Is social sports betting legal in Rhode Island? Rhode Island permits real-money sports wagering through a state-controlled system, but that does not automatically authorize every app called a “social sportsbook.” A product’s status depends on what users pay or risk, whether credits can be redeemed, what prizes are offered, and how the game works. The label alone is not enough to establish legality.
Which sportsbook is legal in Rhode Island?
Rhode Island’s authorized real-money sports wagering operates under state control. The Rhode Island Lottery directs and controls the system. A 2025 study prepared for the Lottery identifies the Sportsbook Rhode Island app and retail sportsbooks at Bally’s Lincoln and Bally’s Tiverton. The study describes IGT as the platform and technology provider and Bally’s as providing hosting and operational services. Rhode Island General Laws § 42-61.2-1; Rhode Island Lottery
That describes the state-authorized wagering system; it is not a determination that every other sports-themed app is unlawful. Nor does a product become authorized simply because it uses “social,” “sweepstakes,” or “free” in its marketing.
Can I use a social sportsbook in Rhode Island?
There is no blanket answer for every product with that name. Rhode Island law defines sports wagering around accepting wagers on sporting events, combinations of events, or individual athlete performance statistics. The definition includes formats such as parlays, moneyline bets, over-under bets, pools, and straight bets. Whether a particular social or sweepstakes product falls within that framework depends on its actual mechanics, not only its branding. R.I. Gen. Laws § 42-61.2-1

To understand the differences between products, look at these facts:
- What users give up or risk: Is play genuinely free, or must users pay, buy credits, or stake something of value?
- How the currency works: Can credits be purchased, transferred to another person, or exchanged for money or other value?
- What users can win: Are there cash or other prizes, and what actions qualify a player to receive them?
- What the game does: Does it accept wagers on sports events or athlete statistics, or is it a different kind of game?
- Who operates it and how: Does its operator and hosting arrangement fit Rhode Island’s Lottery-controlled system?
These are practical questions for evaluating a product, not a formal legal test. The available authorities do not classify every product using these labels, so a product-specific conclusion requires examining its current terms, payments, currency and prize mechanics.

What does Rhode Island law require for authorized online sports wagers?
Online sports wagering under Rhode Island law takes place through the internet using computers, mobile applications, or other approved interactive devices, with wagers accepted by a server-based gaming system at an authorized hosting facility. State law sets conditions for where and how that system accepts wagers. R.I. Gen. Laws § 42-61.2-16

- Physical location: A bettor must be affirmatively located in Rhode Island when placing an online wager. The system must detect location and stop accepting wagers if the player is outside the state.
- Account: Players must establish an online gaming account under the Division’s rules.
- Authorized hosting: The server-based gaming system and related technology must be in a restricted area at the hosting facility.
- Age and funding: A 2025 Lottery-commissioned study reports that sports-wagering patrons must be at least 18 and that credit cards cannot be used to fund online sports-wagering accounts. Those details describe the authorized system, not necessarily every product marketed as social or sweepstakes betting. Rhode Island Lottery
The law gives the Division’s director authority to set policy and make rules for sports wagering. Listed subjects include wager and payoff rules, online account operations and controls, surveillance, player complaints, and problem-gambling standards. R.I. Gen. Laws § 42-61.2-3.3

Does the Attorney General’s 2026 lawsuit settle the question?
No. On May 21, 2026, the Rhode Island Attorney General announced a lawsuit against Kalshi and Polymarket over sports-related event contracts. The office alleges that the products amount to gambling and online sports wagering under Rhode Island law, and the complaint seeks declaratory and injunctive relief. Those are allegations in an active dispute, not a final court ruling. The case concerns event contracts and does not directly determine whether a different social or sweepstakes sportsbook is legal. Rhode Island Office of the Attorney General, May 21, 2026
Attorney General Peter F. Neronha stated: “There is no substantive difference between sports betting and ‘events contracts’ in this context; Kalshi and Polymarket know that, and we know that,” expressing the office’s position in that litigation. It is not a ruling on all products that use social or sweepstakes features.

- Read the current Rhode Island terms. Look for whether the app accepts users located in Rhode Island and what eligibility restrictions it imposes.
- Trace the money and credits. Identify what a user must pay or risk, whether credits can be bought or transferred, and whether any balance or prize can be redeemed.
- Check the prize rules. Find out what can be won, how prizes are awarded, and whether participation requires payment or a stake.
- Identify the actual wager. Determine whether users are staking value on sports events or athlete statistics, rather than relying on labels such as “social” or “free.”
- Verify the authorized system. For state-regulated online sports wagering, confirm the operator and system are part of Rhode Island’s authorized framework and that you meet the location and account requirements.
Rhode Island’s 2016 Attorney General release on daily fantasy sports discusses consideration, prize, and chance, including the state’s dominant-factor approach to chance. It addresses daily fantasy sports specifically, not social sportsbooks, so it should not be treated as a ruling that decides those products’ status.
