Recent reporting says the European Commission is trialling Element Pro as a communications fallback if Microsoft Teams is disrupted. Element has separately described a Commission trial involving Matrix and Element. The available information points to a backup trial, not a confirmed permanent replacement for Teams, and the Commission has not publicly confirmed the precise scope in the sources available here.
What is reported about the Element Pro trial?
A 2026-10-04 summary by DSTLD says POLITICO reported that an internal European Commission memo described Element Pro as a business-continuity option in case Teams is disrupted. The summary also refers to official feedback, but the underlying POLITICO report and memo are not directly available in the cited material. Treat the rollout and staff-feedback details as reported information rather than independently verified Commission statements.
Element has also publicly described a Commission trial involving Matrix and Element. In its account, the goals include identity management, federation across institutions, and support for air-gapped environments. Those are goals Element attributes to the trial, not independently verified results or proof that every Commission service or user is included. Element’s post is a company-published account.
Does this mean Element Pro is replacing Teams?
No. The material describes a trial or fallback role. It does not establish that the Commission has permanently replaced Teams, that Element Pro is its new standard communications platform, or that the trial has been rolled out across the entire Commission.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The Commission describes Teams as a cloud-based communications and collaboration tool for messaging, calls, video meetings, file sharing, and integrations. Its public description provides context for why a separate service could be considered for continuity; it does not confirm the Element trial.
How does a fallback differ from switching services?
A separate fallback is intended to preserve communication when the primary service is unavailable. Switching services means moving some or all users and workflows to a competitor as the primary platform. The available sources do not provide an independent comparison or test of Element Pro against Teams, so they cannot establish which approach performs better.

| Consideration | Separate fallback alongside Teams | Switching to a competing service |
|---|---|---|
| Continuity during a Teams disruption | Could provide another channel if it is independently available and users can access it; the trial’s actual performance is not established. | Could reduce reliance on Teams, but the available sources do not assess migration or service continuity. |
| Infrastructure and data control | Element says the trial includes support for air-gapped environments; the sources do not establish the deployed configuration or operational control. | Depends on the selected service and deployment; not compared in the available sources. |
| Interoperability and federation | Element identifies cross-institution federation as a trial goal; no outcome is independently verified. | The Commission’s Microsoft commitments address interoperability in a competition context, not a direct Element-versus-Teams test. |
| Adoption and usability | Users would need access to and familiarity with a separate channel; the sources do not establish adoption levels or user experience. | Would involve changing the primary service and related workflows; the sources do not assess migration effort. |
| Data export and migration | Exporting existing Teams data is distinct from maintaining a live communications fallback. | Migration needs depend on the organization; the cited commitments describe certain export provisions, not a complete migration plan. |
What do the EU’s Microsoft commitments have to do with this?
They are relevant competition context, but they are separate from the reported Element trial. On 2025-09-12, the European Commission accepted Microsoft commitments addressing competition concerns. The measures include Teams-free suites for customers in the European Economic Area, interoperability measures, and data-portability provisions. The Commission’s summary says customers switching to a covered Teams-free suite can pay up to EUR 8 less per user per month than for a corresponding suite with Teams; this is a commitment-related price difference, not an Element Pro price or performance measure. See the Commission’s decision summary.
The Commission’s French Representation quoted executive vice-president Teresa Ribera as saying: “With the decision of today, we make binding for seven years or more the commitments made by Microsoft to put an end to its tying practices which may prevent its competitors from effectively competing with Teams.” The announcement is dated 2025-09-12; consult the Commission page for the original-language text and attribution.

Does data export provide a Teams backup?
No. Data portability can help a customer retrieve data, but exporting data is not the same as having a second live service available for messaging, calls, or meetings during an outage. Microsoft’s commitment text specifies a data export tool for EEA customers with 500 users or fewer and directs larger customers to Data Export APIs. Those provisions describe export options, not a real-time communications continuity service. Read the commitment text.

What is still unconfirmed?
- The Commission’s official confirmation of the precise Element Pro rollout, its scope, and staff feedback is not established by the available sources.
- Element’s account describes trial goals, but does not independently verify that those goals have been achieved in production.
- No independent comparative test of Element Pro and Teams is provided, so claims about relative reliability, usability, or performance would go beyond the evidence.
