For a U.S. phone setup, use three layers: keep Wireless Emergency Alerts enabled for critical government alerts, use the USGS National Water Dashboard to check nearby water and weather observations, and bookmark National Weather Service radar and forecast pages. Add a USGS WaterAlert subscription if a nearby station measures something useful. Gauge messages and maps add context; they are not a guarantee of timely warning.
Set up a reliable phone-based monitoring system
1. Keep Wireless Emergency Alerts enabled
Wireless Emergency Alerts (WEA) are government-authorized alerts delivered to compatible phones through participating wireless carriers. They do not require an app or subscription. WEA is intended for specially designated critical alerts, not every weather watch, advisory, or local rainfall reading, so treat it as an emergency layer rather than your sole source of weather information. 2. Find nearby gauges in the USGS National Water Dashboard
Open the USGS National Water Dashboard on your phone and look for active monitoring sites near your home, workplace, or usual routes. The map combines USGS water observations with NWS radar, watches and warnings, and rainfall information. A USGS announcement dated October 30, 2020, described data from more than 13,500 observation stations; that is a figure from that announcement, not a current live station count. Check what a nearby site actually measures. A stream gauge is useful for seeing water conditions at that location, but it is not a direct measure of rainfall everywhere in your area. Station coverage and available sensors vary.

3. Subscribe to USGS WaterAlert when a station has a useful sensor
From a suitable station, choose an available measurement and set a threshold for an email or phone notification through USGS WaterAlert. The choices depend on the station. For rainfall, consider what the accumulated precipitation value represents and whether the station’s location and threshold are relevant to your situation. You may need to adjust the threshold after seeing how local conditions and readings correspond.
WaterAlert depends on incoming site data. USGS says data often arrive hourly and may arrive more frequently during floods; notifications may not reach you in time during an emergency. Use them as additional context, not as an emergency warning service. See WaterAlert information and subscriptions.

4. Make NWS radar and forecast pages easy to open
Use the NWS Radar location view to check radar, current weather, alerts, and the forecast. The NWS says you can bookmark the location view and save it as an easy-access icon on a mobile device. This gives you a quick way to revisit official weather information as conditions change.
5. Add FEMA app alerts for selected locations, if useful
The FEMA app listing describes NWS/IPAWS alerts for up to five selected locations at ZIP-code precision. This can be useful if you want alerts for places beyond your current location. App features and settings can change, so check the current FEMA mobile-products page and the app’s location and notification settings.

6. Consider a second information channel
NOAA recommends receiving weather information from more than one source and identifies NOAA Weather Radio as a source of official NWS warnings, watches, forecasts, and hazard information. A radio is an optional backup, not a requirement for this phone setup. NOAA Weather Radio information.

Respond to a flood warning, not just the rainfall total
A warning means hazardous impacts are expected or occurring. The National Weather Service says a Flash Flood Warning means dangerous flash flooding is expected: move to higher ground, and never walk or drive through floodwater. NWS flood safety guidance.

- If a warning affects you, move to higher ground and follow instructions from local officials.
- Do not drive or walk through floodwater. Water depth and road conditions can be difficult to judge.
- Check current NWS warnings and local instructions rather than waiting for a gauge notification or relying on a rainfall map.
