Java Card is a specialized Java-based platform for applets running on smart cards and other secure elements. Its Classic Edition defines a virtual machine, runtime environment, and API for constrained, security-sensitive devices—not a full desktop JVM that can be installed on any battery-less microcontroller. Battery-less describes a possible hardware design; it is not what defines Java Card.

What Java Card is—and what it is not

Oracle describes Java Card technology as combining a subset of the Java programming language with a runtime optimized for secure elements, including smart cards and other tamper-resistant security chips. In practice, a vendor provides the Java Card runtime and VM implementation, and applets run within that environment.

That makes Java Card a focused secure execution platform, not a general-purpose operating system or the standard JVM used to run desktop Java applications. A microcontroller being small or battery-less does not, by itself, make it compatible with Java Card.

How the Classic platform fits together

Java Card Classic is specified as a set of related components. Oracle’s current documentation presents version 3.2 as the current Classic specification family. Its core documents describe different parts of the platform:

Component What it specifies
Virtual Machine Specification The Java Card virtual machine and its behavior.
Runtime Environment Specification Runtime behavior and services available to applets.
API Specification The interfaces applications can use.

Together, these specifications support applet portability across implementations. They do not guarantee that every card exposes every API, optional feature, or hardware capability. The actual product’s implementation determines what is available.

Why “battery-less” needs qualification

Smart cards and host-powered secure elements can operate without their own battery, which makes battery-less a plausible description of some hardware around Java Card. But battery-less operation is not a defining property of the Java Card VM or specification. The power architecture belongs to the hardware design; Java Card describes the secure runtime and applet environment.

So Java Card is not a universal firmware layer for any low-power microcontroller. Before treating a device as a target, confirm that it implements Java Card and check which specification version and features the vendor supports.

What Java Card 3.2 adds

Oracle’s Java Card 3.2 release notes identify several capabilities, while distinguishing preview items from other additions. Their presence in the specification does not mean every card implements them.

For a specific use case, check the target card’s implementation documentation rather than assuming that a specification-level feature is available or enabled.

How development and testing work

Oracle’s Java Card Development Kit includes tools to convert and verify Java Card applications, along with a simulator/reference environment for development, testing, and debugging. Oracle describes the tools as supporting products based on Java Card specification versions 3.2, 3.1, 3.0.5, and 3.0.4.

  1. Choose the target first. Identify the card or secure element and confirm its supported Java Card specification/API version with its vendor.
  2. Develop against supported APIs. Use the Java Card Development Kit tools and avoid relying on features the target does not implement.
  3. Test in the development environment. Use the kit’s simulator/reference environment for application development and debugging.
  4. Validate on the intended implementation. Confirm behavior, provisioning, and lifecycle requirements with the device vendor before deployment.

The cited Oracle material describes a simulator workflow but does not establish that a physical reader is mandatory for simulator use. A reader may be useful when working with a physical card, but its suitability depends on the card interface, reader protocol, operating system, and vendor toolchain.

Standards relationships are not product certifications

Oracle’s development documentation describes Java Card APIs as compatible with secure-element standards such as ISO 7816 and mobile-communications standards from ETSI/3GPP. It also says that industry-specific standards, including EMVCo and GlobalPlatform, refer to Java Card.

These are standards relationships, not proof that every Java Card product supports every standard, carries payment certification, or can substitute for every other secure element. Check the exact product’s conformance and certification claims for the intended application.

What to compare when choosing a target

There is no basis here for ranking Java Card products. For a practical comparison, evaluate each implementation against the requirements of the applet:

  • Specification and API version: verify the supported version and any vendor-specific restrictions.
  • Features: check cryptographic, communications, and logical-channel capabilities individually.
  • Hardware and interface: account for memory constraints and the card or secure-element interface.
  • Applet operations: understand loading, provisioning, and lifecycle arrangements.
  • Security assurance: verify the product’s security certification for the particular use case, rather than inferring it from Java Card compatibility.

Version context: specification versus development kit

As of October 4, 2026, Oracle’s documentation presents Java Card Classic 3.2 as the current specification family. Oracle’s pages distinguish specification versions from development-kit versions: the downloads page lists 3.2 specifications and Development Kit 25.1 items, while 3.2 documentation/release material references Development Kit 26.0. These are different version labels, so check the relevant Oracle download and documentation pages, then confirm compatibility with the target device before choosing a toolchain.
