Choose the robot application that can meet the factory’s task requirements while controlling the risks of the complete workcell—not the robot category that sounds safer or more flexible. Start with a risk assessment, then compare candidate systems on payload, reach, cycle time, worker access, tooling and workpiece hazards, safeguarding, integration, and changeovers. A collaborative robot, or cobot, is not automatically safe to use beside people; safety depends on how the full application is designed and validated.

What is the difference between an industrial robot and a collaborative robot?

“Industrial robot” describes the broader class of machines used for factory tasks. “Collaborative robot” usually refers to a robot intended for applications that can involve closer interaction with people. But the label alone does not determine whether an application can safely operate without guarding or with workers nearby. OSHA’s guidance and ISO materials treat collaborative safety as a property of the application, not the robot by itself.

That distinction matters because the robot is only one part of the hazard. Its end-effector, the workpiece, the process, the motion, and the ways people may contact the system all affect risk. A robot advertised for collaborative use may still require guarding or other protective measures in a particular cell.

How should a factory compare the options?

Document the real task and workcell before comparing robot types or models. Use the same requirements for every candidate so that a specification sheet or “collaborative” label does not stand in for an application-level decision.

Assess those factors against the specifications of actual candidate systems. There is no universal payload, speed, cost, or throughput cutoff in the cited guidance that decides which category is suitable. NIST’s 2021 guide focuses on selecting and integrating collaborative robot workcells in small and medium-sized manufacturing operations; it does not establish a one-size-fits-all winner.

Assess the application’s safety before choosing a robot

OSHA’s Technical Manual says safety-system selection should be based on a risk assessment of the robot application. The assessment should account for the system’s design, use, programming, operation, and maintenance. When considering possible contact events, OSHA advises considering manufacturer information about the manipulator together with payload information for the end-effector and workpiece.

For a proposed collaborative application, examine whether the robot system and end-effector suit the task, whether the required safety functions are present, whether risk-reduction measures are adequate, and whether possible contact events have been considered. The assessment applies to the complete workcell, including the process and the ways workers interact with it—not just to the arm.

  • Identify who may enter or work near the robot area, and during which tasks.
  • Include the tool, part, and process hazards in the assessment, not only the robot’s motion.
  • Determine which safety functions and protective measures the application requires.
  • Account for programming, operation, maintenance, and changeovers when deciding how the cell will be protected.
  • Verify and validate the finished application against the applicable requirements.

ISO describes four techniques used in collaborative applications: safety-rated monitored stop, hand guiding, speed and separation monitoring, and power and force limiting. These are possible approaches, not blanket permission to remove guarding; the appropriate measures depend on the application’s risk assessment.

Which standards and regulations apply?

ISO/TS 15066:2016, Robots and robotic devices — Collaborative robots, supplements ISO 10218-1 and ISO 10218-2. ISO’s catalogue says the 2016 edition was reviewed and confirmed in 2022 and remains current. The ISO 10218 series has 2025 editions; the available 2025 text says collaborative operation relates to the application and that much of ISO/TS 15066 has been incorporated into ISO 10218-2:2025. Check which edition has been adopted or harmonized in the factory’s jurisdiction, and any transition rules that apply, before relying on a particular edition for compliance advice.

For U.S. workplaces, OSHA’s standards page says there are currently no specific OSHA standards for the robotics industry. OSHA identifies consensus standards as guidance and distinguishes them from OSHA regulations. That does not remove the need to comply with applicable workplace rules, and it does not make an ISO or ANSI/RIA consensus standard an OSHA regulation.

When is a collaborative application worth evaluating?

Evaluate a collaborative application when the process genuinely benefits from worker access, shared tasks, hand guiding, or frequent interaction with the robot. Then test whether the proposed robot, tooling, safety functions, and protective measures can meet the task requirements and risk assessment. If the work needs a different layout or additional safeguards, compare those options too; “collaborative” does not guarantee a simpler or less-protected cell.

For an application with limited worker interaction, or one whose process hazards call for separation, assess conventional industrial robot configurations and safeguarding on the same task requirements. Do not assume a conventional robot must always be isolated or that a cobot can always operate unguarded. The appropriate configuration follows from the specific application and its risk controls.

What to do before committing to a system

  1. Define the job. Record the required payload, reach, path, precision, cycle time, product variation, and expected changes to the task or layout.
  2. Map worker interaction. Identify loading, unloading, hand-guiding, routine access, maintenance, and other points where people may approach the cell.
  3. Assess the whole application. Include robot motion, the end-effector, workpiece, process hazards, and foreseeable contact events.
  4. Compare candidate configurations. Review each system’s specifications, safety functions, protective devices, guarding, integration needs, and lifecycle requirements against the same task.
  5. Check applicable standards and validate. Confirm local adoption and transition rules, then verify and validate the finished application before operation.

A qualified robot-system integrator or safety engineering firm can help assess the task, design the cell, and validate the application. Check the provider’s qualifications and familiarity with the standards adopted in the relevant jurisdiction; the need is for application-specific engineering, not simply a robot chosen from a category.
