There is no single result that applies to every Windows application: browsers, applications using Crypt32, Network Policy Server (NPS), and Microsoft Entra certificate-based authentication can apply different trust and revocation policies.
How Windows certificate validation works
Windows builds a certificate chain from the certificate being checked through any intermediate certificates toward a root, then evaluates that chain under a trust provider and an application policy. A certificate can therefore fail because the chain cannot reach a trusted root, because a policy check fails, or because required revocation status cannot be established.
Revocation checks can use Certificate Revocation Lists (CRLs) or Online Certificate Status Protocol (OCSP) information. Depending on the consumer and its settings, Windows may use information already in a cache or store, or attempt to retrieve it from a URL. Missing, expired, stale, inaccessible, or issuer-mismatched revocation data can prevent successful validation.
Start by identifying the certificate consumer
Before changing a certificate store or network setting, record which component reports the error. A browser, a TLS application using Crypt32, NPS, and Entra certificate-based authentication do not necessarily share the same chain policy or revocation behavior.

- Record the Windows version, application or service, certificate purpose, and exact error.
- Determine whether the failure is local to a Windows application or reported by a service such as Entra.
- Separate a chain-trust error from a revocation-check error; they point to different parts of validation.
Diagnose an untrusted-root error
Microsoft associates CERT_E_UNTRUSTEDROOT (0x800b0109) with this condition: “A certificate chain processed, but terminated in a root certificate which is not trusted by the trust provider.” In other words, the chain reached a root that the validating trust provider did not trust. It does not, by itself, identify why that root is not trusted.
Inspect the chain and Windows events
Check which root the chain terminates at and whether the required intermediate certificates are present. For event-level diagnostics, review the Microsoft-Windows-CAPI2/Operational log, focusing on Build Chain and Verify Chain Policy events. Microsoft’s troubleshooting guidance describes a Group Policy root-certificate distribution issue as one possible cause, not a universal explanation. Use certutil for the specific question
certutil is a built-in Windows command-line utility with commands for certificate and CA inspection, CRL operations, and Certificate Trust List (CTL) verification. Its documented tasks include retrieving a CRL and verifying the AuthRoot or Disallowed CTLs. Choose a command for the issue at hand and consult Microsoft’s certutil command reference for exact syntax and options. A successful certutil operation should not be treated as proof that every application’s chain and policy checks will succeed.
Diagnose a revocation-check failure
For a certificate whose revocation status cannot be checked, inspect its CRL Distribution Points (CDP) and determine whether the checking system can reach the listed endpoints. Confirm that the CRL is valid, current, and issued by the expected authority. Also check relevant proxy, firewall, and network paths.

- No CRL information or an unavailable CRL: The certificate may lack usable revocation-location information, or the endpoint may be inaccessible.
- Expired or stale CRL: The available CRL may no longer be valid or may not reflect a recent publication.
- Issuer mismatch: The downloaded CRL may not correspond to the certificate issuer.
- Revoked certificate: A successful status retrieval can itself reveal that the certificate has been revoked.
- Cache or refresh timing: A validator can use cached revocation data, so publication and retrieval timing affect what status it sees.

How behavior differs by Windows certificate consumer

Revocation settings for TLS application developers
Microsoft’s CertGetCertificateChain guidance recommends that applications validating TLS server certificates consider checking revocation for the end certificate, allowing network retrieval, bounding retrieval time, and caching end-certificate validation information. It also recommends that TLS servers support OCSP stapling. These are API implementation recommendations to evaluate against the application’s security and availability requirements; they are not universal settings for every Windows certificate consumer.

The API documentation also discusses ignoring offline revocation errors as an implementation choice. Doing so can let validation proceed when revocation status is unavailable, but it sacrifices the assurance that the certificate has not been revoked. Treat it as a deliberate policy trade-off, not a general fix for inaccessible CRLs or OCSP responses.

NPS
For certificate-based authentication, NPS checks revocation across the full chain by default. If it cannot locate or validate a required CRL, it can reject certificate-based connection attempts. Make the primary and secondary CRL publication locations accessible to NPS and other RADIUS servers, and keep CRLs current. This full-chain default is specific to the documented NPS behavior; do not assume every application checks the same certificates in the chain.

Microsoft Entra certificate-based authentication
Entra certificate-based authentication has its own trusted-CA and CRL requirements. If Entra reports a missing issuer or invalid or unavailable CRL, investigate the service’s documented configuration and accessibility requirements. A local Windows chain check alone does not establish that Entra will accept the certificate.

A practical troubleshooting sequence
- Identify the consumer: Note the application or service, certificate purpose, operating system, and exact failure text.
- Classify the failure: Determine whether the chain ends at an untrusted root, a chain element is missing, an application policy check fails, or revocation status cannot be obtained.
- Inspect chain evidence: Review the root and intermediates, then check CAPI2 Operational events for Build Chain and Verify Chain Policy details when investigating Windows chain trust.
- Inspect revocation data: Check the certificate’s CDP, CRL issuer and validity, freshness, endpoint availability, and any relevant proxy or firewall path.
- Use consumer-specific guidance: Consult the Crypt32 API, NPS, or Entra documentation as appropriate; do not generalize one consumer’s defaults to another.
- Choose a targeted certutil operation: Use the command reference to select the appropriate certificate, CRL, or CTL operation and its syntax.
