What the public cases show
The strongest public examples describe different kinds of value: IBM reports operating results from an internal HR deployment; StarLink describes projected procurement capacity savings. Those outcomes are useful evidence that agent workflows can affect business operations, but they are not interchangeable measures of realized cash return.

How IBM’s AskHR results were produced
AskHR uses watsonx Orchestrate to classify employee prompts, route requests to HR domains such as Benefits, Payroll, Career and Skills, and either trigger tasks or provide generated answers. IBM describes use cases including employee letters, vacation requests, payroll access, compensation changes, and organizational updates, with around 80 automated tasks.
IBM separately says productivity in some domain-specific tasks improved by as much as 75% between 2022 and 2024 through AI-powered automation. That measure is not the same as the reported reduction in HR support tickets: it concerns selected tasks and a different time window. These are IBM’s figures for its own deployment, not independently verified results for a typical customer.

What StarLink’s projections mean in practice
StarLink, a Middle East and Africa value-added distributor, used IBM Bob and watsonx Orchestrate alongside Oracle NetSuite, Docling, and Automation Anywhere across procurement workflows. IBM projects that purchase-order and quote comparison time will fall from 30 minutes to three minutes, a 90% reduction. The projection is a process-time estimate; it does not by itself show that equivalent payroll costs were removed or that the freed hours were converted into additional revenue.
IBM also reports that agent development, testing, and deployment fell from an average of two weeks to two days, an 85% reduction, using Bob and Orchestrate. That is a development-cycle metric, distinct from StarLink’s projected procurement hours.
Why the title’s ROI question is not settled by the public evidence
The Futurum Group lists IBM watsonx Orchestrate: The ROI Is Real as a May 20, 2026 ROI Spectrum Study by Donald Jin, Research Director, Business Economic Value. Its landing page says the report was completed in partnership with IBM and examines enterprise customer use, high-volume workflows, efficiency, economic value, deployment patterns, governance, scalability, and sustained ROI. The full report is gated. The accessible page does not reveal its numeric ROI conclusions, sample size, customer mix, or detailed assumptions, so a specific enterprise-wide earnings figure cannot be responsibly inferred from the report title.
Do not confuse Orchestrate’s evidence with a separate IBM-cited figure: IBM’s May 6, 2025 announcement cites a 176% ROI over three years from a Forrester Consulting Total Economic Impact study of a composite organization using multiple IBM webMethods Hybrid Integration capabilities. That result is about webMethods Hybrid Integration, not watsonx Orchestrate or AI agents.

IBM’s May 6, 2025 announcement described agent building, domain agents, coordination across agents and tools, observability and governance, and integration with more than 80 leading enterprise applications. It also announced an Agent Catalog with more than 150 agents and pre-built tools. Those are announcement-specific product capability counts, not timeless current totals or measured return figures.

These capabilities point to possible value mechanisms: connecting tasks across systems, coordinating work among agents and tools, and monitoring deployments. Whether those mechanisms produce financial gains depends on which workflow is automated, how much of its work is actually handled, and the full cost of implementing and operating it.

Begin with a defined workflow and a measured baseline, then distinguish labor capacity released from costs genuinely avoided or new revenue earned. A simple ROI expression is (financial benefits − total costs) ÷ total costs, but the result is only meaningful when benefits and costs use the same time period and include the full deployment.
- Choose a workflow and baseline. Record current volume, elapsed processing time, staff effort, service levels, exception rates, rework, and the period observed.
- Estimate what the agent will handle. Measure adoption, containment or task completion, handoffs, and exceptions in a pilot. Do not assume every interaction or nominally automated task is fully resolved without human work.
- Translate capacity into financial benefit. Value released hours using your own loaded labor costs, but count them as cash savings only when they reduce spending, avoid planned hiring, or otherwise produce a defensible financial outcome. If hours are redeployed, identify the resulting operational or revenue benefit rather than labeling all freed time as savings.
- Include all costs. Account for implementation and integration effort, licensing and inference costs, development, testing, governance, monitoring, maintenance, and the human effort required for errors and exceptions.
- Compare realized results on a consistent period. Track actual costs and benefits after deployment against the baseline. Separate one-time build costs from recurring operating costs, and report projections separately from measured outcomes.
How to compare vendor cases fairly
Before comparing two published percentages or savings claims, check what each measures and how it was established:
- Is the result realized, projected, or a modeled estimate?
- What was the baseline, observation period, workflow volume, and adoption level?
- Does the metric represent labor hours, ticket containment, avoided expenditure, or generated revenue?
- Are exception rates, rework, and human review included?
- Do the costs include integration, implementation, governance, ongoing operations, and every component used?
The public cases do not provide harmonized net-ROI calculations, so ranking organizations by a single percentage would imply comparability the evidence does not establish.
