To move a Dataverse for Teams environment to full Dataverse, a tenant admin upgrades it in the Power Platform admin center. Before confirming, make sure the tenant has available Dataverse capacity at least equal to the environment’s current size. This is an in-place upgrade—not a manual export-and-import process or a move to another geographic region.
Decide whether an upgrade is the right move
Microsoft’s documented operation is called an upgrade. It may suit an environment that needs more capacity or Dataverse capabilities beyond its Teams-scoped setup. Dataverse for Teams has a 2 GB combined database and file storage limit per environment, with some capacity reserved for system use. Microsoft sends an approaching-limit notification at 80%; at 100%, users can no longer create or install new apps, agents, flows, or tables there, though existing apps continue to work. Microsoft documents the limits and thresholds.
Upgrading changes how the environment is managed: its consumed storage counts against the tenant’s Dataverse capacity pool, and its lifecycle is no longer tied to the originating Team. Review Microsoft’s licensing FAQ as part of the decision, since access to Dataverse and apps depends on the users’ licensing and usage scenario.
Check capacity and plan before starting
The tenant must have available Dataverse capacity equal to or greater than the current size of the environment. If it does not, Microsoft says the upgrade is blocked and an error is displayed. Check the tenant’s available capacity before confirming the operation; do not assume that the Teams environment’s existing storage allowance will carry over without counting against the tenant pool.

- Identify the specific Teams environment and confirm why it needs upgrading.
- Review available tenant Dataverse capacity against that environment’s current size.
- Check which users need access to the upgraded apps and whether their Power Platform licensing supports that use.
- If the environment contains Copilot Studio bots, notify authors and users that authoring will be blocked during the upgrade and chats may be affected.
Upgrade the environment in the Power Platform admin center
Microsoft’s documented route is an admin-initiated upgrade. It does not describe exporting the database and importing it into a separate Dataverse environment.
- Have a tenant admin review the request to upgrade the Dataverse for Teams environment.
- In the Power Platform admin center, open the environments view and locate the relevant Teams environment.
- Choose the upgrade action for that environment.
- Review the implications message. Confirm only after verifying that the tenant has sufficient available Dataverse capacity and that the user-impact plan is in place.
- Follow the operation’s progress through the notifications shown by Microsoft.
Microsoft’s guidance does not give a general completion time, so avoid promising users a specific duration.

What changes after the upgrade
- Capacity: The upgraded environment’s storage consumption is charged against the tenant’s Dataverse capacity pool.
- Apps and makers: Apps are associated with the upgraded Dataverse environment and can run inside or outside Teams. Makers use the Power Apps portal to find and edit apps and flows.
- Environment lifecycle: The environment remains if the originating Team is deleted. Its lifecycle follows Power Apps licensing and environment configuration instead.
- Administration: Team owners receive System Administrator roles, and the Microsoft 365 Groups association becomes editable.
- Access: Users need appropriate Power Platform licensing for app access. Check the current Microsoft licensing FAQ for the specific users and use case.
If the environment contains Copilot Studio bots
Microsoft warns that bot creation and editing are blocked while the upgrade is underway, and bot chats may be affected. Plan communications and timing around that product-specific impact rather than assuming every app or flow behaves the same way. After a successful upgrade, bots continue to work. If by migrate you mean changing where the environment is hosted, that is a different operation from upgrading its database capabilities. Microsoft says moves of Dataverse for Teams environments between geographic regions are typically unsupported; exceptions are handled through Microsoft Support. Consult Microsoft’s region-migration guidance for that separate scenario.
