Edge’s full-page mode captures webpage content below the visible viewport. It is intended for webpages, not arbitrary desktop or application content. Capture only what is visible with Snipping Tool
For a screen region, window, or the screen currently shown, press Windows key + Shift + S to open the Snipping Tool overlay and select the capture mode you need. Microsoft documents rectangle, window, freeform, and full-screen modes. These modes capture visible screen content; they are not a scrolling full-page webpage workflow.

Can Snipping Tool take a scrolling screenshot?
Microsoft’s documented Snipping Tool modes include rectangle, window, freeform, and full-screen captures. They do not describe a scrolling webpage capture workflow.
