A Copilot license error inside a Microsoft 365 web app calls for a different check than a work-account policy block or a sign-in loop on Microsoft Support. The third-party-cookie setting below is a targeted Microsoft 365 web-app license-validation fix—not a universal remedy for Copilot sign-in problems.
First, identify the Copilot surface and error
Note whether you cannot sign in at Copilot on the web, in the Copilot app, or within a Microsoft 365 web app such as Word or Excel. Record the full error and what happens: does the page return to sign-in, report a license problem, or say your account is not allowed?
This distinction matters because Microsoft’s third-party-cookie guidance applies to Copilot license validation in Microsoft 365 web apps. It does not establish cookies as the cause of every Copilot sign-in failure.
Check that Edge is using the right account
Open the account or profile menu on the page where you are trying to use Copilot and confirm the identity shown. A personal Microsoft account and a work or school account are separate identities, even if they use similar email addresses.

- For organizational files or services, choose the work or school account provided by your organization.
- In a Microsoft 365 app, being signed in does not by itself confirm that the account has the Copilot license required for that app.
Microsoft’s guidance on signing in to a Microsoft account can help distinguish personal-account access from other sign-in issues.
If a Microsoft 365 web app reports a Copilot license error
After confirming that the web app is using the intended account, check Edge’s third-party-cookie setting. Microsoft’s instructions address a specific Copilot license-validation error in Microsoft 365 web apps and say that “Block third-party cookies” should be off for this scenario.

- In Edge, select Settings and More (the three-dot menu), then Settings.
- Go to Cookies and site permissions > Manage and delete cookies and site data.
- Check that Block third-party cookies is off, then return to the Microsoft 365 web app and check whether the license error clears.
These are Microsoft’s documented settings labels; they may vary as Edge changes. Do not treat this setting as a general Copilot login fix if you are seeing a different error or using a different Copilot surface. See Microsoft’s Copilot license-validation guidance for Microsoft 365 apps.
If sign-in keeps returning to the same page
A redirect loop can have different causes depending on the site. Microsoft documents an Edge cookie and security-zone issue for signing in to support.microsoft.com and its subdomains: authentication may redirect back to the same Microsoft Support page. That article is specifically about Microsoft Support sign-in; it does not diagnose every Copilot redirect loop.

For the documented Support scenario, Microsoft’s Edge guidance concerns trusted-site security-zone rules and consistent cookie sharing for microsoft.com, support.microsoft.com and relevant subdomains, login.live.com, and login.microsoftonline.com. Some organizations require sites to be in the trusted-site list. If your organization manages these settings, ask its administrator to check the rules rather than changing managed security settings yourself. If a work or school account is blocked
An “unable to sign in this way” message or a compliance error may indicate that your organization controls access. Some organizations require users to be signed into Edge with their work or school account. If prompted, switch to the Edge profile associated with that account and try again. If access is still blocked, contact your organization’s helpdesk or administrator; the required policy may not be changeable from your browser.

Microsoft describes this requirement in its guidance for work or school account sign-in in Edge.
If the account itself may be the problem
When credentials or account status seem to be causing the failure, use Microsoft’s sign-in helper. It asks for the email address or phone number used to sign in, checks the details, and provides next steps if it detects an issue. Microsoft’s general account sign-in troubleshooting guidance directs people who cannot sign in to that helper.

Be cautious about clearing browser data
Do not begin by deleting all cookies or browsing history: the reviewed Microsoft guidance does not establish a broad browser-data reset as a universal Copilot fix. If you have a specific browser-state problem and decide to clear data, consider its sync impact first. Microsoft warns that deleting data while signed in and syncing can remove it from all synced devices. See Microsoft’s instructions for viewing and deleting Edge browsing data.
