These systems address different parts of cargo movement; official notices describe their aims but do not establish measured reductions in clearance time.
What cargo tracking system does Kenya use?
For cargo under customs control, Kenya uses RECTS, which monitors dry cargo with electronic seals and wet cargo with e-fuel seals. It is one part of a wider set of port systems rather than the whole of KPA’s digitisation program.
The other components focus on documents, terminal operations and gate movement. The distinction matters: an electronic seal monitors cargo in transit, while ACD handles documentation before arrival and Smart Gate is intended to automate movement through a port gate.

The government’s 2026 report describes Mombasa as handling approximately 2.1 million TEUs. It also says about 40% of containers handled are empty and about 25% of total containers generate customs revenue. Those figures provide context for the reforms, but do not by themselves show how much any one system will change port performance.

What is a RECTS electronic seal?
A RECTS seal is a physical electronic device used for customs-control monitoring. KRA’s system covers dry cargo with e-seals and wet cargo with e-fuel seals. The device is part of a regional cargo-tracking arrangement; it is not the same as the terminal software that schedules or records port operations.
Who supplies the seals?
KRA approved 15 RECTS vendors in 2026. KRA-owned seals are scheduled to be phased out by 26 October 2026. After that date, approved-vendor devices are to be used under private commercial agreements. The change means the seal-supply model is moving from KRA-provided devices to devices obtained through approved vendors; it does not mean RECTS itself is being discontinued.
How do I track a container through Mombasa port?
The official announcements describe the systems being integrated, but do not provide a public container-lookup website, tracking form, or instructions for entering a container number. They therefore do not establish that a member of the public can follow an individual container through a single online portal.

For a shipment, distinguish the status you need before seeking an update: RECTS concerns customs tracking by seal, ACD concerns document submission and verification before arrival, and Smart Gate and TOS relate to port or terminal movement. The notices do not state a common customer-facing tracking interface or provide shipment-level access instructions.
Will Smart Gate reduce clearance delays?
That is a stated aim, not a published result. KRA and KPA announced a Gate 24 pilot intended to automate cargo movement, strengthen security and improve supply-chain visibility by integrating iCMS with partner government agencies. The available government notice does not report before-and-after clearance times or independently measured savings, so it is not yet possible to quantify whether the pilot has reduced delays.
The broader reforms also target bottlenecks and cargo dwell time. Their practical effect will depend on implementation and how the systems work together; the announced goals should not be treated as evidence that delays have already fallen.
