Usually, no: the benefits of infrastructure as code (IaC) outweigh its drawbacks when a team manages infrastructure that is large, frequently changed, repeatable across environments, or subject to audit. For a small, static project—or a team without the skills and safeguards to manage code, permissions, and state—the overhead may be greater than the payoff.

What infrastructure as code changes

Infrastructure as code means provisioning and managing infrastructure through configuration files rather than relying on graphical interfaces or command-line steps performed by hand. Google Cloud describes IaC in those terms; HashiCorp describes Terraform as using human-readable configuration and a state file to manage infrastructure lifecycles. The configuration records the desired setup, while the tool uses it to create or change real resources.

This changes how infrastructure work is performed and tracked. Instead of depending on a sequence of undocumented console actions, a team can put configuration in source control, review changes, and use the same declared setup to create or update environments. The actual outcome still depends on the provider, the configuration, and the way the team operates the tool.

Where IaC delivers the most value

Repeatability across environments

A reviewed configuration can create equivalent development, test, and production environments more reliably than repeating manual steps. This is especially useful when environments must be rebuilt, duplicated, or kept aligned over time. Google Cloud identifies consistency across environments and a single source of truth as advantages of IaC.

Reviewable changes and an audit trail

When configuration is stored in source control, infrastructure changes can be reviewed before they are applied. Teams can discuss proposed changes through pull requests, retain a history of what changed, and revert configuration where that is an appropriate recovery path. This makes change intent easier to inspect than a series of console actions, though source-control history does not replace operational logs or a recovery plan.

Automation and reuse

Automated workflows can connect infrastructure changes to an organization’s delivery process. AWS says developers can push infrastructure and application code to production in one step when ready; that is a capability, not a guarantee that every deployment should be automatic or unreviewed. Automation has the clearest payoff when infrastructure is created or changed repeatedly.

Reusable modules can package recurring resource patterns and organizational defaults, reducing duplicated configuration. That reuse is beneficial when the module is maintained and understood; an abstraction that hides important behavior can make changes harder to reason about.

Drift visibility and earlier security checks

Terraform can detect when managed resources have changed outside its workflow and help restore the declared configuration. Detection does not make drift impossible, and teams still need to decide whether an observed difference is accidental or intentional before applying a correction.

IaC scanning can also flag misconfigurations—such as public storage or an unencrypted database—before resources reach production. Scanning adds an opportunity to catch certain problems early, but it does not prove that an environment is secure or replace runtime controls and review.

When the costs can outweigh the benefits

State becomes a critical dependency

Terraform state maps configuration to real resources and may contain sensitive values, including database passwords. Google Cloud calls the state file critical, and AWS warns that it can hold sensitive data. Losing access to state, exposing it, or allowing conflicting changes can create security and reliability problems.

Teams using Terraform need a deliberate state-management design: secure remote storage, encryption, access controls, versioning, locking where supported, and a tested recovery procedure. State access should be limited to the people and automation that need it; the state file should not be treated as harmless source code.

Code and process create new maintenance work

IaC does not remove operational work; it moves more of that work into code and process. Modules, dependencies, plans, backends, policy checks, and CI/CD pipelines all need owners, testing, documentation, and upgrades. For a small project with few changes and no need to reproduce environments, that machinery may be more effort than the manual process it replaces.

Automation can spread a mistake quickly

A flawed plan or overly broad permission can affect many resources in a short time. Automation makes execution repeatable, but it also makes a bad change easier to repeat. Plan review, least-privilege access, policy checks, staged rollouts, and practiced recovery are safeguards—not optional extras for high-impact environments.

Provider support and cloud behavior differ

Provider-agnostic workflows do not make cloud services interchangeable. Resource types, limits, lifecycle behavior, and feature availability vary by provider. AWS notes that support for a new cloud feature or resource may not be available immediately, so teams may face provider upgrades, workarounds, or temporary manual steps.

AWS’s guidance frames tool choice partly around provider scope and organizational risk tolerance: it recommends CloudFormation or CDK for AWS-only estates, Terraform when multi-provider coverage is the priority, and presents Pulumi as a higher-risk option for some multi-cloud or hybrid cases. That guidance is AWS’s perspective, not a universal ranking for every organization.

Licensing and ecosystem decisions have a long tail

Tool selection can create long-lived dependencies on providers, modules, workflows, and licensing terms. AWS records that HashiCorp moved Terraform from the Mozilla Public License to the Business Source License in August 2023. Organizations should include licensing review, provider governance, and a viable fork or migration strategy in decisions about platforms they expect to maintain over time.

How to decide whether IaC is worth adopting

Assess the expected payoff against the operational burden rather than treating IaC as a default requirement. These tests help identify where the balance falls:

  • Scale and repetition: How often are environments created, changed, or reproduced? Frequent repetition strengthens the case for codification.
  • Change risk: Would peer review, policy checks, audit history, or staged plans materially improve control over risky changes?
  • Team capability: Can the team securely operate state backends, handle secrets, test changes, upgrade providers, and recover from mistakes?
  • Provider fit: Does the chosen tool support the required resources and lifecycle behavior with acceptable feature freshness?
  • Governance payoff: Are compliance, cost controls, drift detection, or disaster recovery important enough to justify the added process?
  • Migration cost: For infrastructure that already exists, would importing and reconciling it be safer and cheaper than continuing manual management or rewriting in another tool?

IaC does not automatically reduce cloud costs. It can support cost controls and make infrastructure changes more visible, but savings depend on what the team changes and how it governs usage; the available evidence does not establish a universal cost reduction or return on investment.

Choosing among Terraform, CloudFormation/CDK, and Pulumi

Do not compare tools only by syntax or popularity. Evaluate the operational fit across the dimensions below. AWS’s guidance supports the provider-scope distinctions in the table; the other dimensions are questions teams should evaluate for their own environment rather than assumed product rankings.

CloudFormation or CDK AWS recommends these for AWS-only estates. Required resource coverage, lifecycle behavior, state and recovery model, secrets handling, policy and cost controls, CI/CD integration, and migration effort.
Terraform AWS recommends it when multi-provider coverage is the priority. Terraform uses configuration and state to manage infrastructure; provider support for new features may lag. Provider freshness, state storage and locking, secret exposure, module quality, drift handling, licensing, governance, and the effort to import existing resources.
Pulumi AWS presents it as a higher-risk option for some multi-cloud or hybrid cases. Provider coverage, language model, state ownership and recovery, policy controls, ecosystem maturity, governance, and the team’s ability to maintain the chosen implementation.

The right choice depends on required resources, provider scope, team skills, and tolerance for operational and ecosystem risk. A multi-provider workflow does not eliminate provider-specific behavior, and a tool’s fit should be checked against the actual services and lifecycle operations the team needs.

A safer way to introduce IaC

  1. Choose a bounded starting point. Select a repeatable environment or resource group where consistency matters, rather than trying to codify every existing resource at once.
  2. Confirm resource and provider coverage. Check that the chosen tool can manage the needed resources and lifecycle actions; identify gaps that would require a workaround or manual step.
  3. Design state and permissions before deployment. For Terraform, choose secure state storage, encryption, access controls, versioning, locking, and recovery procedures. Grant automation only the permissions it needs.
  4. Put configuration under review. Store it in source control, document ownership, and require a review process appropriate to the impact of each change.
  5. Inspect proposed changes before applying them. Use plans and policy checks to catch unintended or prohibited changes, then stage higher-impact changes where practical.
  6. Practice drift handling and recovery. Decide how the team will investigate out-of-band changes, restore intended configuration, and recover if state or infrastructure is damaged.
  7. Expand only when the operating model holds up. Add reusable modules and automation when their maintenance cost is justified by repeatable use—not simply because a tool supports them.

What the available figures do—and do not—show

HashiCorp’s 2025 report says an average of 56% of infrastructure provisioning and application deployment is automated, and that 29% say automated workflows drive collaboration. These are report survey figures, not universal benchmarks for every organization, and they do not establish that IaC alone caused a particular productivity gain or financial return.
