For most people who want to try an unfinished iOS release, the public beta is the better fit: it is intended for users who want to try pre-release software and provide feedback. Choose the developer beta if you are actively checking your app’s compatibility with upcoming iOS changes and can use a non-production iPhone. If you depend on your iPhone for essential work or daily tasks, install neither on that device. Apple warns that beta software may contain errors and recommends backing up before installation.
How the two beta tracks differ
Apple’s Apple Beta Software Program is for users who want to try pre-release software and share quality or usability feedback. The Apple Developer Program provides developers with tools and resources to build, test, and distribute apps, including access to beta operating systems.
The distinction is mainly about what you need to do with the beta—not a guarantee that one track always gets a particular build first. Apple says public beta participants and Developer Program members may receive different beta software. It does not promise a dependable timing gap between the tracks.

Choose the public beta to try iOS and send feedback
Pick the public beta if you are a curious user who wants to explore an upcoming iOS release and report issues, rather than validate an app. You still need to accept the possibility of bugs and interrupted workflows; ideally, install it on a secondary iPhone.

Choose the developer beta for app compatibility work
If you develop or test apps, the developer beta gives you an opportunity to check how they behave against upcoming iOS changes. Apple recommends testing each released beta and reporting issues early, while there is still time for problems to be addressed before a release candidate and public release. That makes this track most useful when you have a clear testing purpose and a non-production device.
Skip beta software on a phone you rely on
Do not put either track on your primary iPhone if you rely on it for work, travel, accessibility, payments, or other essential tasks. A backup can help with recovery, but it does not eliminate the disruption or guarantee that data created on beta iOS will be recoverable.

Does the developer beta require paid membership?
Apple says anyone with an Apple Account can learn about developing for Apple platforms without enrolling in the paid Apple Developer Program. Its membership comparison lists operating-system beta releases among the program benefits and gives a price of USD 99 per membership year where applicable; local-currency pricing may apply, and some organizations may qualify for a fee waiver.
Apple’s installation instructions say the iPhone must use the Apple Account associated with the Apple Developer website. The cited pages do not clearly establish that paid membership is required solely to access the developer beta under the current enrollment flow. Check Apple’s live requirements before paying if beta access is your only reason to enroll.

Back up before installing—and understand how to leave
Before you install
- Use a secondary or otherwise non-production iPhone, following Apple’s beta software guidance.
- Make a backup before installing. Read the release notes for the specific beta build, as Apple recommends.
- For a developer beta on iOS 16.4 or later, open Settings > General > Software Update > Beta Updates. Sign in with the Apple Account used for the Apple Developer website. For the public beta, manage participation through the Apple Beta Software Program. Exact steps can change between iOS versions.
To return to a released iOS version
Apple says that restoring an earlier released iOS version requires a backup made before the beta was installed. Data created or changed while using the beta may not be recoverable from that older backup. If you want to stop receiving public beta updates, unenroll the device and install the next commercial release when it becomes available. Returning immediately to an earlier public release may require a backup and restore. Apple’s FAQ also notes that an Apple Watch running beta watchOS cannot be restored to an earlier watchOS version; that restriction concerns watchOS, not iOS.
