URL scanners estimate risk; they do not prove that a link is safe or that an entire website is malicious. They commonly compare addresses with known-threat lists, and some also examine URL patterns, page content, DNS or network signals, or run deeper checks. Their verdict depends on the service, its settings and when the link is checked.
How URL scanners detect malicious links
There is no single scanning method shared by every browser, email security feature or online service. A scanner may make a decision from a reputation lookup before a page opens, combine that lookup with other signals, or inspect a suspicious link more deeply. The methods below describe capabilities documented by particular services or explored in research; they are not a checklist of features every scanner uses.
Reputation and threat lists
Microsoft says Edge SmartScreen checks addresses against dynamic online lists of reported phishing and malicious-software sites; its current description also covers exploit and scam sites. Google Safe Browsing lets client applications check URLs against frequently updated lists of unsafe resources, including phishing and deceptive sites and sites hosting malware or unwanted software. Threat lists are useful for recognized threats, but they are not a complete, live record of every malicious address. URLhaus, for example, focuses on URLs that directly distribute malware and offers data products for matching URLs or hostnames. It generates database dumps every five minutes and recommends fetching them no more frequently than that; this is URLhaus’s feed cadence, not a guarantee about how often a particular scanner refreshes its verdict. Address, page and network signals
Some approaches look beyond whether a URL appears on a list. A 2011 study by Hyunsang Choi, Bin B. Zhu and Heejo Lee describes techniques that examine lexical patterns in an address, link popularity, webpage content, DNS information, DNS fluxiness and network traffic. Examples include suspicious token or brand-name placement in a URL, page markup and scripts, resolved IP addresses and name-server information. This is a research taxonomy, not evidence that every commercial scanner uses all these signals.
The paper reported more than 98% accuracy for malicious-URL detection and more than 93% for identifying attack types in experiments on 40,000 benign and 32,000 malicious URLs. Those are results on the authors’ 2011 dataset, not a current, general-purpose measure of scanner accuracy. Deeper checks and click-time scanning
A service can assess reputation before a page opens and use additional inspection when a link is unfamiliar or when someone clicks it. In its documented email configuration, Microsoft Safe Links says that URLs without a valid reputation can be detonated asynchronously in the background. Microsoft also documents real-time scanning for suspicious links and links to downloadable content when the corresponding policy option is enabled. False warnings
A warning can reflect a service’s assessment of suspicious characteristics or reputation evidence; it does not establish that every page on the domain is harmful. Microsoft provides a way for users and site owners to report SmartScreen false warnings, and says submitted disputes are reviewed. Its FAQ distinguishes a suspicious site that is not on its reported-unsafe list from a confirmed reported unsafe site. Missed and changing threats
A URL that has not yet been reported can evade a reputation-list lookup. An address or site can also change after it was checked. The 2011 study notes that blacklist matching is effective for known malicious URLs but cannot detect unknown ones; additional signals may broaden detection, but the study also recognizes that features can be evaded. No scanner result should be read as a permanent guarantee.
Timing, policy and device support
Microsoft documents Safe Links checks on message delivery and again when a user clicks a rewritten link. If URL rewriting is disabled, the documented alternative is a client-side API check at click time in supported Outlook versions. Microsoft gives an example of the gap in an API-only setup: a link is legitimate when delivered, later becomes weaponized, and the client does not support the API. That link may reach the user without the intended click-time check.

Protection also depends on configuration. Microsoft’s documentation describes separate behavior or support for email, Teams, Office apps and downloadable files, and notes that link protection for particular Office apps can be off even when a policy is otherwise active. A product name alone does not tell you whether a specific link, account, policy and client received protection.
Conflicting verdicts
Two scanners can disagree because they consult different lists and use different procedures, policies and thresholds. The product documentation establishes differences in scope and configuration, but does not provide a controlled, current benchmark that ranks named services. A majority vote therefore is not proof that a disputed link is safe. Treat disagreement as uncertainty rather than trying to resolve it by counting verdicts.

What to do when a link is flagged—or marked safe
- Do not enter sensitive information just because a scanner says “safe.” Avoid submitting passwords, payment details or personal information through a link you do not trust.
- Reach the service another way. If a message link is unexpected or asks you to act urgently, open the known website or app directly instead of using the link. Microsoft advises navigating directly to trusted sites and being wary of links in email and instant messages.
- Check the context and destination. Consider whether you expected the message and whether the domain is the one you intended to visit. Note whether a warning identifies a particular threat or reports suspicious characteristics.
- Use the relevant vendor’s reporting route for a suspected false positive. Microsoft offers a SmartScreen feedback process for users and site owners. Reporting to one service does not change another service’s verdict.
- Remember that a result is time-sensitive. Rechecking through a trusted security service can provide another point-in-time assessment, but avoid submitting private or sensitive URLs to public checking sites unnecessarily.
