Cost records help show consumption and spending patterns; they do not, on their own, show whether a disk is nearing capacity or a compute service is approaching saturation. Keep the capacity forecast and cost forecast connected, but treat them as separate outputs.
Decide what you need to forecast
Start with the decision the forecast must support. A storage forecast might cover total data volume, storage class, or the effect of a retention policy. A compute forecast might concern instance capacity, request throughput, or peak utilization. A budget forecast estimates spend. These questions overlap, but answering one does not automatically answer the others.
Choose a horizon that matches the decision: a short-term scaling review needs a different view from an annual budget. Record the workload, accounts or subscriptions, services, units, and time period in scope so the people reviewing the forecast can tell what it includes.
Collect data that reflects both consumption and capacity
Use provider cost and usage records to understand consumption over time, and pair them with operational metrics to assess technical headroom. For AWS, Cost and Usage Reports provide detailed usage records, while CloudWatch provides resource metrics and alarms. For storage, use measures such as stored data volume, growth, and request patterns where relevant; for compute, examine traffic, requests, utilization, and peaks that matter to the workload.

AWS also documents S3 Storage Class Analysis for analyzing storage access patterns. Choose metrics that correspond to the actual scaling constraint: cost totals alone do not reveal remaining storage headroom or compute saturation.
Make records comparable
Align time zones, units, account or resource scope, and service labels before comparing periods. Allocate records to workloads or teams using tags or another consistent rule. AWS recommends cost allocation and tagging as part of its cost-management baseline; its Cost Explorer documentation describes ways to analyze costs and usage.

Prepare a trustworthy historical baseline
History is a starting point, not a prediction of what will happen if the workload changes. Inspect spikes and dips before fitting a trend. Mark outages, migrations, one-time purchases, temporary surges, new or deleted resources, and major configuration changes. Decide whether each is a recurring pattern, an event to exclude, or a separate scenario.
Microsoft Learn’s FinOps Framework guidance on forecasting recommends augmenting historical trends with future plans and accounting for purchases, anomalies, new and deleted resources, and changed resources. A migration or retention change can make older usage a poor guide to the workload that will run next quarter.

Build a baseline and scenarios
Project stable usage
For workloads with a reasonably stable pattern, project the cleaned historical usage forward at the same granularity needed for the decision. Check seasonality and peak behavior rather than relying only on an average. Keep the baseline’s period, assumptions, and included resources visible so it can be challenged and updated.
Adjust for business and technical drivers
Layer in known changes separately where possible: user or request growth, a product launch, altered data-retention periods, a new region, a workload migration, or a change in architecture. For example, longer retention can increase stored volume even if the daily ingestion rate stays flat. Expected traffic growth may require more compute capacity even if historical monthly spend appears stable.

Show a range, not false precision
When growth or timing is uncertain, publish low, expected, and high scenarios. State what changes between them, such as adoption, launch timing, peak load, or retention. This is a planning practice, not a guarantee that the actual outcome will fall inside the range; update it as assumptions and observed usage change.
AWS Cost Explorer can forecast costs from historical spend and reports an 80% prediction interval. AWS says it may be unable to provide a forecast when history is insufficient, commonly when there is less than one full billing cycle; more volatile historical spend produces a wider range. The interval describes that tool’s forecast methodology, not an assurance of accuracy for technical capacity or a general guarantee that future spend will land within the range. Translate demand into capacity, then cost
Turn usage into a capacity plan
For each scenario, map forecast demand to the units that constrain the workload: stored volume and storage behavior for storage, and workload-specific compute capacity and peak demand for compute. Include the operational headroom your service needs and check whether the forecast exposes an architecture or scaling constraint. A billing forecast is not a substitute for this mapping.
Estimate the cost of each scenario
Once the expected workload is defined, apply the relevant provider pricing model. AWS recommends using workload inputs such as traffic, requests per second, and required EC2 instance characteristics in the AWS Pricing Calculator. Include pricing choices and commitment discounts that apply to the plan; cost estimates depend on understanding both service cost drivers and pricing models. Keep assumptions about rates and usage alongside the estimate so a later price or architecture change is not mistaken for a demand change.
Use provider forecasts as inputs, not as the whole plan

AWS Well-Architected guidance says: “Use AWS Cost Explorer to forecast costs in a defined future time range based on your past spend.” The statement appears in its COST01-BP03 guidance, in a version dated 2023-04-10. The same dated guidance describes daily forecasts up to three months and monthly forecasts up to 12 months; available horizons can vary by interface and change, so check the current tool before relying on a specific limit.
Review variances and keep the forecast current
Set a regular review cadence with engineering and finance stakeholders. Compare actual usage and spend with the forecast at the same scope and granularity, then investigate meaningful variance: a driver may have changed, an anomaly may have distorted the baseline, or the workload may be behaving differently than expected. Refresh the forecast after launches, migrations, retention changes, or architecture shifts.
Use budgets and alerts where available to flag forecasted overspend, and keep the alert distinct from capacity monitoring. AWS’s cost-management guidance recommends regular review and combining trend-based forecasts with business-driver assumptions. The forecast is most useful when its actual-versus-assumption comparison leads to a specific decision about scaling, architecture, or budget.
