A JRE provides the Java runtime components needed to run applications; a JDK adds tools for developing Java software, including the compiler. If you write or compile Java code, choose a JDK. If you only run an existing app, use the Java version and distribution its publisher requires. One modern wrinkle: JDK 11 and later does not include a separate JRE image.
What is the difference between a JDK and a JRE?
The Java Runtime Environment (JRE) is the runtime concept: it provides the Java virtual machine (JVM), libraries, and other components an application needs to run. The Java Development Kit (JDK) is intended for building Java applications. It provides runtime capabilities along with development tools, such as the compiler and debugger. Oracle describes the JDK as a development environment for building applications and components with Java. Oracle’s Java SE overview and JDK 25 readme explain these roles.

The JDK and JRE are therefore not competing tools for the same job: one is associated with running software, while the other is for creating and working on it. The distinction describes their functions, not necessarily two separate installers you will find today.
Which one should you install?
If you are learning or developing Java
Install a JDK. Its tools let you compile source code with javac and carry out development tasks. Oracle’s JDK documentation identifies javac among the JDK tools. See the JDK 25 readme.

If you only need to run an application
Follow the application’s vendor instructions for the required Java version and distribution. Do not assume that the newest Java release will work with every older application: compatibility depends on that application’s requirements, which should be checked with its publisher.
If you are following a guide that says “install the JRE”
Check which Java version and vendor the guide means, and whether it is current. Oracle’s JDK 26 Migration Guide states that “JDK 11 and later does not have the JRE image.” That means older instructions describing a separate JRE image or a jre/ directory inside the JDK may not match current Oracle JDK packaging. If you package an application
Oracle documents jlink as a tool for creating runtime images. Whether to use it depends on your distribution and deployment requirements; it is not a general substitute for checking the target application’s needs. Oracle JDK 25 readme.
Why does the old “JDK contains the JRE” explanation cause confusion?
That shorthand describes a functional relationship: development tools work alongside the runtime capabilities needed by Java software. It can mislead if interpreted as a promise that every JDK installation contains a separate, nested JRE folder. Oracle’s migration guide says a separate JRE image is not present in JDK 11 and later. Packaging details can also differ by Java vendor and distribution, so check the documentation for the specific build you plan to install.

Which Java version should you choose?
First determine whether you need development tools or only a runtime; version labels do not answer that question. Then follow the version and distribution requirements of your project or application. Oracle’s downloads page, as of October 7, 2026, identifies JDK 27 as the latest Java SE release, JDK 25 as the latest Long-Term Support release, and JDK 21 as the previous LTS. These labels can change and apply to Oracle’s listing; they do not establish compatibility with a particular app. Oracle Java downloads.
For a dated update-level example, Oracle’s release notes list JDK 25.0.4+7 as released July 21, 2026. That is a release fact, not a recommendation that every user install that update. Oracle JDK 25.0.4 release notes.

Does the JDK or JRE cost money?
There is no single licensing answer for all Java distributions. Terms vary by vendor, product, version, and update. Oracle’s licensing FAQ distinguishes Oracle JDK and Oracle OpenJDK terms across releases; for example, it describes Oracle JDK 21 and later under Oracle No-Fee Terms and Conditions while treating older releases differently.
