Intel’s Core Ultra datasheet does list a 9W Meteor Lake-era U Type4 platform—but that figure is Processor Base Power, not total laptop consumption or a battery-life promise. Intel’s published documents describe the configuration, but do not explain why the 9W class was added or identify a consumer laptop that uses it.
What Intel’s 9W specification actually says
Intel’s May 9, 2025 revision 008 Core Ultra Processor Datasheet describes a U Type4 BGA platform with 9W Processor Base Power. Its listed maximum configuration is up to two P-cores, eight E-cores, two low-power E-cores and four Xe graphics cores. The same table lists a 15W U BGA platform and H BGA platforms at 28W or 45W.
These are processor platform specifications, not comparable measurements of complete laptops. Intel identifies U Type4 as BGA2551, while U and H BGA use BGA2049. The documented H maximum configuration is up to six P-cores, eight E-cores, two low-power E-cores and eight Xe cores. The table establishes power classes and configuration limits; it does not establish relative speed, battery life, noise or laptop size.
| Platform in Intel’s revision 008 table | Processor Base Power | Package | Documented maximum configuration |
|---|---|---|---|
| U Type4 | 9W | BGA2551 | Up to 2 P-cores, 8 E-cores, 2 low-power E-cores and 4 Xe cores |
| U BGA | 15W | BGA2049 | Not stated in the cited comparison table |
| H BGA | 28W or 45W | BGA2049 | Up to 6 P-cores, 8 E-cores, 2 low-power E-cores and 8 Xe cores |
What “Processor Base Power” means—and what it doesn’t
Intel describes Processor Base Power as “the maximum sustained power that should be used for the design of the processor thermal solution.” Its revision 008 datasheet further defines it as a power-dissipation and junction-temperature operating limit validated during manufacturing for the base configuration while running a near-worst-case commercially available workload specified by Intel for the SKU segment. Intel also says base power “may be exceeded for short periods of time or if running a very high power workload.”

So 9W is a design and operating-condition rating for the processor configuration, not a guaranteed ceiling for every moment of use. It is not the laptop’s total draw from the wall, a guarantee of fanless operation, or a direct measure of battery life. The datasheet’s power table lists a 15W maximum assured power configuration for U4, alongside the 9W base-power figure.
Why the 9W entry appeared later
Intel’s datasheet revision history says revision 001, released in December 2023, initially covered U 15W and H 28W. Revision 002 added U 9W and H 45W. That history confirms the 9W class was introduced in a later document revision; Intel’s notes do not give a reason for the change. Any claim about Intel’s motive would go beyond what those technical notes establish.

Don’t mistake a 15W Meteor Lake chip for the 9W platform
“Meteor Lake” covers multiple mobile processor configurations, not one power rating. Intel’s ARK listing for the Core Ultra 5 115U identifies it as a Meteor Lake mobile processor with 15W Processor Base Power, 57W Maximum Turbo Power and 12W Minimum Assured Power. It is a useful example of why “Meteor Lake U” should not automatically be called a 9W processor.
Intel positions Core Ultra Series 1 as laptop processors aimed at premium thin and powerful laptops in its Series 1 overview. Its Meteor Lake product catalog includes U and H entries, but the official material cited here does not name a consumer processor or finished laptop that uses U Type4 at 9W. A platform-table entry alone is not proof of a retail system’s launch, shipment or current availability. For a specific laptop, check the manufacturer’s specifications for the exact processor and configuration.
