Run optical character recognition (OCR) on the scanned PDF, check the text it recognizes, and then translate that text. A scanned page may look like text but contain only an image; uploading it directly to Google Translate may leave that text untranslated.
Why a scanned PDF needs OCR before translation
A PDF made from scanned pages can contain page images without machine-readable text. Adobe explains that this kind of scan contains image data rather than searchable text (Adobe Acrobat Help: Recognize text in scanned PDFs with Acrobat). OCR, or optical character recognition, analyzes those images and adds a text layer that can be selected, searched, or copied.
OCR and translation are separate steps: first turn the image into text, then translate the recognized text. Google warns that its document-translation output may still show text in images and scanned PDF pages without translating it (Google Translate Help: Translate documents & websites).
How to OCR and translate the PDF
- Check whether the PDF already contains text. Try to select or copy a sentence. If you can select only the whole page as one image—or cannot select its words—run OCR before using a text-based translation workflow.
- Recognize the text. In Acrobat, open All tools > Scan & OCR, choose In this file, set the page range and recognition language, then select Recognize Text. Acrobat adds a searchable text layer. Adobe also documents an Acrobat web route at Convert > Recognize text with OCR (Adobe Acrobat Help; Adobe: Scan to PDF tutorial).
- Review the OCR text before translating. Select and inspect passages from across the document. Check names, numbers, dates, columns, footnotes, and tables especially carefully: an OCR mistake in the source can change the translated meaning. Correct errors or rerun OCR with adjusted settings if needed; Adobe advises checking that recognition is accurate and complete.
- Translate the recognized text. Google Translate’s document tool accepts PDF, DOCX, PPTX, and XLSX files. You can upload the OCR-processed PDF if its text is selectable, or extract the recognized text to a supported document format. Confirm that the translated output includes the content you need rather than relying on visible page images.
- Compare the result with the original. Check every page and text block, and verify that reading order, table entries, and labels still make sense. OCR creates text and Google provides document translation, but their documentation does not promise that every language, scan, or complex layout will be handled accurately or preserved.
Google Translate’s document limits and availability
Google’s help page lists a maximum document size of 10 MB and a maximum of 300 pages for PDFs. It also says document translation is unavailable on smaller screens and mobile devices. These are the limits and availability stated on Google’s help page; check the current page when planning a job (Google Translate Help).

If the PDF exceeds those listed limits or you need to translate documents at larger scale, Google points to Cloud Translation API. That is a more technical route; the referenced help page does not establish its current pricing, setup requirements, language support, or suitability for a particular project.
Choose the right approach for the job

Improve OCR when the scan is hard to read
Skewed, faint, noisy, or low-resolution pages can make recognition difficult. Where possible, improve the source image and straighten pages, then rerun OCR and inspect the result. Adobe describes image enhancement and straightening in its scan-to-PDF tutorial; the documentation does not provide a guaranteed accuracy rate.

When to use a human reviewer
For documents where a mistranslated word, number, or clause could have serious consequences, do not rely on OCR and automated translation alone. Use a qualified translator or reviewer for the relevant language pair, and check any certification requirement that applies to the document’s intended use. OCR can misread the source, and automated translation may not preserve specialized meaning or layout.
