Capture the same scene repeatedly, change one variable at a time, and treat what you see as a hypothesis. The quickest test is resolution. Steam Support says that if frame rate doesn’t improve when you lower the game’s resolution, performance is probably limited by the CPU. This article shows how to run that test, read the overlay, and use Steam Deck data in the Steamworks Partner Dashboard without over-reading it.
What Steam performance data you actually have
The In-Game Overlay Performance Monitor
Steam’s overlay Performance Monitor can show frame rate, CPU performance, GPU performance and system RAM information. Steam’s documentation focuses on the metrics first available on Windows PCs. Some data may not be supported on other operating systems or on some hardware, so a missing readout isn’t necessarily a fault.
When the monitor detects frame-generation technology, it reports base-game FPS separately from FPS including generated frames. It reports both over one-second intervals. Use the base-game number when judging CPU and simulation limits, because generated frames don’t mean the game is simulating at the higher rate.
Why GPU utilization needs care
Steam warns that GPU utilization isn’t a perfectly simple measure. A GPU engine can count as busy during a sampling period without all available cores being fully or optimally used. So a high percentage tells you the game appears GPU-limited at the current settings. It doesn’t prove the GPU is being used efficiently, and it doesn’t identify what is expensive.

Steam Deck data in the Partner Dashboard
For eligible titles, Steamworks provides Steam Deck average framerate and a framerate distribution chart in the Partner Dashboard. According to the Steamworks Development announcement dated October 1, the data comes from anonymized sessions of Steam Deck customers who opted in. It is currently available to Steam Deck Verified titles. Check your own dashboard to confirm eligibility, since feature availability can change.
A step-by-step bottleneck workflow
- Pick a repeatable scene. Use the same location, camera direction, graphics settings and roughly the same on-screen activity every run. Keep menus, loading and scene transitions out of your gameplay comparison where you can.
- Record a baseline. Note FPS and the overlay’s CPU and GPU indications. If frame generation is on, write down base-game FPS and generated-frame-inclusive FPS as two separate values. Don’t compare runs with different frame caps, refresh rates or settings.
- Look at behavior over time, not one number. An average describes broad throughput. A slow frame or repeated spike can be a visible hitch even when the average looks fine. Valve’s Source 2 Telemetry HUD documentation makes the same distinction, showing average FPS alongside the maximum (slowest) frame time in its recent window.
- Lower the resolution and change nothing else. If FPS rises materially, the game responds to less pixel and graphics work, which is consistent with a GPU limit. If FPS barely moves, Steam Support’s guidance is that the game is probably limited by CPU performance.
- Rule out confounders. Repeat the comparison. Confirm the game isn’t capped below what the hardware can deliver. Check for background activity or a scene that changed between runs. Steam Support notes that CPU overheating or power-saving slowdowns can also cause sudden drops, so a “CPU-limited” result may be thermal or power-related rather than a code problem.
- Word the conclusion proportionally. Say the results “suggest” or “are consistent with” a CPU or GPU limit. To find the responsible code path or resource, you’ll need an engine profiler or a platform-specific diagnostic. Steam’s own pages don’t name a particular third-party tool.

Reading Steam Deck field data
The dashboard’s average and distribution chart show what real players experienced, which is useful for spotting that a problem exists. It is a poor tool for isolating cause, for several reasons:

- Loading is included. The chart covers all sampled time, so loading screens can pull results down. A weak average may reflect load time rather than gameplay.
- Player caps skew it. Steam Deck LCD tops out at 60 FPS and OLED at 90 FPS, according to the announcement. A user-set limit can produce lower reported sessions even when the game could render faster.
- External displays matter. Sessions on a connected display may not match handheld behavior.
- It’s opt-in. Only anonymized sessions from customers who opted in are counted.
Use the chart to decide where to look, then reproduce the issue in a controlled scene with the workflow above. If you suspect a Deck-specific problem, running the test on Deck hardware is optional, not required by Steam.

- Calling a GPU bottleneck from a utilization percentage alone.
- Treating the resolution test as definitive. Steam Support says “probably,” and thermal or power-saving slowdowns are alternative causes.
- Comparing different scenes, or changing several settings at once, so the result can’t be attributed. This is standard controlled-test practice rather than a Steam requirement.
- Reading aggregate Deck data as pure gameplay performance.
- Quoting frame-generation-inclusive FPS as the game’s real frame rate.
No universal FPS threshold or CPU/GPU utilization cutoff is established by Steam’s documentation, so avoid declaring one. Judge each result against your own target for the scene and hardware.
