These checks answer different questions; Atlassian’s documented Jira Cloud API does not describe a built-in validator that accepts an arbitrary OpenAPI document and proves a workflow conforms to it.
What “validate a Jira workflow against an OpenAPI spec” means
OpenAPI describes an HTTP API contract: its operations, request and response structures, and related constraints. The OpenAPI Specification 3.1.0 defines that contract format, but your project may use another version; check the version declared in your own document. See the OpenAPI Specification 3.1.0.
Jira workflow validation is Jira-specific. Jira Cloud REST API v3 documents endpoints for validating workflow creation and workflow updates. Those operations check Jira workflow payloads, not whether an OpenAPI document correctly describes an API. This distinction follows from the different scopes of the OpenAPI specification and Jira’s workflow API documentation; it is not an Atlassian integration claim.
Choose the checks that match your change

Validate the OpenAPI contract
Use an OpenAPI-aware validator or client-generation/build tool to check the specification and, where relevant, requests and responses against its declared schemas. Choose tooling that supports the version stated in your document. The Jira endpoints below do not replace this step: they validate Jira workflow payloads rather than an arbitrary OpenAPI file.

Validate a Jira Cloud workflow definition
Jira Cloud REST API v3 documents these workflow validation operations:
POST /rest/api/3/workflows/create/validationfor a workflow being created.POST /rest/api/3/workflows/update/validationfor a workflow being updated.
Use the operation matching your change, and check the live Jira Cloud REST API v3 Workflows reference for the current request body, required permissions, OAuth scopes, and response and error formats. These details can change; do not assume a payload example from another deployment or an older implementation applies unchanged.

Check workflow scheme impact separately
A workflow can be valid on its own while a scheme change still affects how issues are routed. Atlassian’s Jira Cloud workflow schemes reference says, “A workflow scheme maps issue types to workflows.” Check the mapping and the scheme’s project association when your change affects which workflow applies to an issue type.
For an active scheme, validate a draft before publishing
Atlassian’s workflow scheme drafts documentation states: “Editing an active workflow scheme creates a draft copy of the scheme. The draft workflow scheme can then be edited and published (replacing the active scheme).” The draft publish operation supports a validateOnly option. A successful validation-only request returns HTTP 204; actual publication is asynchronous, so follow the returned task location to monitor it.

Report OpenAPI contract results independently from Jira workflow and scheme results. That makes a schema mismatch distinguishable from a Jira workflow or configuration error, and prevents one passing check from being mistaken for proof of the other.

- Jira workflow: create/update payload validation pass or fail.
- Scheme, if affected: mapping and draft validation result; track asynchronous publication separately if you proceed.
