For an Edge download alert, verify the file and report a suspected false positive to Microsoft. If Smart App Control blocks the app, Microsoft says there is no per-app bypass; the practical route is to ask the developer to sign it. Keep protection enabled rather than turning it off just to run one file.
Identify the warning before changing anything
SmartScreen and Smart App Control are different protections, and Windows also has settings that recommend or restrict apps from outside the Microsoft Store. Read the wording and note where the warning appears: in Microsoft Edge while downloading, when launching an app in Windows, or in a message that specifically names Smart App Control. Windows Security groups related protections under App & browser control, which can make them easy to confuse. See Microsoft’s App & browser control guide.
- Edge download alert: The browser is warning about the downloaded file. Microsoft documents a way to report a suspected false positive.
- Smart App Control: This Windows 11 feature can block an app it cannot establish as safe. Microsoft says there is no individual-app bypass.
- App recommendation: Windows may recommend against installing an app from outside the Store. That is not the same as a SmartScreen reputation check or an allow rule for a blocked file.
Verify the app and download first
Before acting on any warning, make sure the download came from the software publisher’s official site or another source you deliberately trust. Check that the product and publisher match what you intended to download. A familiar app name or brand does not prove that a particular file is genuine or safe.
Microsoft recommends using trusted sources such as the Microsoft Store and keeping Windows, your browser, and your apps up to date. SmartScreen is a reputation and risk signal, not a guarantee either that a flagged file is malicious or that a file is safe because you recognize its publisher. Report a suspected false positive in Microsoft Edge
If Edge flagged a download and you have checked that it is the expected file from a trusted source, Microsoft’s documented option is to report it for review:
- Find the download alert in Edge.
- Select the three dots next to the alert.
- Choose Report this file as safe.
Microsoft says it can review the report; it does not promise a review timeframe, a particular outcome, or an immediate local exception. The alert’s menu wording or appearance may vary across Edge versions. See Microsoft’s false-positive reporting instructions.

If Smart App Control blocks the app
Smart App Control is a Windows 11 execution control, not an Edge download warning. Microsoft’s Smart App Control FAQ states: “There is currently no way to bypass Smart App Control protection for individual apps.” Its recommended recourse is to contact the app developer and encourage them to sign the app with a valid signature.
Smart App Control uses cloud-based safety prediction and signature checks. An app being unsigned or not recognized can therefore be blocked even when you expected it to run. Changing Windows’ app-source recommendations does not create an exception to Smart App Control. Microsoft explains the feature in its Smart App Control overview.

Choose the route that matches your situation

When settings are locked by an organization
On managed Windows 10 or Windows 11 Pro and Enterprise desktop devices, Group Policy or Intune can enforce SmartScreen settings and control whether users may ignore warnings. If a control is greyed out or changes back after you make them, contact your IT administrator rather than trying to bypass the organization’s policy. Microsoft documents these options in Available Microsoft Defender SmartScreen settings.

Windows lets you change recommendations about where apps can be installed. That preference is separate from SmartScreen’s reputation checks and Smart App Control’s execution decisions; changing it does not verify, clear, or authorize a specific warning. Use the setting only when Windows is showing an app-source recommendation. Microsoft’s steps are in Change your app recommendation settings in Windows.

Labels and feature availability can differ by Windows release. Smart App Control is a Windows 11 feature; the cited Microsoft support material covers Windows 10 and Windows 11 where applicable.
