Those measures can all be valid and still differ. Record the definition, token contract, chains, wallet exclusions, source and timestamp beside every figure.
What stablecoin supply number are you trying to measure?
“Supply,” “circulation” and “outstanding” are not interchangeable labels. A useful figure answers a specific question about a specific population of tokens at a specific time. Market capitalization is a value derived from a supply measure and a price; it is not itself a count of tokens.

For a market-cap comparison, check which supply measure the provider uses and what price it multiplies by that supply. A market-cap figure based on one provider’s estimated circulation may not match a figure based on an issuer’s reported balance or another provider’s classification.
How to track each kind of circulation
Issuer-reported circulation
For the issuer’s view of outstanding tokens or redemption-related liabilities, start with its filings and reserve disclosures. Keep the issuer’s definition and reporting period intact rather than relabeling the figure as freely circulating supply.

Circle’s Form 10-Q for the quarter ended June 30, 2026 says: “USDC in circulation, end of period is the total amount of USDC minted and outstanding as of the end of the reporting period.” The filing also describes a simple daily average, a different time basis from the end-of-period figure. Its platform-breadth measure excludes pending burns and tokens to which access is denied, but includes corporate-held USDC. These are Circle-specific reporting choices, not a general standard for all stablecoins.
Supply on a particular blockchain
To measure token supply on a chain, identify the exact token contract and examine its total-supply changes over time. Mints add to that contract’s supply; burns subtract from it. The Federal Reserve Board’s February 23, 2024 study, Primary and Secondary Markets for Stablecoins, describes the scope precisely: “Minting and burning of tokens simply describes the addition or subtraction of tokens to the total supply on Ethereum.” That statement concerns observed on-chain supply, not whether minted tokens are being held by an issuer or used by customers.

If your question is whether issuance is moving toward secondary markets, raw mint and burn totals are not enough. The Federal Reserve researchers describe adjusting net on-chain mints for net transfers into issuer treasury wallets to estimate net new funds moving from primary issuance to secondary markets. They do not present that approach as the only or primary methodology. Treat it as an analytical estimate and document the wallet labels and calculation used.
Provider-estimated circulating supply
Market-data providers classify balances to estimate what they call circulating supply. CoinGecko’s general Supply Methodology says its estimate excludes certain locked, vested, escrowed, treasury and stakeholder-held balances. The precise treatment depends on the provider’s methodology and the token coverage it has established. Check both before comparing provider figures; the label alone does not guarantee matching definitions.

How to track a stablecoin across multiple chains
Build the measurement chain by chain. A token with the same name or ticker on two networks is not automatically the same asset: the tokens live on separate ledgers, and a bridge or wrapper may create a representation on one chain that relates to tokens elsewhere. The Bank for International Settlements’ Annual Economic Report 2026 discusses this separation and the limits of native communication between chains.
- List each network and the exact token contract included on it.
- Classify each representation as native issuance, bridged, wrapped or another form, where that information is established.
- Record how bridge escrow, issuer treasury balances, inaccessible tokens and pending burns are treated.
- Report chain-level amounts separately before presenting any combined total. Explain how duplicate representations and backing or escrow arrangements are handled.
Without that accounting, adding chain totals can double-count tokens represented on multiple networks or omit relevant issuance. One chain’s total supply is not, by itself, the stablecoin’s full global supply.

How to compare two figures that do not match
Two different figures are not automatically evidence that one source is wrong. Compare the definitions along these dimensions before deciding what the difference means:
- Population: Is the figure minted and outstanding, subject to a redemption obligation, or estimated to be publicly available?
- Chain coverage: Which networks and contracts are counted? Are wrapped or bridged representations included?
- Wallet treatment: Are treasury, corporate-held, restricted, locked or pending-burn balances included?
- Time basis: Is it a point-in-time snapshot, period-end balance, daily average or flow over an interval?
- Purpose: Does it measure issuer reporting, regulatory outstanding value, estimated market float or on-chain issuance activity?
For example, a period-end issuer figure and a provider estimate that excludes certain treasury or stakeholder balances can differ because they describe different populations. Likewise, a chain-level balance cannot be compared directly with a multi-chain total without matching contract and bridge treatment.

A repeatable tracking workflow
- Write down the question. Choose whether you need issuer-reported outstanding circulation, supply on a named chain, a provider’s circulating-supply estimate, or an estimate of net issuance toward secondary markets.
- Identify the asset precisely. Record the stablecoin name, chain and token contract. For multi-chain tracking, list every included representation and its treatment.
- Choose a source that measures that quantity. Use issuer filings for issuer-reported figures, contract data for on-chain supply, and a provider’s published methodology for its circulation estimate. For recurring or automated measurement, public-chain data APIs and blockchain-analytics services are possible tool categories; verify their contract coverage and definitions rather than assuming they match.
- Capture provenance with the number. Store the source or publisher, exact measure name and definition, contract and chain coverage, block height or reporting date, retrieval timestamp, units, and treatment of treasury, locked, bridged, wrapped, inaccessible and pending-burn tokens.
- Compare only like with like. Align the population, chain coverage, wallet rules and time basis. If they cannot be aligned, show the figures as separate measures and explain the difference instead of averaging them or presenting one as a correction of the other.
A tracking row can be as simple as: USDC | Ethereum | contract [address] | on-chain total supply | contract total-supply measure | block [height] | retrieved [timestamp] | treasury treatment [rule] | source [publisher]. Replace the bracketed fields with verified values; do not leave them implicit.
What current rules and market statistics do—and do not—tell you
Regulatory definitions are not automatically the definitions used by issuers or market-data providers. The Federal Reserve Board’s September 29, 2026 rulemaking is a proposal, not a settled market-wide analytics standard. It generally treats outstanding issuance value as including payment stablecoins subject to a redemption obligation; permanently burned tokens cease to count, certain legally restricted tokens remain included where the obligation continues, and tokens repurchased into issuer inventory are excluded until returned to circulation. The proposal’s wording that outstanding issuance value generally includes “the issued payment stablecoins in circulation” should therefore be read in its proposed regulatory context.
The FDIC’s 2026 proposed reporting approach likewise describes proposed requirements, including monthly disclosures of outstanding payment stablecoins and reserve composition using the prior month-end as the reporting date, with independent examination and CEO/CFO certification described in the proposal. Those are proposed reporting provisions, not evidence that every issuer currently reports on the same basis.
As a dated scale reference—not a live balance—the Federal Reserve Board’s April 8, 2026 note reported aggregate stablecoin market capitalization of $317 billion as of April 6, 2026, and described that as more than 50% growth since early 2025. Aggregate market capitalization does not supply a common circulating-supply definition across providers, and the cited number should not be presented as today’s total.
