First, identify what the phone needs to control
A phone without an IR blaster cannot send the ordinary infrared commands used by many traditional TV remotes. A Wi-Fi remote app works differently: it communicates over the local network with a compatible smart TV or streaming device. Google’s Android TV instructions require the phone and TV to be on the same network; Roku likewise requires the phone and Roku device to be on the same Wi-Fi network. - The TV runs Android TV or Google TV: try the Google TV app.
- A Chromecast with Google TV or Google TV Streamer is connected: use Google Home or Google TV to control the streamer.
- A Roku TV or Roku player is connected: use the official Roku app.
- The TV only accepts IR and has no compatible network-connected device: the phone app cannot replace an IR transmitter. Use the TV’s physical controls or a separately verified compatible IR-control solution. The cited support pages do not establish a universally compatible phone dongle or hub.
Controlling a streaming device is not the same as controlling every TV function. Navigation and playback are the core app functions; power and volume may depend on the model, settings, and HDMI-CEC support.
Use Google TV with an Android TV
For an Android TV, start with Google’s documented phone-remote flow. The phone and TV must be on the same network. Google’s Android TV guide gives these steps:

- Open the Google TV app on the Android phone.
- Tap Connect TV, near the lower-right corner.
- Select the TV from the device list.
- Enter the code shown on the TV, then tap Pair.
If pairing fails, check that both devices are connected to the same network. Google also recommends restarting Android TV and setting up the virtual remote again. Its TV-side troubleshooting instructions assume you can operate the television with its regular remote or controls, so this may not resolve a problem if the original remote is unavailable.
Control a Chromecast with Google TV or Google TV Streamer
Google documents two options for these devices: open the device in Google Home, or pair through Google TV using the code displayed on the television. The virtual remote can navigate, enter text, and control media playback. Google’s streaming-device instructions describe the flows:

Google Home
- Turn on the TV and streaming device.
- Open Google Home and tap the device.
- On Android, the virtual remote opens or closes from the device view.
Google TV
- Open Google TV and tap Connect TV.
- Select the Chromecast with Google TV or Google TV Streamer.
- Enter the code displayed on the TV and pair.
Google lists Google TV mobile version 4.27.8.93 or later for Android on its support page. App naming can differ outside the United States, so check the current app listing and name in your country.
Use the Roku app with a Roku TV or player
Install the official Roku app, put the phone and Roku on the same Wi-Fi network, open the app, and select the Roku after it appears. Roku documents mobile-app setup and remote controls in its installation guide and remote-app guide. Depending on the Roku device, the app can provide playback, keyboard, voice, volume, and power controls.

For a Roku streaming player, do not assume the app will turn the TV on or control its volume. Roku says those functions require the relevant Control other devices settings and HDMI-CEC support on the TV. A Roku player powered by the TV’s USB port may not be able to turn the TV on through the app.
When the Roku app cannot find the player
Roku says the app cannot discover a Roku that is offline, has been reset, or is still in first-time setup. In those situations, the app may not work as a bootstrap remote because the player is not yet reachable on the network. Using a compatible physical remote to reconnect or finish setup is a practical fallback; check compatibility for the exact Roku model. Roku also notes on its page, updated September 2, 2026, that access to its mobile app may be restricted by certain app-store age classifications in some jurisdictions. That restriction is regional, not a universal rule.

Choose the right method for your setup

Official apps are the sensible first choice for their own platforms. Avoid assuming a third-party app advertised as a “universal Wi-Fi remote” will work across brands and models; Roku specifically advises against third-party control apps for security reasons. Roku Support.
