Yes—refurbished products are generally used or previously handled, but “refurbished” usually means they have undergone some inspection, repair, or recertification before resale. “Used” alone does not tell you whether any checks or repairs were done. The distinction is practical, not a universal guarantee: what refurbishment includes depends on the seller and program.
Is refurbished the same as used?
Not exactly. A refurbished item is generally not new: it may have belonged to someone else, been returned, or been handled before resale. The term usually signals that some inspection, repair, or recertification took place. A used item, by contrast, may be resold as-is without a documented inspection or repair process.
That distinction is not a universal standard. Dell describes “refurbished” as an umbrella term and says the process varies among companies. In its computer context, Dell says refurbished products undergo repairs, replacements, and quality testing, while used products may be sold without assurance of prior inspection, repair, testing, or a performance standard. That is Dell’s description of its category, not a rule every seller must follow. Dell’s refurbished-computer guide explains its terminology and process.
What can refurbishment include?
There is no single checklist implied by the label. One company’s process may involve extensive component testing and repairs; another seller’s use of the term may describe a different level of work. Ask who refurbished the specific item and what they actually did.

Dell’s computer example
Dell says its refurbishment process includes detailed component testing, repair of components that do not function fully, data wiping and restoration, and a final cosmetic inspection. This illustrates one manufacturer’s process; it does not establish what another manufacturer, retailer, or marketplace seller does.
Google’s branded example
Google says products labeled “Google Refurbished” may have belonged to someone else or may simply have spent longer than usual in a warehouse. Google says these products are in full working condition and receive thorough inspection, including testing and a data wipe when needed. Its documentation also notes that minor cosmetic imperfections may remain. These statements apply to Google’s branded products, not to refurbished goods generally. Can refurbished products have cosmetic damage?
Yes. A refurbished item can be fully functional and still show cosmetic wear. Google says its refurbished products may have minor cosmetic imperfections. Dell, for its part, distinguishes grades such as “like new” and “scratch & dent.” Read the listing’s specific condition grade and description rather than treating “refurbished” as a promise that the item looks new.
What warranty and return policy should you expect?
The refurbished label does not guarantee a particular warranty, return window, or level of coverage. The terms depend on the item, seller, and program. For example, Google says Google Refurbished products sold on the Google Store have a one-year warranty from Google LLC; that is a Google Store program term, not an industry-wide warranty.

Before buying, read the written warranty. The U.S. Federal Trade Commission advises consumers to check its duration, what it covers, and how to make a claim. Confirm who handles claims and whether labor or shipping costs apply. Also check the return deadline and conditions. The FTC’s warranty guidance explains what to look for and notes that implied-warranty and “as is” rules can depend on state law.
How to evaluate a refurbished listing
- Identify the seller and refurbisher. Check who is selling the item and who performed the refurbishment. A marketplace badge alone does not establish that the manufacturer refurbished it.
- Ask what work was done. Find out what tests were performed, which parts were repaired or replaced, and whether the device was data-wiped when relevant. Get unclear answers in writing.
- Check the exact item’s condition. See whether the photos show the item you will receive or are stock images. Read the condition grade and look for disclosed scratches, damage, missing parts, or other limits.
- Read the warranty before paying. Check its length, coverage, claims process, and any shipping or labor costs.
- Review returns and keep records. Note the return deadline and requirements. Save the listing, warranty terms, and written answers from the seller.
- Compare the total value. Compare the final price and included accessories with a similar new or used product. The label alone does not establish a particular saving or reliability advantage.
The FTC’s U.S. marketplace guidance recommends reviewing item photos, descriptions, seller terms, fees, and return policies; it also cautions that a condition label by itself does not prove an item is in top condition. Read the FTC’s online marketplace guidance before relying on a listing’s brief description.

Does “refurbished” have one legal definition?
The available U.S. guidance cited here does not establish one general legal definition of “refurbished” for all consumer goods. The FTC’s rule on rebuilt, reconditioned, and other used automobile parts applies to that product category: it prohibits misrepresenting whether a part is new or its condition, and requires previously used parts to be clearly identified in advertising and packaging. It does not settle what every refurbished-electronics listing must mean. The FTC’s automobile-parts rule summary covers that narrower category.
Warranty rights can also depend on state law, so do not assume that a general label determines your rights for a particular purchase. Read the written terms and consult relevant state consumer-protection resources if you need guidance about a specific transaction. The cited consumer guidance is U.S.-focused and may not apply elsewhere.
