IBM and Fortinet announced the availability of Fortinet’s Virtual FortiGate Security Appliance (vFSA) on IBM Cloud on April 10, 2024. The launch extends their existing partnership with a virtual, client-managed firewall option for IBM Cloud networks; it does not establish that vFSA has independently demonstrated fewer breaches or better security outcomes.

What is Fortinet vFSA on IBM Cloud?

vFSA is a virtual security appliance that brings FortiGate next-generation firewall capabilities to IBM Cloud. IBM described it as combining capabilities associated with FortiGate hardware firewalls with the flexibility of a virtual appliance. The companies positioned it for networks carrying sensitive traffic and data. IBM’s April 10, 2024 announcement said it was available across all 31 IBM Cloud data centers at that time; that is a launch-date figure, not confirmation of today’s footprint.

How is vFSA deployed and managed?

IBM described vFSA as running on dedicated IBM Cloud infrastructure while remaining client-managed, including with administrative root access. Its announcement also cited automated deployment, migration between form factors, and on-demand or automated upgrades through the user interface. FortiFlex, Fortinet’s usage-based licensing program, was used to support right-sizing services and spending. These are vendor-described product characteristics, not independently tested findings.

That management model matters: vFSA is not presented as a firewall service operated for the customer by IBM. IBM’s current firewall documentation says its firewall offerings are not managed services; customers need to understand their responsibilities for configuration and security operations.

Which workloads and organizations did IBM highlight?

The announcement named financial services, retail, and manufacturing as example environments. The suggested needs included controls for sensitive or regulated workloads, visibility across hybrid and multicloud environments, and monitoring of traffic and devices. Those are proposed use cases, not published customer case studies or evidence of measured protection.

How this fits the IBM–Fortinet partnership

Fortinet says its strategic partnership with IBM began in 2008 and spans IBM Cloud, IBM Consulting, and IBM software integrations. Its current IBM partnership page describes cloud-workload protection, consulting and managed services, and Security Fabric integrations. Fortinet’s IBM partner brief describes extending on-premises security policies into IBM Cloud, protecting workloads across private and public clouds, and subscription-model options.

A separate Fortinet Security Fabric for IBM Cloud solution brief describes FortiGate VM as part of a broader set of cloud security capabilities, including hybrid-cloud connectivity, segmentation, application security, central policy enforcement, activity and traffic-flow monitoring, and VPN access. It says FortiGate VM is available through the IBM Cloud Catalog. These materials describe the vendors’ offerings; they are not independent evaluations.

What IBM Cloud firewall changes mean for buyers

IBM’s current firewall comparison and lifecycle documentation marks the FortiGate Security Appliance 10 Gbps and IBM Shared Hardware Firewall as having reached end of marketing on December 17, 2025, with end of support scheduled for December 31, 2026. These dates apply to those named older offerings, not to vFSA. IBM recommends planning migration before end of support and lists virtual firewall options, including Fortinet vFSA, among possible paths.

For customers moving from Fortinet hardware, IBM notes Forti-Converter Service can help migrate policies and configurations to the virtual appliance under an enterprise license. Suitability depends on the customer’s current configuration and licensing.

Compare the requirements that affect fit

IBM’s comparison covers options including virtual firewalls, IBM Cloud VPC firewall options, Juniper vSRX, Virtual Router Appliance, security groups, and cloud firewall services. Before choosing, compare the capabilities that matter to the actual network design:

Capabilities and service status can change, so consult IBM’s comparison for current details rather than assuming every option supports the same features.

Shared responsibility and evidence of security outcomes

Fortinet’s IBM Cloud solution brief describes IBM as securing physical cloud infrastructure such as networking and the hypervisor, while customers remain responsible for areas including communications, access, and applications, and for keeping policies consistent across clouds and data centers. Confirm the applicable shared-responsibility terms in current IBM Cloud documentation when designing a deployment.

IBM’s 2024 announcement cited a $4.45 million global average cost of a data breach in 2023, based on IBM’s sponsored 2023 Cost of a Data Breach Report. It also said that average was 15% higher than over the prior three years and detection-and-escalation costs rose 42% over that period. Those figures provide background on breach costs; they are not measurements of vFSA, and the reviewed materials provide no independent benchmark or outcome statistic showing that vFSA reduces breaches.
