Store the video in an online Azure Blob Storage tier, let the Azure VM download it to local disk, then play that local copy on repeat through an encoder configured for YouTube Live. Blob Storage holds the source file; it is not itself the looping live encoder. Use a managed identity for VM access, keep the YouTube stream key private, and test the complete playback and ingest path before relying on it.
How the pieces fit together
- Azure Blob Storage: holds the prerecorded video as a block blob in a container.
- Azure VM: downloads the blob to local storage and provides the playback and encoding environment.
- Looping player or media source: repeats the local file at end of playback.
- YouTube Live: receives the encoder output through its stream URL and stream key.
This design avoids trying to use a storage URL as a live stream. The VM needs enough local disk for the complete video, and its playback process must be able to read that file. The encoder then sends the resulting audio and video feed to YouTube.
Choose a Blob access tier
For a video that must be available promptly, use an online access tier: Hot, Cool, or Cold. Choose among them based on expected reads and the applicable storage, transaction, and retrieval charges for your region and account. There is no universal cost winner without those inputs.

Azure lifecycle policies can move blobs between tiers based on conditions such as time since modification or last access. Microsoft’s documentation gives an example of moving a blob to Cool after 30 days and Archive after 90 days; those are example thresholds, not a suitable schedule by default for a video needed on air. Upload the video and grant the VM access
1. Put the source file in a container
Create or select an Azure Storage account and a container, then upload the video as a block blob. Select an online tier if the VM needs to retrieve it for playback without waiting for Archive rehydration. Record the blob’s storage account, container, and exact name for the download step.
2. Enable a managed identity on the VM
Enable either a system-assigned or user-assigned managed identity for the Azure VM. Grant that identity the least data access it needs, scoped to the relevant storage resource. Microsoft specifies the Storage Blob Data Reader role for AzCopy downloads. Managed identity lets the VM authenticate without placing a storage account key or SAS token in a script. 3. Download the blob with AzCopy
On the VM, install and configure AzCopy for its operating system, then authenticate with the VM’s system-assigned identity:
azcopy login --identity
Download the named blob to a directory with sufficient free space. The URL below is a pattern: replace the account, container, blob name, and destination path with your own values.

azcopy copy "https://<storage-account>.blob.core.windows.net/<container>/<video-file>" "<local-path>/<video-file>"
For a user-assigned identity, follow Microsoft’s AzCopy managed-identity instructions for selecting that identity. Confirm that the copy completed and that the account running the player or encoder can read the local file. For repeat playback, downloading once to VM-local disk avoids making every playback loop depend on another Blob read; make sure your restart and recovery procedure downloads the file again if the VM disk or local copy is lost.
Configure looping playback and YouTube Live
1. Set up a looping source
Use a media player or encoder source capable of repeating a local file, and configure the playback feed as the encoder input. YouTube lists OBS among software encoders, but its encoder setup guide does not specify OBS’s exact loop control. Check the control in the version you install and test what happens at end of file; do not assume the source restarts correctly without verifying it.

2. Enable YouTube Live and protect the stream key
If the channel has not streamed live before, YouTube says initial live-stream enablement may take up to 24 hours. This is a first-time prerequisite, not a delay that should be expected for every stream. YouTube’s encoder setup guide.
In YouTube Live, obtain the stream URL and stream key and enter them in the encoder’s streaming settings. YouTube describes the key as functioning like the stream’s password and address. Treat it as a secret: do not publish it, commit it to a repository, or expose it in logs. Reset it if it may have been compromised. YouTube: manage live stream settings.

3. Match the encoder output to YouTube’s guidance
YouTube’s current encoder guidance recommends RTMPS, H.264, constant bitrate (CBR), and a two-second keyframe frequency; it says not to exceed four seconds. Use the current official bitrate table to select a bitrate for your target resolution and frame rate rather than treating any single number as universal. Choose a resolution and bitrate that the VM can encode and its upstream connection can sustain. YouTube’s live encoder settings.
4. Test the full path before depending on it
- Start the local video and verify that both picture and audio reach the encoder.
- Confirm the encoder is connected using RTMPS and the correct stream key.
- Watch YouTube’s stream health indicators and check for dropped frames or ingest problems.
- Observe an end-of-file transition to confirm that playback repeats without a gap or a stalled source.
- Test the VM restart and encoder restart paths, including whether the video is still present locally or needs to be downloaded again.
YouTube recommends testing with representative audio and movement and monitoring stream health. A successful blob download alone does not confirm that looping playback, encoding, and YouTube ingest will remain healthy.

The total bill is not just the Blob’s stored capacity. Check the storage tier, Blob transactions and retrieval charges, VM disk capacity, VM runtime, outbound data transfer, and the regional placement of the storage account and VM. Pricing depends on region and usage; the available documentation does not establish an exact cost for this design.

A cloud service designed for continuous prerecorded-video streams is another category of option; YouTube’s encoder guide names Gyre as a cloud-based tool. Compare any service’s documented capabilities and terms rather than assuming an uptime guarantee or equivalent storage and recovery behavior.
Troubleshooting common failures
