To troubleshoot packet loss, high latency, or intermittent ping timeouts, first compare a local gateway with multiple destinations, then test affected devices and connection types, trace the route, and repeat measurements during the problem. A single silent router or a ping timeout does not prove that traffic is being dropped: devices and networks may filter or limit diagnostic replies.
Record what is failing before changing settings
Start by defining the scope. Record the time, affected device, connection type, destination, test method, packet count, reported loss, and round-trip times. Repeat the same checks while the issue is happening; an isolated delay is less useful than a pattern that recurs.
- Does the problem affect one destination or several?
- Does it affect one device or multiple devices?
- Does it occur on Wi-Fi, Ethernet, or both?
- Does the destination still work in the application, even when ping times out?
Test the local gateway and more than one internet destination if possible. Ping measures replies and round-trip time to a target, but it tests ICMP—not every application protocol. A destination may limit or filter ping replies, so a timeout by itself does not establish that a website or service is unavailable. Cloudflare explains MTR and ping timeout behavior.
Compare devices and connection types
If only one device has the problem, investigate that device first: its network interface, local security or filtering policy, resource use, and route. If several devices show the same symptoms, the shared network or upstream path becomes more relevant, though measurements alone do not identify the responsible component.

When practical, compare Wi-Fi with a known-good wired connection. This helps distinguish a wireless or local-link issue from a problem that persists beyond the device’s connection to the router. An Ethernet cable enables the comparison; it is not a general fix for congestion or faults farther along the route.
Choose a diagnostic tool for the question

Trace the route from your device
Run a route trace to the destination while the problem is occurring. Replace <destination> with a hostname or IP address:

pathping <destination>
Windows tracert sends probes with increasingly large TTL values. A responding router can return an ICMP time-exceeded message, revealing that hop. Routers that do not send such replies may appear as asterisks even when they continue forwarding traffic. Microsoft documents a default maximum hop count of 30 and a default wait of 4,000 milliseconds; these are command defaults, not universal limits for acceptable network performance. For a web service, comparing a hostname with its IP address may help investigate name resolution, when the IP is known and appropriate to test. The comparison is not conclusive: shared hosting and anycast routing can complicate the relationship between a hostname and an address.

Interpret loss and latency without blaming a hop too soon
Look for a repeatable rise in latency or loss that continues through later hops and is also visible at the destination. If one intermediate router appears to lose probes but later hops and the destination respond normally, that display alone does not show forwarding loss at that router. Routers may filter or rate-limit diagnostic responses. Repeat the trace during the affected interval and compare the endpoint results before drawing conclusions. Microsoft documents why some routers do not return tracert replies; Cloudflare also notes that ping replies can be limited in its MTR guidance.
There is no single ping-latency or packet-loss threshold that proves a fault for every destination and application. Record the measured values with the target, time, and method, then compare them with your own unaffected results or provide them to the responsible administrator or provider.

Use the pattern to decide what to investigate
The symptom alone does not identify its cause. Microsoft lists possible Windows packet-loss causes across the local system and the remote path. Treat these as investigation leads, not diagnoses:
- On the local device: security or filtering policy; insufficient system or socket resources; ARP or neighbor-discovery problems; missing routes; or invalid packets.
- Beyond the local device: network congestion; remote filtering policy; an unavailable destination; expired session state; or MTU-related drops.
Microsoft’s overview, Troubleshoot TCP/IP packet loss, describes these possible causes and distinguishes drops observable on a host from remote loss that may only be inferred from missing responses.

Capture packet evidence when simple tests are inconclusive
For Windows investigations, Microsoft recommends starting with Packet Monitor (pktmon) traces. If they do not provide enough context, a more exhaustive netsh trace capture may help. For a TCP connectivity failure, simultaneous captures at the source and destination can show retransmissions and help establish whether traffic reached the far endpoint. Packet captures can include sensitive IP addresses and traffic metadata. Share them only with the responsible network administrator or provider through an appropriate channel. When escalating, include repeated results, timestamps, affected devices and connection types, destinations, operating systems, commands used, and any relevant captures. Describe what you observed separately from what you suspect.
