Kevin Scheid, a former U.S. Defense Department deputy comptroller, took up the role of general manager of NATO’s Communications and Information Agency (NCIA) in 2017. A July 5, 2017, CyberScoop report described him as the first U.S. official to helm the agency and tied his appointment to NATO’s planned IT and cybersecurity modernization work.
Who was Kevin Scheid?
Scheid had worked at NCIA’s predecessor, the NATO Consultation, Command and Control Agency, from 2009 to 2013. His roles there included deputy general manager, chief operating officer and director of acquisitions. Before taking the NCIA post, he had also served as a special adviser to the president of MITRE. The 2017 report said he had been selected for the role the previous year.
In an interview with NCIA’s in-house journal, Scheid said he planned to spend his first 90 days reviewing finance, personnel management, contracts, acquisition and agency management. He said the goal was to understand the agency’s condition before moving forward.
What does NCIA do?
NCIA operates and defends NATO’s IT and telecommunications networks. The CyberScoop report traced its establishment to 2012, when several NATO agencies working in computer networking, telecommunications, and intelligence, surveillance and reconnaissance were merged.

| Capability | Planned project or procurement | Amount reported in 2017 |

Why did Scheid emphasize oversight?
Scheid told NCIA’s in-house journal that NATO nations were careful with project spending: “The NATO nations are careful with the money they invest in these projects,” he said, adding, “So every Euro is important, every Euro is dear and we have to get the most out of it.” His planned first-90-days review of finance, staffing, contracts and acquisitions reflected that focus on understanding how the agency operated.

The report documents Scheid’s appointment and the modernization plans as they were described in 2017. It does not establish who leads NCIA today, whether the planned work was completed, or what the agency’s current budget is. Its financial amounts should therefore be read as historical plan figures, not present-day figures.
