tcp record. If the connection works but activation is still refused, check host compatibility and the 25-client Windows threshold before changing more settings.
