KB5039212 is Microsoft’s June 11, 2024, cumulative security update for Windows 11 versions 22H2 and 23H2. It installs build 22621.3737 on 22H2 or build 22631.3737 on 23H2, fixes a taskbar glitch, and includes other reliability and security-related quality improvements. It also changes how File Explorer marks files from untrusted locations, which can update their last-modified timestamp.

What is KB5039212?

Microsoft released KB5039212 on June 11, 2024, for all editions of Windows 11 version 22H2 and version 23H2. It is a security update that includes quality improvements. The update results in different build numbers depending on the Windows version:

Microsoft says 23H2 includes the improvements listed for 22H2, with no additional issues listed specifically for 23H2. What does KB5039212 fix?

Taskbar glitches and unresponsiveness

The update’s highlighted fix addresses a known issue in which the taskbar could briefly glitch, stop responding, or disappear and then reappear.

Other improvements listed for Windows 11 22H2

Microsoft’s 22H2 notes also list fixes for these problems; the 23H2 release notes inherit these improvements:

  • lsass.exe could stop responding on Windows servers after installation of the April 2024 security updates.
  • A system might fail to resume from hibernate after BitLocker was enabled.
  • lsass.exe could leak memory during a Local Security Authority (Domain Policy) Remote Protocol (LSARPC) call.
  • An installation could fail with a restart error and roll back to the previous update. Microsoft says this mainly affected Windows virtual machines using Parallels Desktop on Arm-based Mac devices.

How does KB5039212 change File Explorer?

Starting with this update, File Explorer adds a Mark of the Web (MoTW) tag to files and folders from untrusted locations when the MapUrlToZone setting classifies a file as Internet. Microsoft notes that adding the tag updates the file’s LastWriteTime timestamp and could affect workflows that depend on file-copy operations.

If you use scripts, backup tools, or other processes that inspect file timestamps, account for this behavior when interpreting a changed last-write time. The release notes describe the timestamp effect but do not specify how every application or copy workflow will handle it.

Does KB5039212 have a known issue?

Microsoft listed an issue affecting enterprise users upgrading from Windows Pro to a valid Windows Enterprise subscription. The operating-system upgrade could fail, while the LicenseAcquisition scheduled task showed “Access denied” with error code 0x80070005 as its last-run result. Microsoft says this issue was addressed in KB5040527. That is the later resolution Microsoft names; the June 2024 release note alone does not establish whether the issue remains applicable to a particular system today.

How to install KB5039212

The installation route depends on how the device is managed. Microsoft’s release page describes these options:

  • Windows Update: Windows Update or Microsoft Update installs the update automatically, subject to the device’s update settings.
  • Windows Update for Business: Installation follows the policies configured by the organization.
  • Microsoft Update Catalog: Download the standalone package from the Microsoft Update Catalog search for KB5039212.
  • WSUS: Microsoft specifies Windows 11 as the product and Security Updates as the classification.

Microsoft describes the update as part of the combined servicing stack update (SSU) and latest cumulative update (LCU) model. The same release page lists servicing stack update KB5037959 for versions 22621.3662 and 22631.3662. An SSU maintains the servicing stack that Windows uses to install updates.

Can you uninstall KB5039212?

Microsoft’s documented removal method uses DISM with the LCU package name. First, find the package name, then remove the LCU package from an elevated Command Prompt or PowerShell window:

  1. Run DISM /online /get-packages to list installed packages and identify the LCU package name.
  2. Run DISM /online /Remove-Package /PackageName:package_name, replacing package_name with the LCU package name shown by DISM.

Do not use wusa.exe /uninstall to remove the combined update. Microsoft says that method does not work for this package because it includes the SSU, and the SSU cannot be removed after installation. Follow Microsoft’s release-page guidance and organizational change-control requirements before removing an update from a managed system.
