Windows 11 has no built-in Quick Launch toolbar interface. You can restore the legacy toolbar with a compatible third-party taskbar customizer such as ExplorerPatcher, then add shortcuts from the existing Quick Launch folder; otherwise, use native taskbar pins, which are not the same feature.

ExplorerPatcher modifies the Windows shell, so use it only if you are comfortable with third-party taskbar changes and possible compatibility issues after Windows updates.

What happened to Quick Launch in Windows 11?

Quick Launch was a separate toolbar in older Windows versions. It displayed shortcut icons on the taskbar and could be resized, moved, and populated with shortcuts or folders.

Microsoft documents that Quick Launch stopped being a separate toolbar with Windows 7 and that there is no longer a Quick Launch UI. Windows 11’s standard taskbar context menu does not contain Toolbars or New toolbar; those commands belong to the legacy taskbar interface.

The old Quick Launch folder remains in a user profile for backward compatibility. Its canonical per-user path is:

%APPDATA%\Microsoft\Internet Explorer\Quick Launch

Opening that folder lets you view or manage its shortcuts, but does not create a toolbar on the Windows 11 taskbar.

Option 1: Restore Quick Launch with ExplorerPatcher

ExplorerPatcher is a third-party taskbar customization utility that can restore legacy toolbar behavior. The steps below rely on that modified taskbar; they are not native Windows 11 controls.

1. Install ExplorerPatcher

  1. Download ExplorerPatcher from its official project source.
  2. Run the setup program, identified by the current procedure as ep_setup.exe.
  3. Allow the installation to complete. The cited procedure describes installation as silent and says it refreshes Windows Explorer.

Your taskbar may disappear briefly or reload while the Explorer shell refreshes.

2. Unlock the taskbar

  1. Right-click an empty area of the taskbar.
  2. If Lock the taskbar is checked, click it to clear the check mark.

A locked taskbar prevents moving or rearranging the restored toolbar. Microsoft also documents that locking the taskbar locks the Quick Launch bar and other taskbar toolbars.

3. Add the Quick Launch folder as a toolbar

  1. Right-click an empty area of the taskbar.
  2. Open Toolbars.
  3. Click New toolbar.
  4. In the folder-selection dialog, enter the parent-folder path:
    %SystemDrive%\Users\%username%\AppData\Roaming\Microsoft\Internet Explorer
  5. Select the Quick Launch folder.
  6. Click Select Folder.

The toolbar should now appear on the taskbar. Select the Quick Launch folder inside the parent folder.

4. Hide the toolbar label and text

By default, the restored toolbar may show a Quick Launch label or text beside each shortcut.

  1. Right-click the Quick Launch toolbar label.
  2. Clear Show Text.
  3. Right-click the label again if necessary and clear Show Title.

This leaves a compact row of icons, similar to the old Quick Launch appearance.

5. Move Quick Launch toward the left

If you want the toolbar on the left, make sure the taskbar is unlocked, then drag the toolbar’s vertical separator toward the left side of the taskbar.

Placement can vary with the taskbar layout and other items displayed. You may need to drag the separator more than once.

Set the taskbar alignment to the left

Windows 11 centers taskbar items by default. To use a left-aligned layout:

  1. Right-click the taskbar.
  2. Select Taskbar settings.
  3. Expand Taskbar behaviors.
  4. Find the taskbar alignment dropdown.
  5. Choose Left instead of Center.

This setting controls Windows 11 taskbar alignment. It is separate from moving the Quick Launch toolbar itself.

Add programs and folders to Quick Launch

Quick Launch displays shortcut files stored in its folder. To add an application:

  1. Find or create a shortcut for the program.
  2. Drag the shortcut into the Quick Launch folder:
    %APPDATA%\Microsoft\Internet Explorer\Quick Launch
  3. Wait for the toolbar to refresh.
  4. Click the new icon once to launch the program.

You can also create subfolders inside Quick Launch to organize shortcuts. For example, create a folder named Utilities and put shortcuts inside it. Clicking the folder on the toolbar exposes its contents.

If dragging does not work, copy the shortcut, open the Quick Launch folder, and paste it there. If Windows refuses to copy the file, you may not have permission to create or modify files in that folder.

Quick Launch versus pinned taskbar apps

Pinning an app is the simplest native alternative:

  1. Open the app or find its shortcut.
  2. Right-click it.
  3. Select Pin to taskbar.

Pinned apps and Quick Launch behave differently:

To remove a normal pinned item, right-click it and select Unpin from taskbar. Search and Task View are controlled separately under Settings → Personalization → Taskbar.

Fix common Quick Launch problems

The Toolbars menu is missing

This is normal on an unmodified Windows 11 taskbar. The standard taskbar menu does not provide Toolbars or New toolbar. Those commands require a compatible taskbar customization utility that restores legacy behavior.

The missing menu does not mean the Quick Launch folder is missing. The folder can exist even though Windows provides no interface for displaying it as a toolbar.

The toolbar cannot be moved

Unlock the taskbar by right-clicking it and clearing Lock the taskbar. A locked taskbar prevents toolbar movement and rearrangement.

On managed computers, policy settings can also block toolbar operations. Microsoft lists policies including:

  • Prevent users from adding or removing toolbars
  • Prevent users from rearranging toolbars
  • Lock all taskbar settings
  • Lock the Taskbar

These restrictions can prevent adding, moving, resizing, showing, or hiding taskbar toolbars even when legacy functionality is available.

The toolbar is not visible

  1. Confirm that the taskbar is unlocked.
  2. Check whether the toolbar is compressed against another taskbar element.
  3. Verify that Quick Launch is enabled under Toolbars in the restored taskbar menu.
  4. Remove and recreate the toolbar using the Quick Launch folder.
  5. Restart Windows Explorer if the taskbar did not refresh after adding the folder.

A shortcut will not add

Copy and paste the shortcut directly into the Quick Launch folder:

If Windows refuses to copy the file, you may lack permission to create or modify files in that folder. This can happen on a restricted account or a computer managed by an organization.

The wrong folder was used

The correct per-user Quick Launch folder is:

%APPDATA%\Microsoft\Internet Explorer\Quick Launch

A frequently repeated path resembling C:UsersAppDataRoamingMicrosoftWindowsStart MenuPrograms is malformed and points toward the Start menu rather than Quick Launch.

Remove ExplorerPatcher

If you no longer want the restored taskbar, uninstall ExplorerPatcher through either location:

  • Control Panel → Programs and Features
  • Settings → Apps → Installed apps or Apps and Features, depending on your Windows build

After uninstalling, restart Windows or restart the Explorer shell. The taskbar should return to the Windows default. The Quick Launch folder and its shortcut files may remain in your profile, but they will no longer be displayed as a native toolbar.

Important compatibility note

Microsoft documents no Windows 11 edition-specific switch that re-enables Quick Launch. The working Toolbars procedure depends on a third-party taskbar modification or replacement. ExplorerPatcher compatibility is separate from Windows 11 feature support, and a future Windows update could change or disable the restored behavior.
