U.S. Navy nuclear propulsion plants use pressurized-water reactors. Heat from the reactor core stays in a closed, pressurized primary water loop and passes through a steam generator into a separate secondary loop. Steam from that second loop drives propulsion and electrical turbines. Naval Reactors oversees the program across the plants’ life cycles, while public Navy and Department of Energy sources do not disclose fuel composition or detailed maintenance procedures.
How does a Navy nuclear reactor produce propulsion?
The public Navy overview describes a heat-transfer system with two separate, closed water loops. Water in the primary loop is kept under pressure so it does not boil as it moves through the reactor vessel, piping, pumps and steam generators. In the steam generators, heat crosses a watertight boundary into the secondary loop; the water in that loop boils and produces steam. The steam turns propulsion turbines and turbine generators, then is condensed back into water and pumped to the steam generators to be heated again. The loops remain separate, so their water does not mix. The Naval Supply Systems Command overview describes the circulating water as transforming heat from the nuclear reaction into useful work such as propulsion or electricity.

Because the described heat-to-work process does not require air or oxygen, a submarine can operate submerged without relying on the atmosphere for that process. The Navy overview also connects extended submerged operation to the submarine’s ability to make oxygen and purify seawater. That description concerns submarines; it should not be generalized to every Navy nuclear-powered ship class.
What is publicly known about the reactor fuel?
The public Navy overview identifies the plant as a pressurized-water reactor and explains its water loops, but it does not state the fuel composition, enrichment, amount loaded into a core or detailed fuel-handling procedures. The DOE/NNSA overview likewise does not establish those specifications. Without a public source specifying them, those details cannot be reliably inferred from the reactor type alone.

How are safety and responsibility organized?
The Naval Nuclear Propulsion Program is a joint Department of the Navy and Department of Energy organization. DOE/NNSA describes Naval Reactors as responsible for the propulsion plants’ full life cycle, including research, design, construction, testing, operation, maintenance and ultimate disposition. Its remit also includes facilities, radiological controls, environmental safety and health, and the selection, training and assignment of personnel. DOE/NNSA’s program overview says the program has never had a reactor accident or a release of radioactivity that adversely affected human health or environmental quality. That is the program’s own account, not an independent audit.
A 2025 Department of Energy program document describes U.S. nuclear-powered warships as designed with redundant systems, rigorous procedures and highly trained crews. It says emergency preparedness draws on program technical analysis and guidance from agencies experienced in emergency planning. The document states: “Naval reactors are designed and operated in such a way as to protect the crew, the public, and the environment.” These sources describe the program’s approach; they do not provide a public, component-by-component account of shipboard safety systems.

Who maintains the plants, and what does maintenance involve?
Naval Reactors retains program responsibility for operation and maintenance. The Naval Nuclear Laboratory’s program overview says major technical decisions—including those involving design, procurement, operations, maintenance, training and logistics—are made by a headquarters staff expert in nuclear technology. The laboratory also provides shipyard representatives to monitor and support naval propulsion work.
These public descriptions establish who holds responsibility and how the laboratory supports work at shipyards, but they do not set out a step-by-step maintenance procedure or publish a reactor inspection schedule. Specific maintenance tasks, timing and technical instructions should not be inferred from the high-level descriptions.

What happens to naval spent fuel?
At the end of a reactor’s service life, Naval Reactors transports spent naval fuel from places such as servicing shipyards and training platforms to the Naval Reactors Facility at Idaho National Laboratory. The facility’s Expended Core Facility receives, prepares, packages and examines naval spent fuel, according to the DOE FY 2026 Congressional Budget Justification.
That FY 2026 budget document describes the facility as more than 60 years old, says it cannot receive full-length aircraft-carrier spent fuel, and identifies recapitalization as necessary to sustain the fuel-handling mission. These are statements about conditions and plans represented in the FY 2026 budget, not a timeless description of the facility’s status. DOE/NNSA says spent fuel removed from nuclear-powered warships represents about 0.05 percent of U.S. spent nuclear fuel; its Powering the Navy page does not give a publication year for that figure.

How large is the program’s operating history?
In a July 31, 2023 account marking the program’s first 75 years, the U.S. Navy reported cumulative figures of 273 reactor plants operated, 562 cores taken critical, 33 designs, more than 171 million miles steamed and more than 7,500 reactor-years of safe operations. These are historical program totals reported in 2023, not counts of the current fleet. The Navy’s anniversary announcement gives the figures.
