U.S. diesel exports can tighten domestic supply and put upward pressure on prices when overseas buyers compete for fuel and U.S. inventories are already low. The U.S. Energy Information Administration (EIA) described that link in its September 9, 2026 outlook: tight global distillate markets support exports, while low inventories contribute to higher domestic diesel prices. Exports are one factor among several—not a standalone explanation for any particular change at the pump.
How exports can affect U.S. diesel prices
U.S. refiners sell distillate fuel into connected domestic and international markets. When shortages or higher prices abroad make exports attractive, more U.S.-refined fuel may go to foreign buyers. All else equal, that leaves less fuel available to meet U.S. demand or add to domestic inventories.
Smaller inventories leave less cushion against supply disruptions or a rise in seasonal demand. In its September 2026 Short-Term Energy Outlook, the EIA stated that “Low distillate inventories contribute to higher domestic diesel prices.” It also explained that tight global distillate markets raise global prices, encouraging U.S. exports. The agency describes a market relationship; it does not quantify how many cents per gallon a given volume of exports adds to retail prices.

The EIA’s September 9, 2026 outlook reported that U.S. distillate inventories fell below the five-year range in April 2026, alongside high net exports after supply losses in the Middle East, Russia, and China. Net exports were above or near the five-year high in every month from February 2026 through the period covered by the outlook.

The agency forecast U.S. distillate inventories below 100 million barrels in September 2026 and below the 2021–2025 five-year low through the end of 2026 and most of 2027. Those figures are forecasts from that dated outlook, not confirmed later inventory results. EIA listed October 6, 2026, as the next outlook release. Read the EIA Short-Term Energy Outlook.
Why exports are not the only cause of low supply or high prices
Export volumes matter alongside refinery output, global supply, domestic demand, and inventories. A refinery outage or closure can reduce production; disruptions abroad can raise the price foreign buyers are willing to pay; and seasonal demand can draw down stocks. These factors interact, so exports alone do not explain a particular price move.

Refinery production and maintenance
Refineries supply the fuel available for both domestic use and export. In fall and winter, planned refinery maintenance can lower production. The EIA’s September 2026 outlook said this could compound the inventory effect as agricultural demand rises during harvest season.
A September 2025 EIA analysis attributed its forecast of low inventories in 2025–2026 to strong export demand, inventory draws, and reduced domestic production associated with refinery closures. It said the LyondellBasell Houston refinery shut down in early 2025, and two California refineries with combined capacity of 284,000 barrels per day planned to close over the following two years. Those statements belong to the 2025 analysis; they should not be read as confirmation of current plant status. Read the EIA’s September 2025 analysis.

Seasonal demand and heating oil
Harvest activity can increase agricultural diesel demand in fall, while refinery maintenance may constrain supply at the same time. Low distillate inventories can also affect residential heating-oil prices in the Northeast. Heating oil is a distillate product, but it is not the same thing as road diesel.
What the crack-spread forecast means
The September 2026 EIA outlook estimated average U.S. diesel crack spreads above $2 per gallon from August through November 2026, declining through mid-2027 in its baseline. A crack spread is a measure of the refining margin between crude oil and a refined product—not the retail price of diesel at a pump. The forecast’s decline assumed a return to normal tanker traffic through the Strait of Hormuz and stronger distillate exports from Saudi Arabia and Kuwait. EIA said continued disruption beyond 2026 would imply higher global crack spreads than its forecast. This was a conditional forecast, not a guaranteed price path.

What “distillate” statistics include
Distillate is a broader category than road diesel. Depending on the series, it can include diesel fuel and home heating oil, as well as renewable diesel and biodiesel. Total-distillate inventory figures should not be mistaken for petroleum-only inventories.

For example, EIA’s September 2025 analysis said U.S. distillate exports averaged 1.2 million barrels per day in the first half of 2025, 7% above the previous five-year average. It also reported a 17% decline—about 22 million barrels—in total U.S. distillate inventories over that half-year. These figures describe the categories and periods in that analysis, not road diesel alone.

The same analysis compared first-half 2025 with first-half 2024: renewable diesel and biodiesel consumption was down 124,000 barrels per day, or 35%, while petroleum-based distillate fuel oil consumption was up about 170,000 barrels per day, or 5%. EIA expected renewable-fuel production to partly offset inventory pressure later. The category distinction matters: a change in total distillate supply can reflect shifts between renewable and petroleum-based fuels.
How to check the latest U.S. supply and price data
To understand whether exports are coinciding with tighter domestic supply, compare exports with production, domestic product supplied, and inventories for the same product, geography, and period. Retail prices provide another useful indicator, but a price change alone does not identify its cause.
- Open the EIA Petroleum Data catalog. It lists series for supply and disposition, imports and exports, production, stocks, product supplied, and retail diesel prices, including weekly prices and current monthly data.
- For national or Petroleum Administration for Defense (PAD) District monthly production, imports, exports, movements, and inventories, use the EIA Petroleum Supply Monthly. The page identifies its data releases and explains that monthly data are preliminary before final annual data. Its July 2026 release appeared September 30, 2026.
- Check each series’ product definition, geography, period, unit, release date, and whether the value is preliminary, final, or a forecast. Do not compare a national monthly export total with a regional weekly inventory figure as if they covered the same market.
- Read exports together with production, product supplied, and stocks. This helps distinguish a change in export flows from a broader change in domestic availability.
What the evidence can—and cannot—say about export restrictions
Restricting exports could leave more fuel available domestically in the short term, all else equal. But the effect on inventories and wholesale or retail prices would depend on how much product refiners could redirect or produce, the duration and geographic reach of the restriction, domestic demand, and how foreign buyers respond in global markets.
