“Pending” in Intune is a status, not a diagnosis. For an expedited Windows quality update, it can mean that Microsoft’s service is still validating or scheduling the device—not that installation has failed. Start by recording the update type, report, exact state and substate, any alert or error, last event time, and last scan time. Then follow the evidence to the service, policy, device, update operation, or report timestamp.
Why is my Windows quality update still pending in Intune?
The next step depends on which update workflow and report you are looking at. An expedited quality update, a regular update ring, a quality update policy, and Windows Autopatch do not share one universal status model or refresh schedule.
First, identify the update and report
- In the Intune admin center, identify the policy targeting the device: an expedited quality update policy, an update ring, another quality update policy, or an Autopatch deployment.
- Record the targeted release and the device’s Windows version and build. Confirm the device is included in the policy assignment and is not excluded by group membership.
- Open the report for that workflow and select the relevant profile and device. For expedite, Microsoft directs administrators to Reports > Windows Updates and the Windows Expedited Update Report; an Expedited quality update policies with alerts view is also available under Devices > Monitor. Portal labels can change; use the current labels in your tenant.
- Capture the full state and substate, alert or error text, last event time, and last scan time. A row labelled only “Pending” leaves out the distinction that often determines the next check.
What Pending/Validating and Pending/Scheduled mean
In the expedited update report, Pending / Validating means the Intune service has added the device to the policy and validation has begun. Pending / Scheduled means validation passed and the device is scheduled for expedite. These are service-side stages, not evidence by themselves of an installation failure. The expedited report separates service processing from activity on the endpoint. Use the exact substate to decide whether to investigate scheduling, delivery, scanning, download, or installation.

The report has additional states beyond those in this table; consult the current Microsoft state definitions before interpreting a state not listed here. A state such as OfferReceived points to endpoint activity, while Validating points to service-side processing—treating both as the same kind of “pending” can send troubleshooting in the wrong direction.
Why is the expedited update not reaching the device?
Expedite works only when the device, update, and servicing path meet Microsoft’s prerequisites. Verify the current requirements for the tenant’s cloud, licensing, supported Windows editions, and required endpoints in Microsoft’s expedited update guidance; these details can change.

Check device and update eligibility
- Confirm the device is enrolled in Intune MDM and runs a supported Windows version and edition.
- Verify the targeted update is a generally available build, not a preview build.
- Confirm the device is serviced directly by Windows Update and has Update Health Tools installed.
- Check that required Microsoft endpoints are reachable from the device and the applicable cloud environment.
- Verify that the tenant and subscription meet Microsoft’s current requirements. Microsoft’s guidance says expedited updates are not supported in GCC and GCC High/DoD cloud environments.
Check notification and communication timing
Windows Push Notification Services (WNS) is recommended, but not required. Microsoft says that without WNS access, a device might not expedite until its next daily check for updates. That makes WNS connectivity one possible explanation for delayed offer receipt, not a diagnosis for every device that remains pending.
Could policy assignment or Group Policy be blocking the update?
Check the actual policy state on the device rather than assuming that an Intune assignment controls every update setting. Review the Intune assignment, inclusion and exclusion groups, device or user check-in status, and policy settings. Microsoft notes that Group Policy can override MDM policy and identifies these settings as possible conflicts for expedited updates:

These are settings to investigate where applicable, not proof that a particular device has a conflict. Compare the device’s effective local policy and intended update source with the assigned Intune configuration. For update rings, Microsoft recommends checking policy status in the Intune admin center and reviewing check-in reporting, device properties, assignments, and included or excluded groups. Its guidance states: “The best practice for troubleshooting policy issues is always to check its status in the Intune admin center.” See Troubleshoot Update ring policies for Windows devices.
Is the Intune report stale?
Possibly—but the answer depends on the report and its data source. Do not apply one refresh interval to every quality-update, feature-update, or Autopatch report. For feature update reports, Microsoft documents that service-side data typically arrives in less than an hour after a service event. Configured client-side data is processed in batches and refreshes every eight hours; it includes installation details such as insufficient disk space. - Check the report’s last event time and last scan time, not just when you opened the row.
- Identify whether the field you are relying on comes from service-side or configured client-side data.
- Refresh the report after allowing for the relevant data timing. If timestamps have not advanced, investigate device check-in, scanning, or data collection before treating an unchanged row as a current installation failure.
Which report should I use for each update workflow?

For feature updates, Microsoft says the organizational status and operational failure reports provide a fuller view when used together. Autopatch’s quality update report has a different scope; compare target and installed release before deciding a device has failed to install. Use an expedited quality update for an urgent security or critical update when you need to temporarily override deferrals for a specified version. Microsoft says expedited updates are not recommended for normal monthly quality update servicing. For routine monthly updates, use the normal Windows Update behavior and update-ring strategy, including its applicable deadlines and maintenance settings; a dedicated quality update policy is not required simply to receive monthly quality updates. An update ring sets strategy and timing, but does not itself provide update infrastructure: the device still needs the intended update service path.
