Cookies and JavaScript are separate web technologies: browsers can store and send cookies even when page scripts cannot read them. For everyday browsing, allow the cookies a trusted site needs for sign-in, a cart, or preferences, and limit cross-site cookies if you want to reduce tracking. Blocking every cookie can break features; allowing every cookie can increase cross-site privacy exposure.
What cookies do
HTTP requests do not automatically carry a website’s previous state. A server can send a Set-Cookie response header, and the browser may store that cookie and send it with later requests that match its scope and the browser’s policies. Sites use this mechanism to maintain things such as a login session, shopping cart, or saved preference. See MDN’s guide to HTTP cookies.
A cookie is not necessarily a record of everything you do online. It is a piece of data used in a particular context; what it enables depends on which site sets it, where it is used, and how the site handles it.
How JavaScript relates to cookies
JavaScript can read or set some cookies through Document.cookie. It is one way a page can interact with cookies, not the mechanism that makes all cookies work. The browser and server can exchange cookies without page JavaScript being able to access them.

In particular, a cookie marked HttpOnly is not available through Document.cookie. This restriction is useful for sensitive cookies such as session identifiers: if a site does not need client-side code to read a cookie, it can make that cookie inaccessible to page scripts. MDN explains this in its Set-Cookie reference.
JavaScript also powers interactive parts of websites that have nothing to do with cookies. You can have JavaScript enabled while restricting cookies, or allow cookies while disabling scripts. Neither setting is simply a switch for the other.

First-party and third-party cookies
A first-party cookie is associated with the site you are visiting. MDN describes the distinction using the site’s domain and scheme: a cookie used in a different site context is commonly called third-party or cross-site. Embedded content, such as a service displayed inside an iframe, may try to use cookies in that cross-site context. See MDN’s guide to third-party cookies.

The privacy concern with cross-site cookies is the potential to combine observations from different sites, not the mere existence of any cookie. At the same time, blocking them can disrupt embedded sign-in, social widgets, or personalization. A site may continue to work, but with fewer features.

When is it safe to enable cookies?
For a trusted site where you want to stay signed in, keep a cart, or save a preference, allowing the site’s necessary cookies is a normal way for those features to work. That is different from permitting unrestricted cross-site tracking. Browser controls and defaults vary, but many browsers provide ways to limit third-party cookies.
- Allow useful site functionality: If a login, checkout, or preference does not persist, cookies may be involved.
- Limit cross-site exposure: Restrict third-party cookies where your browser offers that control, recognizing that some embedded features may stop working.
- Use narrow exceptions: If one embedded feature you want fails, consider a site-specific exception rather than broadly allowing cross-site cookies.
No cookie setting makes every site or cookie safe. A cookie can support a legitimate feature, while a third-party cookie can also contribute to cross-site tracking. Your choice is a trade-off between a particular function and the privacy exposure you are willing to accept.

What cookie security attributes mean
Site developers—not typically visitors—set cookie attributes. They address different risks and are not interchangeable. MDN’s secure cookie configuration guide and Set-Cookie reference describe these controls.
HttpOnly: Prevents page JavaScript from reading the cookie throughDocument.cookie.Secure: Limits the cookie to secure HTTPS connections, subject to localhost behavior. It does not, by itself, stop JavaScript from reading the cookie.SameSite=StrictorSameSite=Lax: Restricts when the browser sends the cookie in cross-site contexts, which can reduce some cross-site request risks.SameSite=None: Allows cross-site sending when the browser accepts it, and requires theSecureattribute.
These safeguards do not prove that a website is trustworthy or describe its broader data practices. They are implementation measures for particular cookie risks.

What happens if you block cookies?
Blocking cookies can reduce some tracking, but it may also sign you out, prevent a cart or preference from being remembered, or interfere with a cross-site component. The effect depends on what the site needs and how your browser applies the restriction. Some content may still load in a reduced or less personalized form.
A broad “enable cookies” troubleshooting instruction can therefore be too blunt. If a specific embedded feature is the only part that fails, a browser may offer an exception or the feature may request access to third-party state. The Storage Access API is one mechanism eligible embedded content can use to request such access; the browser may impose permission checks, prompts, or other policies. MDN documents the request method at Document.requestStorageAccess().
Why cookie behavior differs between browsers
Browsers do not all handle third-party cookies the same way, and behavior can depend on privacy settings, mode, and version. MDN’s third-party-cookie guide describes approaches including Firefox’s Total Cookie Protection when Enhanced Tracking Protection is active, Safari’s tracking prevention, Chrome’s handling outside Incognito or an explicit user setting, Edge’s blocking of some trackers, and Brave’s default blocking of tracking cookies. These policies can change, so do not assume that a particular browser blocks—or allows—all third-party cookies in every configuration.
The browser property navigator.cookieEnabled reports a boolean about whether cookies are enabled, but it does not guarantee that every cookie can be written. A browser can block a particular scenario, including cross-site cookies that do not meet its security and attribute requirements. See MDN’s cookieEnabled property reference.
