F4 has two different jobs in Excel: it can repeat a repeatable last action, or—while you edit a formula—cycle the selected cell reference between relative, absolute, and mixed forms. To change a reference, select that exact reference in the formula bar first, press F4, and check the formula to confirm the dollar signs changed as intended.
Use F4 to repeat the last action
In Excel desktop, press F4 after an action to repeat it when Excel supports repeating that action. Microsoft also lists Ctrl+Y as a repeat shortcut; for example, a simple action such as pasting may be repeatable. Not every operation can be repeated, so an unresponsive F4 does not necessarily mean the key is broken.
- Perform an action that Excel can repeat.
- Press F4. If the action does not repeat, try Ctrl+Y or perform the action again using its ribbon command.
The Repeat command is not on the Quick Access Toolbar by default. You can use the ribbon or add an appropriate command to the toolbar if you need another way to repeat an operation.
Use F4 to toggle a formula reference
When editing a formula, F4 changes the reference you select—not every reference in the formula. Click the formula cell, select the specific reference in the formula bar, and press F4 until its dollar-sign pattern matches the behavior you want.

- Select the cell containing the formula.
- Click the reference within the formula bar. Select the reference itself, rather than leaving the insertion point elsewhere in the formula.
- Press F4 to cycle through the reference forms. Check the formula bar after each press and stop at the desired form.
For a reference to A1, the cycle is:

For example, if a formula is copied two columns right and two rows down, A1 becomes C3, $A$1 remains $A$1, A$1 becomes C$1, and $A1 becomes $A3. Choose the form according to which parts of the reference should move with the copied formula.
Check which Excel version and keyboard you are using
Windows and desktop Excel
On Windows desktop, F4 is used for repeating an action when possible and for switching the selected reference while editing a formula. Some keyboards require Fn+F4 or F-Lock+F4 because their function-key mode assigns another behavior to F4.

Excel for the web
Microsoft’s formula-reference tip does not apply to Excel for the web, so do not assume the desktop F4 reference cycle works in a browser. Microsoft’s web guidance describes Ctrl+Y for repeating basic actions.
Excel for Mac
Microsoft’s Mac formula-copy instructions show F4 for a selected reference, while a separate Mac reference-shortcut page documents Command+T. The guidance differs by context; check your Excel version and confirm that the formula bar displays the reference form you intended.

Troubleshoot when F4 does nothing
- For reference changes: Make sure you are editing a formula and have selected the exact reference in the formula bar. Press F4 again if necessary, checking the visible formula after each press.
- For repeated actions: The last operation may not be repeatable. Try Ctrl+Y where available, use the ribbon or Quick Access Toolbar command, or repeat the operation manually.
- For keyboard behavior: Try Fn+F4 or F-Lock+F4 if your keyboard uses a function-key mode that intercepts F4.
- For browser or Mac differences: Shortcuts vary by platform and context. Verify the shortcut for your Excel version and rely on the visible formula change rather than assuming the desktop behavior is universal.
