To find out whether cloud seeding is used near you, check the records for the exact state, province, watershed, or mountain basin—not just a national search result. Look for local permits and project notices, then verify them against dated operational reports. In the United States, search NOAA’s weather-modification archive as well, but treat it as a reporting source rather than a regulator. A permit or planned-activity filing shows authorization or intent; it does not by itself prove that seeding took place on a particular day.
How do I check whether cloud seeding is happening near me?
- Pin down the area. Identify the relevant jurisdiction and target area: for example, your state and county, a watershed, or a mountain basin. Cloud-seeding projects may target an area that does not align with the nearest city or county boundary.
- Search the responsible agency’s site. Start with the state or local water, weather, environmental, or natural-resources agency. Search for terms such as “cloud seeding,” “weather modification,” “precipitation enhancement,” “authorization,” “permit,” “project map,” “operator,” “season summary,” and “operations report.”
- Search U.S. federal records if the location is in the United States. Look in NOAA’s weather-modification report archive using the state, project or operator name, and date range. NOAA says intended weather-modification activities must be reported at least 10 days before they begin, and reports are available through the NOAA Central Library. NOAA explains its reporting role and archive.
- Match records to the place and dates. Compare the target area, named sponsor or operator, project, and reporting period. A similarly named project elsewhere—or one covering a much larger region—does not establish activity in your immediate area.
- Look for evidence of completed operations. Check for dated operational summaries, interim or final reports, or operation logs. If records do not resolve the question, contact the named agency or operator and ask for dated records for the target area.
What counts as proof that seeding actually took place?
Records can describe different stages of a project, and those stages should not be treated as interchangeable.

Federal reporting materials describe initial, interim, and final reports as having different roles. Idaho’s Department of Water Resources offers a concrete example of why it helps to check more than one record type: its Cloud Seeding Program page links authorizations as well as season-specific operational material. That example applies to Idaho; it is not a guide to another state’s records.
What does NOAA’s cloud-seeding archive tell me?
For U.S. readers, NOAA is an important place to look for reported weather-modification activity, including cloud seeding. Its role is to collect and track reports under the Weather Modification Reporting Act, not to authorize or regulate other parties’ activities. NOAA states: “NOAA has no authority to regulate those activities.” The statement appears on its weather-modification fact-check page.

NOAA says an intended activity report is due at least 10 days before activity begins. That makes a filing useful evidence of reported intent, but not confirmation that operations took place. Check the archive alongside state or local authorizations and dated operational records rather than treating one result as a complete answer.
Does no search result mean cloud seeding is not used there?
No. An empty archive search does not prove that no activity occurred. In a report published February 23, 2026, the U.S. Government Accountability Office (GAO) found weaknesses in the reporting process and in the quality and public usefulness of information. If the archive has no matching result, check the relevant state and local agencies, search under the operator or project name, and contact the named authorities for records covering the dates and target area you care about. The absence of a public search result is a reason to cross-check, not a definitive answer.
How can I check cloud seeding outside the United States?
Do not assume NOAA’s U.S. reporting process applies elsewhere. Start with the national or subnational meteorological, water, or environmental authority and search for local permits, project notices, and operational reports. The World Meteorological Organization’s statement on weather modification describes cloud seeding as a local-to-regional activity. The sources available here do not establish one global public registry of operational projects, so the responsible authority depends on the location.

What can the records tell me about the effects of cloud seeding?
Finding an authorized or reported project does not establish what effect it had on precipitation. The WMO says weather modification is not capable of creating cloud systems that produce rain or altering large-scale weather patterns to bring water vapour into a region. It also says claims of dramatic large-scale effects lack a sound scientific basis. Its statement is dated June 14, 2025, and is based on information through June 2024. When reviewing a local project, distinguish evidence that operations occurred from evidence about their measured effects.
