There is no evidence in the official sources cited here that the Bundeswehr has completed a broad replacement of Microsoft software. What Germany has announced is a multi-cloud approach for military IT, including a planned air-gapped Google cloud and a separate cloud based on open-source software. A separate migration to SAP S/4HANA changed the Bundeswehr’s logistics and administrative platform; it was not a Microsoft Office replacement.

Is the German military really ditching Microsoft?

Not on the evidence available. BWI, the Bundeswehr’s IT provider, announced a plan to use several cloud environments rather than depend on a single provider. The announcement does not say that Microsoft products across the military are being removed, nor does it establish a completed Microsoft exit. BWI and the Bundeswehr’s June 2025 announcement describes three planned options: the Bundeswehr’s private cloud, Google Cloud Air-Gapped, and a cloud based on open-source software.

The distinction matters because “Microsoft software” covers different layers: desktop applications, collaboration tools, cloud hosting, business systems, and software embedded in operational systems. A change in cloud hosting does not by itself replace desktop software, and a move to a different business platform does not mean the office suite has changed.

What is changing in the Bundeswehr’s IT?

A multi-cloud design, not one replacement suite

BWI says the planned cloud choices are intended to reduce dependence on individual providers, improve interoperability, and let the Bundeswehr match the environment to the data and use case. That is a strategy for hosting and operating workloads—not an announcement that one product suite will replace another throughout the military.

A planned air-gapped Google cloud

The June 2025 announcement described Google Cloud Air-Gapped as physically isolated and operated by BWI in its own data centers. It said software updates would be delivered on physical media. Integration was announced as beginning in 2026, with completion targeted by the end of 2027 alongside SAP BTP availability. Those are announced plans and milestones; the cited announcement does not verify that they have since been completed.

An air-gapped environment is designed to operate without a direct connection to external networks. That can help meet particular security needs, but the term alone does not establish which data or systems will run there, or that every connected product is independent of commercial vendors.

An open-source-based cloud

The third planned environment is described as a cloud solution based on open-source software. The announcement does not identify it as a replacement for Microsoft Office, name a military-wide desktop suite rollout, or give a Bundeswehr workstation count or schedule for such a change.

What is openDesk, and is the Bundeswehr using it?

openDesk is an open-source digital workplace initiative discussed in connection with the federal administration. The Bundestag reported 8,756 openDesk licenses, of which 8,475 were in production, in its 27 April 2026 report. These are federal-administration figures, not a count of Bundeswehr deployments.

The Bundestag also said openDesk was not being used exclusively to replace proprietary solutions and that the government could not reliably state how many Microsoft workstations had been replaced. The cited report therefore does not establish a Bundeswehr openDesk rollout, its scale, or a timetable for replacing Microsoft applications. See the Bundestag’s openDesk report.

What did the Bundeswehr replace with SAP S/4HANA?

In May 2026, the Bundeswehr completed the migration of its central SASPF system landscape to SAP S/4HANA. SASPF supports administrative and logistics work, including spare-parts ordering, payroll, and personnel processes. The Bundeswehr said about 90,000 of roughly 266,000 personnel use SAP software daily, in an account published 22 June 2026.

This is a significant software-platform transition, but the source identifies SAP as the system involved; it does not describe the migration as replacing Microsoft Office or other Microsoft products. The Bundeswehr also reported that the SAP system can be operated autonomously in military contexts. The Bundeswehr’s account of the S/4HANA migration explains the platform’s role.

How do federal workplace plans relate to the military?

Federal administration plans are relevant context, but they should not be presented as Bundeswehr deployment facts. The Bundestag reported a target to provide the Bundesclient to 240,000 federal-administration workplaces by 2032. The government said the Bundesclient does not rely on Microsoft Azure cloud services. That is a federal workplace plan, not evidence that the Bundeswehr has completed an equivalent transition. The Bundestag’s report on 2025 software-license spending and federal workplace plans also states that the Federal Ministry of Defence spent around €94 million on software licenses in fiscal year 2025; the figure is not Microsoft-specific.

There is also a separate federal-government discussion of Delos Cloud, which was presented as a possible way to obtain Microsoft services using Azure technology through a national operator. In the Bundestag’s report, questions about sovereignty, information security, and classified information remained under review. Locally operated Microsoft services would change the hosting arrangement, not necessarily replace Microsoft software. The Bundestag’s Delos Cloud report covers that distinction.

What would prove a real Microsoft replacement?

A credible claim should identify the specific system being replaced, the users and locations covered, and whether deployment is planned or complete. For military technology, the system’s operating conditions matter as much as its brand name.

  • System layer: Is the change about office applications, cloud hosting, business software, operating systems, communications, or software in a weapons system?
  • Security and classification: What data can the system handle, and what requirements apply to it?
  • Connectivity and control: Can it work when disconnected from external networks, and who operates the infrastructure and controls updates?
  • Interoperability and support: Can it exchange data with other military systems, and who maintains and patches it over its service life?
  • Dependency and migration: Does the change reduce reliance on a provider, or only move that provider’s services to a different operator? What migration and training are required?

These questions are particularly important in defence, where equipment may remain in service for decades while software changes much faster. In a 26 February 2026 Bundeswehr article about software-defined defence, Lieutenant General Michael Vetter said: “Dafür brauchen wir eine offene Architektur, die wir nur gemeinsam mit der Industrie entwickeln können. Proprietäre Lösungen dürfen der Vergangenheit angehören.” His remarks concern open architecture and software-defined defence; they are not an announcement that Microsoft office products have been abandoned.
