“Fly ash” is not one interchangeable material. MSW incinerator fly ash is captured from municipal-waste flue gas and pollution-control equipment; coal fly ash comes from coal-fired boilers; incinerator bottom ash is the coarser residue left after municipal-waste combustion. Their risks, handling, and construction-use rules differ, so coal-fly-ash concrete guidance does not establish that MSW incinerator fly ash is suitable for concrete or another project.

What “incinerator ash” and “fly ash” mean

Incinerator ash is a broad description of solid residues from combustion, not a precise material specification. In municipal solid-waste (MSW) combustion, the distinction most important to this comparison is where the residue is collected:

  • MSW incinerator fly ash consists of fine particles carried with the flue gas and captured by air-pollution-control equipment. The U.S. Environmental Protection Agency (EPA) includes residues from equipment such as scrubbers in its description.
  • Incinerator bottom ash is the generally coarser residue remaining in the furnace after MSW combustion. It is also called bottom ash; when processed for aggregate use, it may be called incinerator bottom ash aggregate (IBAA).
  • Coal fly ash is fine residue from burning finely ground coal in a boiler. It shares the name “fly ash” because of how the particles travel and are collected, but its source and composition differ from MSW incinerator fly ash.

EPA reports that total ash from processed MSW is typically 15–25% of the waste by weight and 5–15% by volume. Of the total MSW combustion ash, fly ash is typically 10–20% by weight, with bottom ash accounting for most of the remainder. These are EPA-reported ranges, not guaranteed yields; the feedstock and combustion process affect the amount and composition. EPA does not state a publication year for these figures on its source page.

How the three materials compare

What the risks and tests do—and do not—establish

MSW incinerator ash is not automatically hazardous merely because it came from an incinerator. Under the U.S. EPA’s description of the Resource Conservation and Recovery Act (RCRA) toxicity characteristic, MSW combustor ash that exceeds the applicable regulatory limit when tested using the Toxicity Characteristic Leaching Procedure (TCLP) is identified as hazardous waste. The concern EPA describes is groundwater contamination in a worst-case mismanagement scenario.

A non-hazardous classification does not establish that ash is harmless in every setting. EPA cautions that non-hazardous ash can still present risks through inhalation, ingestion, or skin contact during transport, disposal, or beneficial reuse. A TCLP result addresses the toxicity-characteristic leaching question; it is not a universal finding of safety for every exposure pathway, construction application, or jurisdiction.

The relevant characterization, handling controls, and acceptance criteria depend on the material and applicable rules. For a real project, the material should be identified and evaluated against the intended use and governing requirements, with appropriate testing, specifications, permits, and professional review. No single general ash description or test result should be treated as blanket approval.

Construction uses: keep the ash stream and jurisdiction explicit

Coal fly ash in cement and concrete

EPA describes coal fly ash as a material used in Portland cement and concrete, subject to beneficial-use provisions and relevant state requirements. EPA reports that coal fly ash can typically substitute for 10–40% of cement and that the final fly-ash concentration in concrete ranges from 1–4%. EPA does not state a publication year for these figures on its source page. They are broad figures for coal-combustion fly ash, not a mix design, project specification, or recommendation for MSW incinerator fly ash.

MSW bottom ash aggregate in England

Environment Agency guidance RPS 325 addresses specified uses of unbound incinerator bottom ash aggregate in England, including road, cycleway, or pathway sub-base, structural platforms, and pipe bedding. The RPS was first published on 20 May 2026 and last updated on 23 July 2026. Its regulatory position does not remove the underlying requirement for an environmental permit, and its use conditions apply. Consult the live guidance and the relevant authorities before relying on it for a project. It concerns bottom ash aggregate—not MSW incinerator fly ash—and does not establish permission in other jurisdictions.

EU operating criteria are not a reuse approval

The consolidated text of the EU Industrial Emissions Directive, dated 4 August 2024, defines incineration residues and sets an operating criterion for slag and bottom ash: total organic carbon below 3%, or loss on ignition below 5% of dry weight. These are process criteria in that legal text. They are not a general construction-use approval or a consumer-facing guarantee of ash quality.

How to assess a proposed ash use

  1. Identify the stream. Establish whether the material is MSW incinerator fly ash, coal fly ash, or incinerator bottom ash/IBAA; do not rely on the generic label “fly ash” or “incinerator ash.”
  2. Confirm the jurisdiction and intended application. Identify where the project will take place and whether the material is proposed for an encapsulated or unbound use. A rule for one ash stream or location does not automatically cover another.
  3. Check current requirements with the responsible authorities. Determine whether the material and use require permits, specified processing, testing, or project-specific approvals. Read any applicable guidance for its conditions and scope.
  4. Use appropriate characterization and design review. Have qualified professionals determine the necessary tests, handling controls, material specifications, and engineering suitability for the proposed use. A test result alone does not authorize a project.
