There is no single home test that can establish whether soil or road base has been affected by incinerator ash. Start by defining what decision the results must support—such as screening, cleanup, reuse, exposure assessment, or waste classification—then have a qualified environmental professional develop a site-specific sampling and laboratory plan. The right samples, analytes, methods, and comparison criteria depend on the material, the suspected source, and the site’s location.
Start with the decision and site history
Before collecting anything, establish where the site is and what the results will be used to decide. Cleanup, reuse, exposure assessment, and hazardous-waste classification are different questions and may require different sampling designs and analyses.
Gather available information about the incinerator and its process, ash handling or disposal, possible deposition, imported fill, drainage, and construction history. Map suspected affected areas and distinguish, as far as possible, native soil from ash, fill, and road-base aggregate. These details help determine where and how deeply to sample.
Ask a qualified environmental professional to prepare a site-specific sampling and analysis plan and coordinate it with the relevant regulator or other decision-maker. EPA’s RCRA sampling guidance and its SW-846 Compendium provide technical references, but neither replaces current state requirements or professional judgment for a particular site.

Choose samples and laboratory analyses for the material
There is no universal analyte panel for every site near an incinerator. A professional should select target contaminants based on facility and site history, evidence of deposition or fill, the sample matrix, and the decision the data must support. Metals and persistent combustion-related organic compounds may warrant consideration, but their inclusion should be justified for the specific site.
The plan should specify sample locations and depths, whether samples will be discrete or combined to represent an area, the number of samples, quality-control procedures, and the laboratory methods and reporting limits. EPA’s SW-846 materials include sampling-plan and sampling-method references as well as methods for inorganic and organic analyses; method choice depends on the question and material.

Before sampling, confirm with the laboratory the required containers, preservation, holding times, delivery conditions, and any other handling instructions. Maintaining sample integrity matters. EPA’s June 1995 municipal waste combustion ash guidance says ash for a Toxicity Characteristic determination generally should not be dried before reduction and analysis, unless the specified regulatory condition applies. That instruction concerns that particular ash determination; follow the laboratory’s and applicable regulator’s requirements for other sample types and purposes.
Understand what TCLP can—and cannot—tell you
EPA describes SW-846 Method 1311, the Toxicity Characteristic Leaching Procedure (TCLP), as a leaching procedure used to determine whether ash exhibits the RCRA Toxicity Characteristic. The resulting extract is analyzed for the listed constituents. The guidance is in EPA’s June 1995 municipal waste combustion ash sampling and analysis document; check current federal and state rules before relying on it for a regulatory determination.

TCLP is not, by itself, a general soil or road-base safety test. A TCLP result does not establish whether surrounding soil meets cleanup criteria, is suitable for reuse, or presents an exposure concern. Those decisions require sampling and analysis designed for the relevant soil or aggregate question, followed by comparison with the applicable criteria.
Incinerator emissions or trial-burn testing also answers a different question. EPA’s Chapter 13 guidance on incineration trial-burn and permit testing concerns facility performance and permit demonstrations, not whether nearby soil or road base is contaminated.

Compare results with the right criteria
There is no universal passing concentration to apply without knowing the site’s jurisdiction, regulatory program, exposure assumptions, and intended use. Ask the regulator or project professional which screening, cleanup, or reuse criteria apply before sampling, and how the decision will account for non-detects and laboratory reporting limits.
A non-detect does not automatically mean a material is uncontaminated: the reporting limit must be low enough for the decision being made. Likewise, a result for one analyte or a TCLP result alone cannot establish that soil or road base is safe or acceptable for reuse. If results exceed criteria, have reporting limits that are too high, or otherwise leave the decision unresolved, consult the professional and regulator about confirmation, delineation, exposure controls, or remediation.

- Define the decision the investigation must support and identify the site’s jurisdiction.
- Document the suspected ash source, handling or deposition, migration pathways, fill, drainage, and construction history.
- Separate or otherwise characterize native soil, ash, fill, and road-base aggregate where possible.
- Have a qualified professional set locations, depths, sample types, quality objectives, and quality-control measures.
- Select analytes, laboratory methods, and reporting limits for the sample matrix and intended decision.
- Confirm sample handling and delivery requirements with the laboratory before collecting samples.
- Agree on the applicable criteria and the process for interpreting non-detects before results arrive.
- If results are elevated or inconclusive, consult the professional and regulator on next steps rather than treating one test as a final determination.
