You can sync local music to an iPhone without iTunes on Windows using Apple Devices and the Apple Music app. If you want the same music library across devices, use Sync Library with an Apple Music or iTunes Match subscription. If you only need to copy audio files for another player app, Apple Devices can transfer files to apps that support file sharing.
Choose based on where you want the music to appear: Apple Music, a cloud-synced library, or a separate app. The steps below cover each option and explain which works on Windows or Mac.
Choose the right way to get music onto your iPhone

For a Windows computer and a collection of local songs, manual sync is the closest replacement for syncing music through iTunes. For access to one cloud library on several devices, choose Sync Library. For files you are happy to play in another app, use file sharing.
Sync a local music library from Windows with Apple Devices
Apple’s current Windows workflow uses the Apple Devices app to manage the iPhone and the Apple Music app as the music source. Apple says Apple Music for Windows must be installed to sync music this way. See Apple’s Windows music-sync instructions.

- Install the apps. Install Apple Devices and Apple Music for Windows, then add the local songs you want to sync to the Apple Music library.
- Connect the iPhone by cable. Use a data-capable USB or USB-C cable compatible with the ports on the computer and iPhone. This wired connection is required for initial setup. If prompted, unlock the iPhone and approve the computer’s trust request.
- Select the iPhone. Open Apple Devices and choose the iPhone from the connected-device list.
- Open Music sync settings. Select Music, then turn on “Sync music onto [device].”
- Choose what to copy. Select the entire music library or choose specific artists, albums, genres, or playlists.
- Apply the changes and wait. Keep the iPhone connected until syncing finishes. Eject it in Apple Devices before disconnecting.
Apple supports Wi-Fi syncing after the initial setup. The computer and iPhone must be connected to the same Wi-Fi network; Apple describes the setup and wireless option in its Windows device-sync guide.
What happens if Sync Library is turned on
Manual music syncing is a separate path from Sync Library. Apple’s Windows instructions say subscription songs transfer automatically through Sync Library and cannot be manually synced using this method while Sync Library is on. If manual sync options are unavailable, check whether Sync Library is enabled on the computer or iPhone. Turning it off can affect access to your cloud library, so do not switch it off without considering how you use that library.

Use Sync Library for music across devices
Sync Library is the cloud option for people with an Apple Music or iTunes Match subscription who want the same library on devices signed in with the same Apple Account. It is not the same as a cable-based transfer of selected local files.
- On a Mac: Open Music, then choose Music > Settings > General and turn on Sync Library.
- On Windows: Open Apple Music, go to Settings > General, and turn on Sync Library.
- On iPhone: Open Settings > Music and turn on Sync Library.
Menu wording can vary with operating-system and app versions. Apple’s Sync Library instructions explain the subscription and same-Apple-Account requirements. Apple states that “Apple Music isn’t a backup service.” Back up the underlying music library separately before making changes to it.

Cloud library limits and availability
Apple’s Windows music guide states that its cloud music library supports up to 100,000 songs, excluding iTunes Store purchases, and files up to 200 MB. Apple also says matched tracks may be provided as 256 kbps DRM-free AAC, while other tracks retain their original quality; not every song is guaranteed to match. Availability varies by region. These figures and qualifications are stated in Apple’s guide to accessing a music library across devices.
Copy audio files into another iPhone app
If the music does not need to appear in Apple Music, Windows file sharing can copy audio files into an iPhone app that supports file sharing. You then open and play them in that receiving app. Apple’s instructions do not say that files transferred this way become Apple Music library entries.

- Connect the iPhone to the Windows computer and open it in Apple Devices.
- Choose Files and find an app listed as supporting file sharing.
- Drag the audio files to that app’s file area, then eject the iPhone before disconnecting.
- Open the receiving app on the iPhone to access the transferred files.

Apple documents Sync Library on Mac, but the current instructions referenced here do not establish a complete manual procedure for copying a local music selection from a Mac to an iPhone without a subscription. Apple’s current iTunes article describes iTunes syncing for Windows PCs and macOS Mojave or earlier, and points readers toward cloud-based alternatives.
